A young eagle on the ground is not automatically abandoned. A fully feathered, alert bird that can move may be a fledgling learning to fly while its parents remain nearby. Keep your distance, check only for obvious danger, and contact an eagle-capable wildlife professional before touching or moving it. Any visible injury, entanglement, abnormal responsiveness or immediate threat calls for prompt expert advice.
Make the right first decision
Use the bird’s condition and surroundings—not simply its location on the ground—to decide what to do. The U.S. Fish & Wildlife Service explains that young birds develop in stages, and a fledgling may spend time outside the nest as it learns to fly. The American Eagle Foundation likewise advises that parents may be close even when a young eagle is alone.

| What you observe | Best next step | Important limitation |
|---|---|---|
| Fully feathered, mobile, alert, and not in immediate danger | Move away and observe quietly from a safe distance. Contact a qualified local professional if you are unsure. | Do not assume the parents have abandoned it because you cannot see them. |
| Visible injury, trapped or tangled, apparently stunned, unusually unresponsive, or unable to behave normally | Call a licensed wildlife rehabilitator, raptor center, animal hospital or state wildlife agency that handles eagles. | Do not try to diagnose the cause from the ground alone. |
| Immediate danger from traffic, exposed predators, or another hazard | Call an eagle-capable professional and describe the hazard and exact location. | Ask before attempting a move; retrieval can worsen an injury or put you in danger. |
| A professional specifically recommends transport | Confirm the receiving facility accepts eagles, then follow its instructions for a quiet, ventilated container. | Never feed or give water unless a qualified professional gives a specific instruction. |
How to assess the eagle without making things worse
Look from a distance first
Stop far enough away that the bird is not reacting to your presence. Watch its posture, movement and response for several minutes without chasing it. A young eagle that is fully feathered and able to walk or hop may be practicing the skills it needs before sustained flight. Parents can be nearby and may avoid approaching while people are present.

An eagle that does not fly when approached could be injured, sick, stunned or protecting food. Those possibilities look different to a trained responder, so describe what you see rather than deciding that the bird is orphaned.

Record the signs that matter
Note whether the bird is feathered, mobile and alert; whether it is trapped or tangled; and whether the scene contains a road, domestic animals, fencing, wires or another immediate hazard. If you can do so without approaching, record the exact location, nearby landmarks and the direction the bird is facing. A short description or photograph taken from a safe distance can help a professional decide whether to come to the scene.
Recognize an urgent situation
Visible injury, abnormal responsiveness, apparent stunning, entanglement or inability to get away from a dangerous place warrants professional contact. An eagle that is too large to handle safely, or whose retrieval could worsen its condition, should be left where it is while experienced help is arranged.
Who to call and what to tell them
Choose a facility that can legally and safely handle eagles
Contact a licensed wildlife rehabilitator, raptor center, animal hospital or state wildlife agency with eagle-handling capability. The U.S. Fish & Wildlife Service’s guidance on injured or orphaned wildlife is available at its wildlife-help page. The American Eagle Foundation also explains how to seek help for an injured or orphaned bird at eagles.org/help-bird/.

Give the dispatcher usable information
- The exact location, including an address, trail name, GPS pin or nearby landmark.
- Whether the eagle is fully feathered, mobile, trapped, tangled, apparently stunned or visibly injured.
- What hazards are present, such as traffic, predators, water, fencing or overhead lines.
- Whether people, pets or vehicles are close enough to disturb the bird.
- Your phone number and whether you can safely remain nearby to guide a responder.
Call before transporting the bird. The receiving professional can tell you whether the eagle needs a scene response, whether another organization is better equipped, and whether the facility is accepting birds at that time. Do not arrive unannounced with a wild eagle.
What to do while help is being arranged
Reduce disturbance
Keep people and pets back, and do not surround the bird to obtain a closer look. Ask bystanders to take an alternate route if the location allows. Staying quiet and giving the eagle room reduces stress and leaves its parents a chance to return if it is a healthy fledgling.
Do not feed or give water
Do not put meat, pet food, milk, water or medication near the bird or attempt to place anything in its beak. The American Eagle Foundation specifically warns against feeding or watering an injured or apparently orphaned raptor. Incorrect food, aspiration or unnecessary handling can cause additional harm and can complicate professional treatment.
Protect yourself and the scene
Do not enter traffic, climb unstable structures, wade into water or reach into fencing, machinery or other hazards to get closer. An eagle’s talons and beak can injure a person, and a frightened bird can worsen its own injuries while trying to escape. Tell the responder if the site itself is unsafe so they can plan a controlled retrieval.

If a professional says transport is safe
Transport should happen only after an eagle-capable professional has advised it and a receiving facility has agreed to take the bird. The American Eagle Foundation lists a towel, thick gloves and a ventilated container as possible supplies; these are conditional emergency instructions, not a reason to attempt a capture on your own.
- Confirm the destination. Call the facility again if necessary, verify that it accepts eagles, and obtain its preferred arrival time and route.
- Prepare the container before approaching. Use a sturdy, escape-resistant container with ventilation. It must be large enough for the bird to sit naturally but not so large that it can flap violently during transport. Follow the professional’s exact specifications if they provide them.
- Keep people and pets away. Have one trained helper at most, unless the responder instructs otherwise. Do not attempt a capture in a crowd.
- Use protective equipment only as directed. Thick utility gloves and a towel may reduce contact, but they do not make an unsafe capture safe. If the eagle is large, aggressive, trapped or difficult to reach, stop and wait for a professional.
- Place the bird in the ventilated container without feeding or watering. Keep the container closed, level and quiet. Avoid opening it to check on the eagle during the trip unless the receiving professional tells you to do so.
- Drive directly to the agreed destination. Keep the vehicle cool and the container secured so it cannot slide or tip. Report any change in the bird’s condition on arrival.
If any step becomes unsafe, stop and call the professional back. A scene response is safer than improvising a rescue.
Situations where you should not try to pick up the bird
The eagle is large or actively defending itself
Size, wing spread and defensive behavior can make an apparently simple retrieval dangerous. Back away and wait for trained help rather than testing whether you can restrain the bird.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe eagle is trapped or tangled
Pulling on wire, fishing line, netting or vegetation can tighten a snare or damage feathers and joints. Tell the responder exactly what is entangling the bird and do not cut or pull unless they instruct you to do so.

Reaching the bird could worsen an injury
A bird with a suspected fracture, severe weakness or another serious problem may be harmed by pursuit or lifting. Keep the scene calm and let the responder determine whether treatment should begin where the eagle was found.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to interpret the “24-hour” advice
The National Eagle Center’s article, published May 1, 2022, says to contact a rehabilitator or conservation officer if an eagle or other raptor remains in one place for more than 24 hours and does not fly away on approach, or if it is obviously injured. That wording is an observation condition, not a rule that you must wait a full day.
Do not delay when there is visible injury, entanglement, abnormal responsiveness or immediate danger. Eagle-specific guidance and federal wildlife advice support prompt consultation in concerning cases. If the bird appears healthy and is simply a mobile fledgling in a safe location, quiet observation and professional advice are more appropriate than an attempted rescue.
You can read the National Eagle Center’s guidance at nationaleaglecenter.org/found-an-injured-bird/. Its contact information is location-specific, so verify that any number or agency listed applies to where you found the bird.

Why you must not raise the eagle yourself
In the United States, keeping or intentionally raising a baby raptor is not a do-it-yourself rehabilitation project. The American Eagle Foundation states that state and federal permits are required for extended care or intentionally raising a baby raptor. A person without the appropriate authorization, facilities and training should transfer responsibility to a licensed professional instead of taking the bird home.
Even short-term care can create problems: imprinting on people, inappropriate diet, stress, escape, injury to handlers and delayed treatment. A professional can determine whether the eagle needs reunification with its parents, medical care or another legal placement.
Common mistakes to avoid
- Assuming “on the ground” means orphaned. A fully feathered fledgling may be developing normally.
- Chasing the eagle to prove whether it can fly. Pursuit adds stress and may turn a minor problem into an injury.
- Leaving food or water. This can harm the bird and does not replace an assessment.
- Moving it without checking for a safer professional option. An eagle can be injured by capture, and a parent may be nearby.
- Transporting it without a confirmed destination. A facility may lack eagle expertise, space or legal authority to accept the bird.
- Waiting because someone mentioned 24 hours. That observation wording does not apply when the eagle is injured or in danger.
- Trying to keep the bird. Extended care and intentional raising require permits and specialized training.
A practical call-and-wait checklist
- Stand back and keep pets and people away.
- Observe whether the eagle is fully feathered, mobile and alert, without pursuing it.
- Look for obvious injury, entanglement, abnormal responsiveness or an immediate hazard.
- Write down the exact location and a concise description of the bird and surroundings.
- Call a licensed rehabilitator, raptor center, animal hospital or state wildlife agency that handles eagles.
- Explain the hazard and ask whether a professional should come to the scene.
- If transport is approved, confirm the receiving facility, follow its container instructions, and do not feed or water the eagle.
- If the capture becomes unsafe, stop and wait for trained assistance.
The safest help is often restraint—keeping the area quiet, avoiding an unnecessary capture and getting an eagle-capable professional involved quickly when the bird is injured, trapped or in danger.
