Cats may chew or lick plastic bags out of curiosity, play, or exploration. Repeatedly chewing or swallowing non-food items can also be a sign of pica, which may have behavioral or medical causes. The main safety distinction is whether your cat is swallowing pieces: ingested plastic can lodge in the digestive tract. Put bags away, and contact a veterinarian if your cat may have swallowed plastic or the behavior keeps happening.
Why cats chew or lick plastic bags
There is no single explanation for this behavior. An occasional lick or exploratory bite does not, by itself, establish a medical or behavioral problem.

Curiosity and play
Kittens commonly investigate objects by chewing, and some adult cats do the same during play or exploration. Chewing and sucking behaviors can also serve as comfort-seeking or play, though that does not explain why a particular cat chooses plastic. VCA’s guidance on chewing and sucking and Cornell’s overview of destructive behavior discuss these general behavior patterns.
Pica and other possible causes
VCA defines pica as persistent ingestion of non-food items, including plastic. Possible contributing causes include gastrointestinal disease, anemia, anxiety, compulsive disorders, malnutrition, diabetes, hyperthyroidism, and brain conditions. These are possibilities to discuss with a veterinarian—not diagnoses that can be made from bag licking alone.

Is chewing or licking a plastic bag dangerous?
The main concern is ingestion. Plastic is not digestible; if swallowed, it may become lodged in the esophagus, stomach, or intestines and cause an obstruction. VCA lists pain, reduced appetite, and vomiting among possible signs. Sharp material can injure the intestine, and chewing abnormal materials can also damage teeth or gums or leave material lodged between teeth.
If your cat may have swallowed plastic, or is vomiting, eating less, weak, or otherwise unwell, contact a veterinarian promptly. Do not try to induce vomiting or treat the problem at home based on this article. A veterinarian may assess your cat’s history and physical condition and decide whether imaging, laboratory tests, or other steps are appropriate.

How to stop your cat chewing plastic bags
Remove access to bags
Store bags in a closed cupboard or container and clear them from places your cat can reach. Supervise your cat around objects it targets; do not leave a bag out as a toy.

Offer appropriate opportunities for play, scratching, climbing, chewing, and exploration. Prey-like toys and feeding toys can support play and foraging behavior. A cat puzzle feeder or treat-dispensing cat toy may be one way to add supervised enrichment, but a toy does not make plastic bags safe or replace veterinary care.

Do not punish the behavior
VCA cautions that punishment can increase anxiety and potentially worsen behavior. Focus on preventing access and offering suitable alternatives instead.

Arrange a veterinary discussion if chewing is persistent, your cat is swallowing non-food material, or you are concerned about its health. The veterinarian can review behavior and diet, examine your cat, and decide whether tests, treatment, behavior modification, or referral is appropriate. Do not assume the cause is boredom or anxiety without an evaluation.

Before the appointment, note whether your cat licks, bites, tears, or swallows the material; how often it happens; and whether you have noticed vomiting or appetite changes. This history can help the veterinarian understand what is happening, but it is not a diagnostic test.
