Flea collars are not automatically unsafe, but they are pesticides worn continuously against an animal’s body, so the product, species, fit, and pet’s health all matter. EPA’s review of Seresto collars found reports of adverse effects and important gaps in incident data; those reports are not a measure of how often treated pets are harmed, nor proof that the collar caused every reported event. If you are considering a collar—or your pet is reacting to one—use the exact label and involve your veterinarian.
Why some pet owners and veterinarians approach flea collars cautiously
A collar delivers pesticide over time. That can be convenient, but it also means an animal may have prolonged contact with the product, and a collar introduces a separate physical risk if it catches or its release mechanism fails. Safety depends on the particular product and the animal using it; “flea collar” is not one uniform formulation or risk profile.

EPA’s review of Seresto illustrates why the evidence needs careful reading. For 2016–2020, the agency reported 1,400 death reports, representing 2% of all Seresto incident reports it received for those years. These are reports, not deaths per number of collars sold or pets treated. Many reports did not contain enough detail to determine cause, and the figure does not establish that the collar caused every reported death. EPA’s review also considered nonfatal events.

EPA said the deaths it identified as probably or definitely related to product use involved mechanical strangulation or trauma caused by the collar, often associated with failure of the release mechanism. For other reported deaths, EPA did not identify a probable or definite association and noted other possible contributing factors, including pre-existing conditions. That conclusion is specific to the deaths reviewed; it is not a finding that other kinds of harm cannot occur.

What EPA says about Seresto’s safety review
EPA kept the registration but required additional measures
In 2023, EPA kept Seresto registered under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), while requiring additional warnings, improved follow-up information for incident reports, annual incident and sales data, and an evaluation of possible changes to the emergency-release mechanism. EPA limited the current approval to five years so it could continue reviewing incident data. The agency says the product continues to meet its FIFRA standard; that decision does not mean adverse events never occur. EPA said it received more than 5,400 comments on the petition asking it to cancel and suspend Seresto. EPA’s 2023 announcement describes the required measures.
The EPA Inspector General raised a separate concern
In 2024, EPA’s Office of Inspector General (OIG) said EPA’s response had not assured that Seresto could be used without unreasonable adverse effects. The OIG said promised domestic-animal risk assessments had not been conducted or published and that EPA’s incident data were inadequate. This was an oversight critique of EPA’s review and available evidence, distinct from EPA’s 2023 registration decision; it is not the same as a finding that every collar is unsafe. The OIG’s statement explains its concerns.

Are flea collars safe for dogs and cats?
There is no one answer for every collar or pet. A product must be labeled for the animal’s species and size or weight, and the label’s age and health restrictions matter. EPA advises against using a dog product on a cat or a cat product on a dog. Follow label limits for young, sick, medicated, pregnant, or nursing animals, and ask a veterinarian when a pet’s condition or medication may affect the choice.

Less common but more serious reports include neurological signs such as convulsions or ataxia (loss of coordination). A report does not prove the product caused a symptom, but new skin, coat, or neurological changes after application warrant prompt attention. What to check before choosing any flea or tick treatment
EPA lists collars, shampoos, sprays, dusts, and spot-on products as available formats, but its guidance does not rank one format as best. The right choice depends on the animal and household, not just convenience. Review these points with your veterinarian and verify them on the exact product label:
- Species and size: Confirm the label explicitly covers the pet’s species and weight range.
- Age and health: Check minimum age and restrictions for illness, medication, pregnancy, or nursing.
- Target pests and duration: Make sure the product is intended for the pests you need to control and understand its labeled application route and duration.
- Sensitivities and household exposure: Discuss prior skin or other reactions, other pets in the home, and children who may contact the treated animal.
- Individual need: Ask the veterinarian to weigh the pet’s parasite risk and health history against the product’s directions and precautions.
EPA explains that it evaluates pet collars using human-health and ecological risk assessments along with companion-animal safety data, and reviews active ingredients through registration review. Oversight of topical flea and tick products has historically been divided between EPA and FDA based on whether chemicals remain on the skin or are absorbed systemically. EPA now notes that some topically applied products it regulates are absorbed; a proposed updated oversight approach in a February 2023 whitepaper did not itself transfer Seresto oversight. EPA’s overview of collar regulation gives more detail.

What to do if your pet reacts to a flea collar
- Remove the collar immediately. EPA advises removing a flea or tick collar if an adverse reaction occurs.
- Contact a veterinarian promptly. Describe the symptoms and when they began; follow the veterinarian’s advice, especially for neurological signs or severe symptoms.
- Check the label’s precautionary statement. EPA’s general guidance for a pesticide reaction says to bathe the pet with mild soap and rinse with plenty of water. Defer to the product label and veterinarian about any additional steps.
- Keep product details. Record the product name and EPA registration number, active ingredient if known, pet’s species, breed, age and relevant medical history, who applied it, timing, symptoms, dates, and location.
- Report the incident if appropriate. Owners can contact the manufacturer or EPA, and can call the National Pesticide Information Center at 1-800-858-7378. Veterinarians can submit reports through a separate veterinary portal that is not for public use. EPA’s reporting guidance explains the options.
