What to Ask a Shelter Before Adopting a Puppy

Use these questions to learn what a shelter knows about a puppy’s health and behavior, confirm the adoption agreement, and prepare for the handoff.

Before adopting a puppy, ask the shelter about this puppy’s health records, observed behavior, socialization history, fit with your household, and the written adoption terms. Get available records and important commitments in writing, then arrange a veterinary visit soon after bringing the puppy home.

What health care has the puppy received?

Ask what veterinary examination the puppy has had and what it found. Request copies of dated vaccination and deworming records, and ask whether the puppy has received medication or other treatment that is continuing.

  • What care is due next, and when?
  • Are there symptoms or follow-up needs the shelter knows about?
  • Who should I contact if a concern appears after adoption?
  • Can I take the available medical records to the puppy’s first veterinary visit?

A shelter intake check is not a guarantee of future health. Share the available history with your veterinarian, who can assess the puppy directly. The American Veterinary Medical Association recommends scheduling an examination soon after bringing a new dog home and bringing vaccination and deworming information.

What has the shelter observed about the puppy’s behavior?

Ask staff, volunteers, foster caregivers, or prior caregivers what they have seen around handling, unfamiliar people, play, food, other dogs, and short periods alone. Ask about interactions with children if they are known, rather than assuming the puppy has had that experience.

  • Who observed the behavior, and in what setting?
  • Was it seen more than once or by more than one person?
  • Did the puppy behave differently outside the kennel or in a foster home?
  • What situations seemed comfortable or difficult for the puppy?

A brief shelter interaction or a single assessment cannot guarantee how a puppy will behave at home. The ASPCA says behavior assessments have not proven highly accurate or precise at predicting aggression after adoption. Consider concerning behavior in context and ask whether it has been corroborated in another environment.

How old is the puppy, and what socialization is known?

Ask for the puppy’s estimated age and what is known about its experiences with people, household sounds, surfaces, handling, and other animals. Then ask what social experiences the shelter recommends continuing at home and whether a veterinarian or qualified trainer can advise you.

The AVMA identifies 3–14 weeks as the puppy critical socialization period and says proper socialization during it has a major impact on behavior later in life. Is this puppy a fit for your household?

Describe your schedule, housing, landlord rules, children, resident animals, and the time you can give to supervision, socialization, and housetraining. Ask whether the shelter believes the puppy’s known needs fit your situation and whether introductions with household members or resident pets are possible under shelter guidance.

The AVMA notes that puppies need time for socialization and housetraining, and that an older pet may be less tolerant of puppy behavior. What does the adoption agreement cover?

Ask for the agreement before you sign and have the shelter explain each responsibility. Policies differ, so confirm the terms for this puppy rather than relying on a general expectation about shelters.

  • What does the adoption fee include, and what medical services or follow-up does the shelter provide?
  • Who is responsible for any remaining care?
  • What is the shelter’s return or rehoming policy, and whom should you contact after adoption?
  • Is the puppy already spayed or neutered? If not, who will arrange it, and by when?
  • How will the microchip registration and other proof of ownership be transferred?

The ASPCA recommends transparency about shelter processes and transfer of ownership and ownership proof. It supports spay/neuter before adoption unless doing so would delay timely placement, with alternatives where law allows. Ask the shelter to put relevant commitments and arrangements in writing; its policies and local legal requirements may differ.

What should you arrange for the first days at home?

Ask which veterinarian or low-cost care resources the shelter recommends. Schedule a veterinary examination soon after adoption and bring the puppy’s available records. Prepare a safe place to eat and sleep, food and water bowls, and a collar, leash, and ID tag. Pet-proof the home, and ask your veterinarian about additional safety steps. These supplies are practical preparation, not a condition of adopting.

How to compare puppies or shelters

There is no universal shelter checklist or standardized adoption package. If you are comparing options, use the same questions for each rather than treating this as a scorecard:

  • How complete and current are the available health records?
  • How specific are the behavior observations, and what contexts do they cover?
  • What is known about socialization and foster or caregiver experience?
  • How well do the puppy’s needs fit your household and resident pets?
  • How clear are the written terms and post-adoption support?
  • Can you meet the puppy’s needs for care, supervision, socialization, and housetraining?

This is general US-oriented guidance. Only the shelter can explain its specific policies, and only a veterinarian can assess an individual puppy’s health.
