If you can no longer care for your dog, contact someone you trust and local animal-welfare services as early as possible. First find out whether practical help, veterinary care, or short-term care could make it safe for your dog to stay with you. If that is not workable, arrange a responsible rehoming or surrender—never abandon the dog.
If your dog has nowhere safe to stay tonight
Make the immediate problem clear when you call: explain where the dog is, why you cannot safely care for them, and how soon you need help. Contact your local animal-control service, public shelter, rescue organization, or veterinarian. Ask whether they can offer emergency intake, temporary foster care or boarding, or a referral to another service. Availability and procedures differ by location, so do not assume that a facility can take the dog without advance contact.

If the immediate issue is that you cannot safely keep the dog at home, ask a trusted person whether they can take the dog temporarily while you make calls. Do not leave the dog outside a shelter, at a veterinary clinic, or unattended elsewhere. That does not arrange a safe transfer and can expose the dog to harm.

Agriculture Victoria’s guidance directs people who can no longer care for a pet to seek help from a local council, shelter, rescue organization, or veterinarian. Its advice is useful as a starting point, but the agency that can act for you depends on where you live.

Work out whether the problem is temporary or permanent
Before deciding to give up your dog, identify what has changed and whether it can be addressed. A short-term financial, housing, health, or family crisis may call for a different solution than a lasting inability to provide care. This is not a reason to delay if the dog is in danger; it is a way to avoid making a permanent decision when a safe temporary option could solve the immediate problem.
Write down the specific obstacle and what would need to change for you to keep caring for the dog. For example, consider whether the barrier is a veterinary bill, access to pet food, a housing disruption, lack of help during recovery, or a medical or behavioral concern. Naming the problem helps you ask for relevant support rather than making a general request that may not lead to the right referral.
Victoria’s guidance recommends considering practical support, veterinary help for health or behavior issues, temporary care from trusted people, and whether the circumstances are short- or long-term before rehoming. If you adopted from a breeder or rescue, check whether it has a return or support policy. Do not assume a policy exists; ask directly.

Ask for help that matches the problem
Support varies by community and is not guaranteed, but local animal-welfare organizations may know about services that are not obvious from a general search. Explain the need, your location, and the time frame, then ask about eligibility, availability, and any cost before relying on an offer.
- Veterinary costs or health concerns: Ask a veterinarian, shelter, or rescue whether they can refer you to lower-cost veterinary care or a local assistance program. Delaware’s guidance points owners toward shelters and rescues for information about low-cost veterinary care.
- Food: Ask local shelters or rescues whether a pet-food pantry or other community assistance is available. Delaware’s guidance identifies pet-food pantries as a possible resource; access depends on local programs.
- Housing instability: Tell a housing support provider and animal-welfare organization that keeping the dog with you is part of the problem. Ask whether they know of temporary pet care or other local support. The availability of such help is location-specific.
- Behavior concerns: Speak with a veterinarian or rescue about the dog’s behavior and the type of help or placement that may be appropriate. Describe the behavior accurately, especially any risk to people or animals.
- Short-term inability to provide care: Ask a trusted friend or family member about temporary care, or ask a rescue or shelter whether it can suggest a temporary foster or boarding option.
Do not treat a referral as a confirmed place or service. Call the provider, describe your circumstances, and confirm that it can help before making plans around it.
Compare the options before transferring ownership
The right route depends on the dog’s needs, what caused the crisis, and what is available locally. The options below differ in who may help, how much control you retain over matching the dog with a new home, and what you need to confirm.

| Option | When it may fit | What to check |
|---|---|---|
| Temporary care with someone trusted | The obstacle may be short-lived and the dog can safely stay with a person you know. | Agree how long the arrangement lasts, what care the dog needs, and how veterinary or medication instructions will be followed. |
| Support from a breeder or original rescue | You adopted or purchased the dog through an organization that may offer help or take the dog back. | Ask whether it has a return or support policy and what steps apply to your dog. |
| Owner-led rehoming | You can participate in finding and assessing a suitable new home, directly or through an owner-led service. | Screen the prospective home, share the dog’s complete history, and check that the service is available and appropriate in your location. |
| Rescue organization | You need help finding a placement or the dog has needs that may benefit from an organization’s assessment. | Ask about eligibility, capacity, timing, fees, assessment, and what happens after the dog is transferred. |
| Public shelter, council, or animal-control agency | Other options have not worked or you need the public agency’s intake process. | Contact the specific agency about location eligibility, intake steps, appointments, waitlists, fees, paperwork, and possible outcomes. |
These routes are not interchangeable. A temporary arrangement may give you time to resolve a crisis, while rehoming or surrender may transfer responsibility permanently. An owner-led search can let you communicate directly with a prospective home, but it also requires you to assess whether that home can meet the dog’s needs. An organization may assess health, behavior, and safety information before deciding what placement is possible.

If rehoming is necessary, prepare the dog’s full history
Good placement depends on giving the next caregiver enough information to make a sound decision and care for the dog safely. Gather records before contacting prospective homes or organizations. If you do not have a record, say so rather than guessing.
- Age, breed or best description, and sex.
- Veterinary records, known health conditions, vaccination details, and current medications with instructions.
- Microchip or registration details and any available identification information.
- Training history and routines that will help the dog adjust.
- How the dog behaves around adults, children, strangers, and other animals.
- Any prior aggression, bite or injury incidents, resource guarding, escape behavior, or other safety concerns.
- Why the dog needs a new home and any care requirements a new owner should understand.
Be candid about both strengths and difficulties. Withholding a bite history, medical need, medication, or behavior concern can lead to an unsafe match and make it harder for the receiving organization to plan. Victoria’s official guidance specifically asks owners to be prepared to provide medical, identification, behavior, training, aggression or injury, and surrender-reason information.

Choose a home that can meet this dog’s needs
Start with trusted family or friends if they are genuinely able to care for the dog. You can also contact the dog’s original breeder or rescue, an owner-led rehoming service, or a rescue organization. A familiar person is not automatically a suitable match, and a new home should be chosen for its ability to care for this particular dog—not only for its willingness to take them.
Consider the dog’s exercise needs, experience with children, and behavior around other animals when assessing a possible home. Explain the dog’s daily care, health needs, training, and behavior honestly. Give the prospective caregiver time to ask questions and decide whether they can meet those needs. If an organization is involved, ask how it assesses the dog and prospective placement, and what information it needs from you.

Contact a shelter before surrendering
Call the specific shelter, rescue, council, or animal-control agency before travelling there. Intake rules can differ even between nearby services. Ask whether it serves your area, whether it accepts owner surrenders, how to arrange intake, whether there is an appointment or waitlist, what fees or paperwork apply, and what information or records to bring.
Los Angeles County Animal Care and Control says owners who cannot rehome a pet may surrender directly to one of its animal-care centers without an appointment. That is a local procedure, not a general rule. Other municipal services may use appointments or waitlists, and agencies can change their processes. Confirm the current instructions with the agency responsible for your location.
Ask what happens after the transfer and what decisions the agency may make. An organization may assess a dog’s health, behavior, and the information you provide before deciding whether placement is possible. Serious health problems, behavior or welfare concerns, and legal requirements can affect the outcome. Do not assume that surrender guarantees adoption, a particular placement, or a specific outcome.

Leaving a dog without arranging care can expose them to hunger, injury, and other harm. It is not a substitute for contacting an agency or completing a surrender. Laws and responsibilities differ by jurisdiction: Victoria’s guidance states that abandoning an animal is an offence under Victorian law. In England and Wales, local authorities have statutory responsibility for stray and abandoned dogs.
For England and Wales, the Department for Environment, Food & Rural Affairs says a local authority must hold a collected stray dog for seven full days, beginning the day after collection. After that period, the authority may rehome a suitable dog or transfer it to an approved rescue organization. The guidance says euthanasia should be considered only in exceptional circumstances, such as a veterinarian’s recommendation because the dog is suffering or dangerous, and that only a veterinarian should perform it. These rules concern dogs collected as strays or abandoned; they are not a universal procedure or waiting period for an owner surrender.
If you cannot keep your dog, arrange a direct conversation and handover with a responsible person or agency instead of leaving the dog behind. The legal details above apply only to the named jurisdictions; contact your local authority or animal-welfare agency for rules where you live.
