If deployment, military reassignment, or planned medical treatment means you cannot care for your dog temporarily, a foster family may help you keep your pet and reunite after you return. Operation Foster, a service of PACT, arranges temporary care for an owner’s existing pet in qualifying circumstances; it is not adoption or permanent rehoming. The program’s terms, including eligibility, expenses, and transport, matter as much as the placement itself.
What temporary foster care does—and what it does not
Temporary foster care bridges an absence: the dog stays with a volunteer foster family while the owner is away, then returns to the owner under an agreed plan. The aim is to preserve the existing relationship and avoid surrendering the pet to a shelter. Operation Foster says it has helped more than 3,000 pets across all 50 states and offers its service without a fee; those are the organization’s reported figures, not an independent count. Operation Foster’s overview explains its application and matching process.

This is different from adopting a companion animal, receiving trained service-dog support, or attending a therapy-dog event. Those options may support veterans in other ways, but they do not arrange temporary care for the veteran’s own dog during an absence.
Who may qualify, and how long can a foster last?
Operation Foster’s FAQ describes placements lasting from six weeks to two years. It considers military-related circumstances beyond deployment, including training, permanent change of station, and reassignment. It also describes planned medical treatment and temporary housing as possible circumstances. Eligibility depends on the individual case; check the current Operation Foster FAQ and the signed agreement before making plans.

The FAQ says medical cases outside the military need to be planned or involve temporary housing, because finding a foster typically takes two or three weeks. It gives an example of a request it does not serve: someone needing care because they must move out of an apartment or find a job before they can care for the animal. The service is presented as a last resort before shelter surrender, so owners are asked to first consider friends, relatives, coworkers, or neighbors.
Pet and return-plan requirements
- The FAQ generally requires a pet to be at least one year old, current on required vaccinations, and—if a dog or cat—spayed or neutered.
- The owner must provide a planned retrieval date and demonstrate that they can provide housing and food after returning.
- A state-side emergency contact must be available to make decisions for the pet.
- Aggressive or destructive pets are not accepted under the FAQ’s stated rules.
What owners remain responsible for
A no-fee placement does not mean the owner has no costs or duties. Operation Foster’s FAQ says the owner remains responsible for food, medical care, and damage under the agreement. The foster agreement’s veterinary release identifies a preferred veterinarian and sets a maximum the owner will pay toward unexpected medical expenses; owners can set a cap. Read and discuss those terms before the placement, including what happens if care exceeds the cap.

The owner is responsible for transportation to and from the foster home. If the home has other dogs, or there are behavioral concerns, the owner or someone personally familiar with the dog must travel to the placement. The organization recommends microchipping and a collar with current contact details. Confirm the applicable requirements directly, since operational terms can change.

How to pursue a placement
- Check alternatives first. Ask trusted people in your network whether they can care for the dog temporarily, as the program describes itself as a last resort before shelter surrender.
- Review current eligibility. Read the live FAQ and confirm your circumstances, your dog’s eligibility, likely timing, and the expected foster period with Operation Foster.
- Complete the fostering application. Operation Foster says it matches applicants with available foster homes; a placement is subject to availability.
- Make a written care and return plan. Confirm the retrieval date, emergency contact, veterinary preferences, spending cap, transport arrangements, and the owner’s responsibilities in the agreement.
- Prepare your dog and records. Verify vaccination and identification details, share relevant behavior and medical information, and coordinate any required introduction or travel to the foster home.
How fostering may support veterans’ well-being
A 2020 study summarized by the U.S. Department of Veterans Affairs concerned older veterans who fostered companion dogs. VA reported reduced stress and increased overall health for both the veterans and dogs, and said daily activity positively affected quality of life. These are findings from that study, not a promise that fostering will produce the same effects for every person or a clinical treatment for PTSD. VA’s summary of the 2020 foster study quotes research physiologist Dr. Heidi Ortmeyer: “For Veterans who want a dog in their life, choosing to foster a dog could be a win-win.”

Evidence about trained service dogs should not be confused with evidence about ordinary companion dogs or temporary fostering. In a separate 2024 report, VA described a three-month trial involving more than 150 military veterans: veterans with trained service dogs had 66% lower odds of PTSD diagnosis than a wait-listed comparison group. The report also noted lower anxiety and depression and improvements in most areas of emotional and social well-being. This is a specific study result about trained service dogs, not proof that temporary foster care treats PTSD. VA’s report on the service-dog trial quotes University of Arizona researcher Dr. Maggie O’Haire describing service dogs as potential partners in readjustment and well-being.
