Who Pays Vet Bills When Police Seize a Dog in the UK?

Who pays after police seize a dog depends on the legal power used, who arranged its care, local charging policy and any court order.

There is no blanket rule that police pay a dog’s veterinary bills when they seize it. Who may have to pay depends on the legal power used, who arranged the dog’s care, any council charging policy and, in some cases, what a court orders. Ask the authority for the seizure’s legal basis and an itemised account before treating a bill as final.

Who may be charged, and under which power?

The fact that police took custody of a dog does not by itself decide who pays. Different laws cover stray dogs, animal-welfare cases and other seizures; some make payment a condition of reclaiming a dog, while others allow expenses to be recovered only through a court order or a specific statutory route.

Dog held as a stray A local authority may require the owner to pay detention expenses and the prescribed amount before reclaiming the dog. Which expenses are charged, including veterinary fees, depends on the applicable rules and local policy.
Seizure under animal-welfare powers A court may order reimbursement of expenses reasonably incurred in carrying out a seizure order. Liability depends on the order and the case.
Specified conviction involving a dog A court may make a recovery order for qualifying seizure and detention expenses. The statutory conditions must be met; this is not an automatic charge.
Dog seized during a Hunting Act investigation The CPS says kennelling costs cannot be recovered through the particular general prosecution-cost or compensation powers addressed in its guidance. This does not decide whether another legal route applies.
Dog seized in specified livestock-worrying circumstances The 2025 amendment provides, in specified circumstances, for detention until the owner claims the dog and pays expenses caused by seizure and detention. Check that the relevant provision is in force and applies to the case.
Suspected prohibited dog subject to interim arrangements Police may recover certain expenses if they arrange compliance with specified neutering or microchipping conditions. This is a narrow provision, not a general rule for veterinary treatment.

These provisions do not establish one UK-wide tariff or a single appeal route. Territorial scope also varies: some guidance and legislation discussed here concern England and Wales, and the applicable law must be checked for the nation where the seizure took place.

If the dog was treated as a stray

Section 149 of the Environmental Protection Act 1990 deals with stray dogs held by a local authority. An owner is not entitled to reclaim a dog without paying detention expenses and the prescribed amount. The Department for Environment, Food & Rural Affairs’ stray-dog responsibilities guidance says: “You may charge the statutory fee of £25 and recover reasonable expenses incurred during the holding period.” The £25 is the statutory fee stated in that guidance; reasonable expenses are a separate matter.

The law and guidance do not mean every veterinary invoice is automatically payable. The authority’s local charging policy should explain what it treats as recoverable holding-period expenses—potentially including kennelling, transport, officer time or veterinary fees. Ask for that policy and for the itemised calculation, especially if you dispute whether a treatment was necessary or how its cost was attributed.

If the dog was seized over animal-welfare concerns

Under the Animal Welfare Act 2006, a court may make a seizure order and require reimbursement of expenses reasonably incurred in carrying it out. The order and the circumstances determine whether an owner must pay; the existence of a seizure alone does not establish the amount or make every cost recoverable.

Pembrokeshire County Council reported in 2026 that a court ordered an owner to pay £99,463.35 following the seizure of 26 dogs under section 18. The reported sum included investigation time, legal fees, prolonged kennelling and veterinary fees. It is an example of a case-specific court order, not a typical bill or a national estimate.

When a criminal court may order recovery

Section 65 of the Police, Crime, Sentencing and Courts Act 2022 gives a court power to make a recovery order in qualifying cases where an offender is convicted of a specified offence. The order can require payment of expenses incurred because of the dog’s seizure and detention, but only where the statutory conditions are met. It does not create a blanket police right to charge an owner whenever a dog is seized.

Other seizure situations with narrower rules

Hunting Act investigations

Crown Prosecution Service guidance says kennelling costs for dogs seized in Hunting Act investigations cannot be recovered through the specified general prosecution-cost power or the specified compensation powers. That statement is limited to those recovery routes and that context; it should not be treated as a ruling on every possible expense or legal power.

Livestock-worrying incidents

The Dogs (Protection of Livestock) (Amendment) Act 2025 provides for payment of seizure- and detention-related expenses in specified circumstances before a dog is reclaimed. Because the rule depends on both the particular seizure circumstances and commencement of the relevant provision, ask the authority to identify the section it relies on and confirm that it was in force when applied.

Interim arrangements for suspected prohibited dogs

The Dangerous Dogs Exemption Schemes (England and Wales) Order 2015 allows police to recover certain expenses when they arrange compliance with specified neutering or microchipping conditions. It does not establish that owners must pay all veterinary costs incurred while a dog is held.

What to ask the authority before paying or disputing a bill

Request the documents and explanations that identify both the legal basis for the charge and how it was calculated:

  • The seizure notice, including the statute and section relied on.
  • The name of the body currently holding the dog, and which authority arranged each treatment or other service.
  • Whether payment is being demanded as a condition of reclaiming the dog or under a court order; if the latter, a copy of the order.
  • An itemised account separating veterinary treatment, kennelling, transport, staff time and other costs, with dates and an explanation of how each amount was calculated.
  • If a council is involved, its current charging policy and the provision it relies on to recover each disputed expense.
  • The process and deadline for querying or challenging the amount. The sources do not establish one appeal route for every type of seizure.

Until those details are clear, do not assume that the police, council or owner automatically bears every cost. The seizure’s legal basis, the applicable territorial rules and any order or charging policy are what determine the answer in an individual case.
