If you find a cat that may be lost, first make sure it is safe to approach. Then check for visible identification, arrange a microchip scan through a vet or shelter, report the find through local channels, and help the owner locate it. A scan is an identification step—not a health check or a way to track the cat—and local rules determine what happens if no owner is reached.

What should you do first?

Put the cat’s immediate safety and welfare ahead of routine identification. If it is injured, appears ill, or is in immediate danger, contact a veterinarian, animal shelter, or local animal-control service promptly. Do not put yourself at risk trying to catch a frightened or unfamiliar cat; Delaware’s Office of Animal Welfare advises seeking help in urgent situations (Delaware Office of Animal Welfare).

If the cat can be approached and contained safely, look for a collar or visible identification. Note where and when you found it, its appearance, and distinctive markings. Singapore’s Animal & Veterinary Service (AVS) asks finders seeking assistance to provide details such as the animal’s location, timing, accessories, and physical description (AVS: What to do if you find a missing pet).

How can you arrange a microchip scan?

Contact a nearby veterinary clinic, shelter, or animal-welfare organization to ask about scanning. If the cat is safely contained and transport is appropriate, a cat carrier or a secure cardboard box can help you take it to a vet; Cats Protection suggests these options for getting a cat scanned (Cats Protection: Found a Cat? What to Do Next). A carrier is not a prerequisite. If the cat cannot be safely handled or transported, ask an animal-welfare organization whether it can assist; some may be able to come and scan.

A microchip scan is for identification, not a full health assessment. Ask the veterinary professional to assess any apparent injury or illness and advise on care. The appropriate examination, treatment, costs, and arrangements depend on the cat’s condition and local practice; there is no single finder-specific rule established across jurisdictions.

What happens when a chip is found?

A clinic or shelter can scan the cat and use the chip number to identify the relevant registry. The registry may then contact the owner using the details on file, as the American Veterinary Medical Association explains (AVMA: Microchipping of animals). A microchip is not GPS and cannot show the cat’s location. Contact also depends on a readable chip and usable, current registry details. AVS notes that it can trace a chip registered with AVS (AVS: What to do if you find a missing pet).

What if there is no chip or no one responds?

A scan that detects no chip—or a registry that cannot reach the owner—does not prove the cat has no owner. Continue with local reporting and efforts to locate the owner, and ask the vet or animal-welfare organization what to do next (Cats Protection: Found a Cat? What to Do Next; AVS: What to do if you find a missing pet).

How do you report the found cat and help the owner find it?

Contact the relevant local animal authority and nearby animal-welfare groups, and file a found-pet report if one is available. AVS recommends contacting its Animal Response Centre and informing animal groups; Delaware provides a found-pet reporting route (AVS: What to do if you find a missing pet; Delaware Office of Animal Welfare).

You can also share an accurate description, approximate location and time found, and a safe way to contact you. AVS suggests flyers, online communities, local group chats, and classifieds. Follow local rules, and keep some identifying details private so a claimant can confirm they are the owner rather than simply repeat a public description.

How should you arrange a safe reunion?

When someone claims the cat, coordinate a handoff that protects the animal and verifies the claim. Use the local authority, shelter, or participating organization if its process requires it. A collar or identifying details may help, but a microchip registry is another route to the owner; neither replaces local reporting and custody rules.

Do not assume you can keep or rehome the cat immediately if the owner cannot be reached. Contact the local shelter, animal authority, or a vet involved in reunification and follow its instructions. For example, Victoria’s participating-vet process includes eligibility checks and may refer the animal to council if criteria are not met or welfare is a concern (Victoria: participating-vet process). Veterinary duties depend on local law and agreements, according to Victoria’s veterinary regulator (Veterinary Practitioners Registration Board of Victoria).

Which steps depend on where you live?

Reporting channels, holding periods, custody, and veterinary obligations vary by jurisdiction. The AVS guidance is for Singapore, Cats Protection is a UK source, Delaware’s Office of Animal Welfare is a US state authority, and the Victoria examples concern an Australian state process. Treat those procedures as local examples, not a universal legal standard. Check with your own animal authority or shelter about required reports, who may hold the cat, and the proper handoff.
