Before adopting a shelter dog, ask what the organization knows about the dog’s history, health, and behavior—and how that information was gathered. Then compare the dog’s observed needs with your household, schedule, housing, other pets, and budget. Treat shelter observations as useful clues, not guarantees, and request medical records so your veterinarian can help plan care.
Questions to ask about the dog’s history and behavior
Start by separating what is documented or directly observed from what is incomplete or reported second-hand. A dog’s file may contain only part of its story; missing history is not, by itself, proof of a problem.
- What is known about the dog’s previous home, intake circumstances, and reason for surrender? Ask who provided each detail and how long that person knew the dog.
- What have staff, volunteers, foster caregivers, or previous owners actually observed? Ask about interactions with unfamiliar people, handling, walks, other dogs, children if observed, food and toys, and being left alone. Request a concrete example and the setting in which it happened.
- Has the dog stayed in a foster home? If so, ask what the foster noticed about settling in, daily routines, house training, time alone, and interactions in the household. A foster home can offer a useful view of behavior in a home, but it cannot guarantee how the dog will behave in yours.
- Can I meet the dog more than once or observe a calm interaction or walk? When possible, gather observations from more than one person and situation.
- Does the dog need a particular introduction plan, management, training, or veterinary assessment? Ask what support the organization offers after adoption; available support varies.
Useful observations may include how the dog responds to petting and play, common cues, treats, collar and leash handling, other dogs or passersby, and unfamiliar environments. Ask what the observer saw, rather than relying on a broad label such as “friendly” or “shy.”
How much should you rely on a shelter behavior assessment?
A behavior assessment is one piece of information, not a prediction or promise. The ASPCA says, “Behavior assessments have not proven highly accurate or precise when used to predict aggression after adoption.” Its position statement also describes the scientific picture of predictive usefulness as inconclusive and recommends considering information from multiple sources and settings: ASPCA’s Position Statement on Shelter Dog Behavior Assessments.

If staff describe a concerning reaction, ask what happened, under what circumstances, whether it happened more than once or was corroborated, and what management the shelter recommends. An observation can matter without establishing how the dog will behave in every situation. Stress, setting, the interaction itself, and the observer’s experience can affect what is seen.
Questions to ask about health and veterinary care
- What is documented? Ask for copies of exam findings, vaccinations, deworming, medications, treatments, and follow-up recommendations.
- Are there known ongoing conditions or likely expenses? Clarify which details are confirmed and which are suspected. Bring the available records to your first veterinary appointment.
- When should I arrange an examination? The American Veterinary Medical Association recommends scheduling a veterinary exam soon after bringing a new dog home. See its guidance on selecting a pet dog.
Check whether the dog’s needs fit your household
Ask about the dog’s known needs for exercise, grooming, companionship, and training. If someone has observed the dog being left alone, ask how long and in what circumstances; do not treat an unobserved situation as an established answer.

Be specific about your own home. Tell the shelter about household members, children, other pets, your typical schedule, and the environments the dog will encounter. Ask what has actually been observed around comparable situations. Breed or appearance alone cannot establish how an individual dog will behave with your family or other animals.
Also confirm that your housing allows the dog and decide who will provide care during work, travel, or other absences. The AVMA’s dog-selection guidance calls attention to housing restrictions, schedule, and backup care. Plan for routine expenses as well as unexpected veterinary or boarding costs; the ASPCA’s general dog-care guidance discusses preparing for the responsibilities and costs of caring for a dog.
