Keep your distance, move children and pets away, and contact a licensed wildlife rehabilitator or the wildlife agency where you found the owl. Do not feed, water, capture, or transport it unless a qualified professional gives you instructions. A young owl alone is not necessarily orphaned: fledgling birds may be on the ground while their parents remain nearby.
First, make the area safer without approaching the owl
From a safe distance, keep people and pets back and observe briefly. Approaching or handling wildlife can injure the animal or put you at risk; California Department of Fish and Wildlife (CDFW) advises against handling or confining wildlife without trained guidance. The U.S. Fish and Wildlife Service (USFWS) recommends surveying the scene and looking for visible injury. See its general guidance for baby birds and injured or orphaned wildlife and the USFWS safety and referral advice.

Note the owl’s exact location and what you can see without moving closer: whether it is bleeding, appears unable to move normally, is shivering, or is near a deceased parent; whether it is fully feathered; and whether a nest or adult owl is visible nearby. Also note immediate hazards, such as nearby people or pets. Share these observations with the wildlife professional you call. Do not linger close to watch for a parent.
“Observe” does not mean testing the owl, approaching to inspect it, or trying to make it move. Use only what is already visible from a safe position. If you cannot tell whether it is hurt, say so when you call rather than attempting a closer examination. The goal is to give the agency or rehabilitator a clear description, not to make a diagnosis yourself.

Record the location as precisely as you can, including the locality and a recognizable nearby landmark if useful. That can help the professional understand where the owl is and whether the advice applies to the place it was found. Note what prompted your concern and whether the situation is changing, but keep the observation brief and do not crowd the bird. Keep children and pets away while you make the call.
Decide whether this looks like an emergency or a young bird needing space
Visible injury or serious distress
Promptly contact a wildlife rehabilitator or wildlife agency if you see a broken limb, bleeding, shivering, or another clear sign of injury or distress. USFWS identifies a visible broken limb, bleeding, shivering, or a deceased parent nearby as signs that a wild animal may need help. The International Owl Center gives general owl guidance: “If you find an injured or sick owl, please contact your nearest wildlife or raptor rehabilitation center.” That advice is not a pygmy-owl-specific rescue protocol; describe the signs you observed and ask a professional what to do next. Read the Center’s advice for injured owls.
Do not wait for certainty about the cause of an apparent injury. You do not need to determine whether the owl is sick, hurt, or in another kind of trouble before contacting a professional. State what you can actually see—for example, bleeding or difficulty moving normally—and let the rehabilitator or agency decide whether an intervention is needed. If you have not seen a listed sign, that does not establish that the owl is healthy; it means you should report your uncertainty rather than fill in the gaps by handling it.
A young owl alone is not automatically orphaned
USFWS explains that fledglings are feathered, can hop and flutter, and are normally still cared for by parents nearby. A bird’s being on the ground or alone when you look does not establish that it has been abandoned. Give it space rather than trying to catch or relocate it.
General bird guidance describes nestlings as featherless or having their eyes closed; more developed, feathered birds that hop and flutter may be fledglings. These are broad indicators, not a diagnosis of a pygmy owl’s age or condition. If you think a bird is a nestling, do not climb to a nest or handle it based on this description alone. Ask a local rehabilitator or wildlife agency for situation-specific advice. USFWS’s baby-bird guidance discusses nestlings and fledglings; CDFW likewise cautions people not to assume a baby bird needs human help.

The practical distinction is not simply “on the ground” versus “in a nest.” A feathered young bird able to hop and flutter may be at the fledgling stage, when parents can still be caring for it nearby. A less developed bird may be a nestling, but the general signs alone do not confirm what should happen in a particular pygmy owl’s case. Do not infer orphaning from a brief absence of an adult or from the fact that you found the bird by itself.
USFWS’s general bird guidance says that when a nestling’s nest is accessible, returning it to the nest is generally recommended. That is broad guidance, not a pygmy-owl-specific instruction or a reason to climb, handle, or improvise a rescue. If you believe the owl is a nestling, ask a local wildlife professional what to do in your exact situation; do not attempt a nest return if it requires climbing or handling without that direction.
Call the right professional before attempting a transfer
Contact a licensed or permitted wildlife rehabilitator or the relevant wildlife agency for the place where you found the owl. Ask whether the facility handles birds of prey and can accept this owl, and whether it has capacity. A facility may not take every species, and rehabilitators may not be available around the clock. Call ahead and arrange any transfer rather than arriving unannounced; CDFW specifically says not to drop off an animal unless instructed.
- Identify where you are. Give the country, state or province, and locality where the owl was found. Rules and available services depend on jurisdiction.
- Describe what you observed. Report the exact location, visible injuries or distress, apparent feathering, any nest or parent activity you noticed, and immediate hazards.
- Confirm the facility is appropriate. Ask whether it accepts owls or birds of prey, can take this animal, and is open or otherwise able to advise you.
- Follow its instructions before moving the owl. Do not capture, confine, feed, water, or transport it unless a qualified professional directs you for this particular situation.
USFWS recommends calling ahead and arranging a transfer with a licensed rehabilitator. The Florida Fish and Wildlife Conservation Commission’s injured and orphaned wildlife guidance and CDFW’s Native Wildlife Rehabilitation information explain local referral and handling rules for their respective jurisdictions.
When you call, make clear that you found an owl and ask specifically whether the person or facility can advise on an owl or other bird of prey. Do not assume that a wildlife center accepts every species, can take an animal immediately, or is open at the time you call. CDFW notes that rehabilitators may limit the species or number of animals they accept and may not be available around the clock. If the first contact cannot help, ask the local wildlife agency for an appropriate referral rather than taking the owl somewhere without confirmation.

Before ending the call, make sure you understand the next step: whether to leave the owl where it is, whether a professional will advise or arrange a transfer, and what to do if the situation changes. The instructions should fit this bird and its location. A general web page or advice meant for another state cannot replace the local professional’s directions for the situation in front of you.
Do not feed, water, handle, or keep the owl without professional direction
Do not offer food or water, even if the owl appears weak. Do not try to catch it, place it in a container, or keep it while deciding what to do. CDFW explicitly advises against capture, handling, confinement, feeding, and watering without trained guidance. An owl-specific referral resource also directs people with an injured or sick owl to a wildlife or raptor rehabilitation center rather than offering a do-it-yourself treatment protocol.
It can be tempting to intervene because the bird looks small, quiet, or alone. But those observations do not show what kind of care it needs, and feeding or watering is not a substitute for professional assessment. Keep your response to protecting the area from people and pets, recording what you can see from a distance, and contacting the relevant local authority or rehabilitator.
If you have already touched or moved the owl, do not try to undo that action by handling it again. Step back, keep people and pets away, and tell the rehabilitator or agency exactly what happened so it can advise you on the next step.
Follow the law where the owl was found
Wildlife possession and rehabilitation rules are local; one state’s rule is not a national rule. In Florida, the Florida Fish and Wildlife Conservation Commission says that keeping impaired wildlife beyond the time needed to transport it to a licensed rehabilitator violates state law, and rehabilitation requires a permit. In California, CDFW says temporary possession for rehabilitation requires a Native Wildlife Rehabilitation Permit and advises the public not to drop off animals unless instructed. These examples apply only in their stated jurisdictions. Ask the wildlife authority where you found the owl what is allowed, and do not assume that a brief attempt to care for it is permitted.

The key point is that finding an owl does not itself authorize you to keep or rehabilitate it. Rules can depend on where the bird was found, and the Florida and California examples are not instructions for other states or countries. Contact the wildlife authority for the actual location and follow its direction. If a rehabilitator asks you to assist with a transfer, confirm what it wants you to do and when; do not interpret that as permission to provide care on your own.
There is no single transport procedure to apply to every pygmy owl in every location. USFWS advises calling ahead and arranging the transfer with a licensed rehabilitator, while CDFW cautions against unrequested drop-offs. A facility may not handle the species or have capacity, so first confirm that it can accept the bird and follow the instructions it gives. Until you have that direction, do not capture, confine, or transport the owl.
Whether the owl is injured, appears sick, or may simply be a fledgling, the useful first response is the same: keep your distance, record the location and observable signs, and get local professional guidance before intervening.

How can I tell whether a young pygmy owl is orphaned?
You usually cannot establish that it is orphaned just because it is alone or on the ground. USFWS says feathered fledglings that can hop and flutter are normally still cared for by nearby parents. Observe briefly from a safe distance and ask a local wildlife professional if you are unsure.
