What to Ask Before Donating to an Animal Rescue

Ask what your gift will fund, verify the rescue and any fundraiser independently, and check federal tax eligibility and state solicitation rules where relevant.

Before donating to an animal rescue, ask what your gift will fund, how the organization reports its work, and who is soliciting you. Then verify the rescue’s identity independently. If a federal tax deduction matters, check the IRS’s records; tax status and state registration are separate from evidence that a rescue uses donations effectively.

What should you ask an animal rescue before giving?

Start with questions tied to your intended gift. These are practical ways to understand a rescue, not a legal checklist or a certification standard.

  • What will my donation support? Ask whether it will go toward a specific need, such as veterinary care, or is unrestricted. If you want the gift used for a named purpose, ask how to designate it and keep the rescue’s written confirmation.
  • How do you decide which animals to accept and what care to provide? The answer can help you understand the rescue’s work and the limits on what it can take on.
  • What information do you publish about your work? Ask how the organization reports animals treated, placed, transferred, or otherwise cared for, and where to find that information.
  • Who oversees the organization’s finances and programs? Look for clear explanations of governance, financial records, and program activity rather than relying on a broad claim that donations “help animals.”
  • How much goes to the program I want to support, and what else does the organization spend on? The FTC recommends asking how donations are used. Consider the explanation alongside the rescue’s program details and records; do not treat a single overhead figure as a complete measure of effectiveness.

The FTC’s consumer guidance puts the basic principle plainly: “To make sure your donations count, do some research before you give to a charity.” FTC charity donation guidance.

What should you ask a fundraiser who contacts you?

If someone calls, emails, texts, or approaches you for a donation, ask for enough information to verify both the charity and the solicitation. The FTC recommends asking for the exact charity name, website, and mailing address, as well as how much will go to the intended program, whether the caller is a paid fundraiser, and whether the organization is a charity or a political action committee (PAC).

  • Ask whether a third-party fundraiser is authorized to solicit on the rescue’s behalf.
  • Do not rely only on a caller’s answers or on a link in an unexpected message. Contact the rescue using information you find independently on its official website or through another verified source.
  • Be alert to names that resemble established organizations. Confirm the exact legal name and identity before sending money.

The FTC also advises donors to research complaints and review a charity’s website for information about its programs and use of funds. FTC charity donation guidance.

How can you verify an animal rescue before donating?

  1. Confirm the organization’s identity. Find its exact legal name and official contact details. If the donation request came from a fundraiser, verify directly with the rescue that the fundraiser is authorized.
  2. Check federal tax-deductibility eligibility if it matters to you. Search the IRS Tax Exempt Organization Search (TEOS) using the legal name or EIN, if available. The search provides information about eligibility to receive deductible contributions, filings, and status.
  3. Check the relevant state charity regulator. Many states regulate charitable solicitations and may require charities or paid fundraisers to register. Rules, exemptions, and requirements vary by state, so check the regulator relevant to the solicitation. The IRS explains the role of state regulation of charitable solicitations.
  4. Use a donation route the rescue confirms. Donate through a payment route listed on its official site or confirmed by contacting it through verified information. Keep your receipt and any written restriction or designation attached to the gift.

An unsuccessful IRS search is a reason to ask the organization for its legal name and determination information, not by itself proof of wrongdoing. IRS records may use an official legal name rather than a popular name, and some eligible organizations—including certain subordinate organizations covered by group rulings—may not appear as separate entries. State registration is a compliance check, not an endorsement of the rescue’s effectiveness.

Does an animal rescue’s tax status mean it is trustworthy or effective?

No. Federal tax-exempt status, eligibility to receive deductible contributions, state solicitation registration, transparency about programs, and effectiveness are different questions. Tax status does not establish that every payment to an organization is deductible, nor does it prove the quality or impact of its animal care. A state registration likewise does not certify outcomes.

Use records to verify the specific point they address, then consider the rescue’s explanations of its programs, finances, and work. The official guidance cited here does not establish a universal animal-rescue rating system or an overhead ratio that determines whether a rescue is effective.

Is a donation to an animal rescue tax deductible?

For U.S. federal tax purposes, a charitable contribution generally must go to a qualified organization to be deductible. Check eligibility in the IRS’s TEOS, and remember that your own tax circumstances matter. Tax-exempt status alone does not make every payment deductible. The IRS provides information on charitable contributions.

  • For a single contribution of $250 or more, IRS donor guidance says you need a contemporaneous written acknowledgment from the charity to claim the deduction.
  • For a quid pro quo contribution exceeding $75—a payment partly made as a donation and partly in exchange for goods or services—the charity must provide a written disclosure. It must explain the limit on deductibility and give a good-faith estimate of the value of the goods or services received.

These are federal substantiation and disclosure rules, not minimum donation amounts. See the IRS’s Publication 1771, Charitable Contributions—Substantiation and Disclosure Requirements (2023 revision), and its guidance on written acknowledgments. State solicitation requirements are separate and vary by state.

How should you compare two animal rescues?

Compare the evidence relevant to your decision rather than looking for a single pass-or-fail label.

  • Intended use: Is the gift unrestricted or tied to a named need, and does the rescue explain how it handles that restriction?
  • Program clarity: Can you find specific information about the work and how animals are treated, placed, transferred, or otherwise cared for?
  • Financial and filing information: Are relevant records and explanations available and consistent with the organization’s stated programs?
  • Fundraiser identity: If a third party solicits donations, can the rescue confirm that the fundraiser is authorized and explain the share directed to the intended program?
  • Compliance and tax eligibility: Where relevant, have you checked IRS eligibility and the applicable state’s solicitation rules?

No one item answers every question. The FTC’s donor guidance, IRS records, and state registration information address different aspects of giving; none alone establishes an animal rescue’s effectiveness.
