Why Seals and Sea Lions Come Ashore—and When They Need Help

Seals and sea lions often come ashore to rest, breed, nurse, molt, or avoid predators. Learn when a pup or adult may need trained help—and why you should never touch or push one into the water.

A seal or sea lion on land is not automatically sick or stranded. These pinnipeds regularly leave the water to rest, breed, nurse and rear young, molt, or avoid predators. The safest response is to keep people and pets away, avoid touching or feeding the animal, and contact trained responders when there are clear signs of injury, illness, entanglement, or severe distress.

Use local wildlife guidance because viewing distances and telephone numbers differ by region. The rescue information in this article describes the U.S. system; NOAA Fisheries’ 100-yard recommendation is specifically for the West Coast.

Why is a seal or sea lion on the beach?

Coming ashore is called a haul-out: a temporary move from water onto land or ice. It is a normal part of pinniped life, not proof that an animal needs rescuing.

  • Resting: Swimming and feeding are tiring, and land or ice provides a place to sleep between trips into the water.
  • Breeding: Adults gather on shore or ice to mate and establish access to breeding areas.
  • Nursing and rearing pups: Mothers and young may use beaches, rocks, or ice while pups nurse, develop swimming skills, and gain weight.
  • Molting: Seals and sea lions periodically shed and replace older fur or skin. During this process they may spend more time out of the water.
  • Avoiding predators: A haul-out site can provide temporary safety from predators in the water.

Weather, tides, food availability, and local geography influence how long an animal remains ashore. A healthy individual may stay in one place for hours, and a pup can remain on a beach for days or even weeks. Watching from a distance is therefore more informative than trying to make the animal move.

NOAA Fisheries uses “stranded” more narrowly than “seen on land.” In its response guidance, a stranded pinniped is dead or needs medical attention. A healthy animal that is simply resting ashore is not necessarily stranded, and only an experienced assessment can distinguish the cases reliably.

Haul-out or possible stranding? Compare what you can observe

What you observe What it may indicate Appropriate response
Quiet resting, normal body position, and no obvious wound Ordinary haul-out for rest, molting, breeding, or caring for young Leave the animal undisturbed and follow local viewing rules.
A pup alone but alert, with no visible severe injury The mother may be feeding offshore and waiting for people or dogs to leave Do not approach, move, feed, or put the pup in the water. Call the regional network if you have a concrete concern.
Serious wound, entanglement, seizures, disorientation, head shaking, or foaming at the mouth Possible medical emergency or dangerous abnormal behavior Back away, keep everyone and every pet clear, and report the animal promptly.
Markedly thin appearance or inability to respond normally Possible malnutrition, disease, or another condition; appearance alone can mislead Describe the signs to trained responders rather than attempting a diagnosis.
Dead animal A stranding report is still useful for public-health and wildlife-management reasons Do not touch it; notify the appropriate local authority or stranding network.

Do not test an animal’s ability to return to the sea by approaching it, splashing it, or herding it toward the water. That action can turn a manageable situation into an emergency.

Is a seal pup alone abandoned?

Usually, you cannot tell from a single glance. Some mothers leave pups on shore while they go to sea to feed. A mother may delay returning if people, children, or dogs are close, so a crowd can create the very separation it fears.

A pup may call, lie quietly, or remain in one location while its mother is away. None of those observations alone proves abandonment. NOAA advises that trained responders commonly use an undisturbed observation period of 24 to 48 hours to determine whether a harbor-seal pup is being attended by a female. That interval is responder guidance, not permission for beachgoers to approach or maintain a close watch.

The pup’s best chance is generally to remain where it is so its mother can find it. Never pick it up, carry it to another beach, feed it, give it water, or push it into the ocean. Forcing a young animal into the water can cause exhaustion, drowning, or exposure to predators before it is ready.

What should you do when you find one?

  1. Stop and create space. Turn away from the animal and move people back without surrounding it. Do not block the route between the animal and the water.
  2. Control pets. Put dogs on a leash immediately and take them well away. Even a friendly dog can frighten, injure, or provoke a bite.
  3. Do not touch or offer anything. Handling, feeding, watering, spraying, or trying to reposition a pinniped can injure it, disrupt a mother-pup reunion, and expose you to bites or infectious disease.
  4. Look only from a safe distance. Note species if you can do so without moving closer, the exact location, whether the animal is alive, and any obvious entanglement or severe injury.
  5. Call trained help when warranted. Report serious or potentially life-threatening wounds, unusual neurological or respiratory behavior, severe thinness, entanglement, or a dead animal to the regional marine-mammal stranding network or local wildlife authority.
  6. Follow the dispatcher’s instructions. Responders may ask you to leave, keep watch from far away, provide photographs taken without approaching, or mark the location. Do not act beyond what they authorize.

Only trained and authorized responders should approach, handle, or collect a stranded marine mammal. A well-intentioned rescue by a member of the public can cause physical injury, stress, and loss of the animal’s chance to reunite with its mother.

How can you tell if a seal or sea lion needs help?

Report what you see rather than assigning a cause. NOAA identifies these signs as reasons to contact trained responders:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A serious or potentially life-threatening wound, including major bleeding or a deep open injury.
  • Entanglement in rope, netting, fishing line, plastic, or other marine debris.
  • Seizures, repeated head shaking, disorientation, collapse, or foaming at the mouth.
  • Behavior that is markedly abnormal for the setting, such as inability to coordinate movement or persistent unresponsiveness.
  • An appearance of severe underweight or wasting, especially when combined with weakness.

Minor cuts, scars, scratches, or unusual-looking fur can occur naturally, and lighting or wet fur can make a healthy animal look thin. Do not approach to inspect a mark or attempt to remove debris. Tell the responder exactly what you observed, when you saw it, and whether the animal’s condition changed.

Who do you call?

In the United States, contact the regional marine mammal stranding network or the relevant state or local wildlife authority. Numbers are geographic, and agencies can change their procedures, so verify the current contact for the coast where you are standing.

NOAA Fisheries’ West Coast guidance lists 866-767-6114 for injured, stranded, or dead marine mammals. That number is published for the West Coast and should not be presented as a nationwide hotline. If you are elsewhere, use the local authority’s current number instead.

When you report, provide:

  • Your location with a beach name, landmark, access point, or coordinates.
  • The number of animals and whether each is a seal, sea lion, or unknown pinniped.
  • Whether the animal is alive, moving, breathing normally, or entangled.
  • Specific signs such as a wound, seizure, foaming, severe thinness, or repeated attempts to flee.
  • How close people and dogs are, and whether the site has a crowd, tide change, traffic, or another immediate hazard.

Do not delay a report while trying to identify the species or determine a diagnosis. A clear description lets the network triage the case safely.

What will responders do?

NOAA describes a U.S. National Marine Mammal Stranding Response Network with more than 100 partner organizations; membership and the stated count can change. Trained personnel assess each report and choose a response based on the species, age, physical condition, location, human-safety concerns, and available expertise and resources.

Possible outcomes include:

  • Continued monitoring: A healthy animal may be left in place while responders watch for a mother, a return to the water, or a change in condition.
  • On-site treatment: Minor or manageable problems may be addressed without moving the animal.
  • Relocation: An animal may be moved to a safer release site when its current position creates a substantial hazard and professionals determine that relocation is appropriate.
  • Rehabilitation: A sick, injured, or orphaned pinniped may be transported to an authorized facility for medical care and recovery.
  • No intervention: In some cases the least harmful course is to leave the animal undisturbed. Rescue or rehabilitation is not automatic.

Responders also consider whether intervention could reduce the chance of a natural mother-pup reunion. Their decision may change as new observations, tides, weather, or laboratory information become available.

What can cause a pinniped to be in distress?

Being ashore does not reveal the cause of a problem. NOAA lists several possibilities:

  • Infectious or other disease.
  • Toxins from harmful algal blooms.
  • Vessel strikes.
  • Entanglement in or ingestion of marine debris.
  • Malnutrition or inability to find adequate food.
  • Exposure to pollution.
  • Separation of a pup from its mother.
  • Human disturbance.
  • Unusual weather or oceanographic events.

Sometimes no single cause can be established. Avoid telling other beachgoers that an animal has been poisoned, abandoned, or struck unless responders confirm it. Speculation can lead to unsafe attempts to intervene or to misplaced blame.

How to watch seals and sea lions without harming them

NOAA Fisheries’ West Coast Regional Office recommended staying at least 100 yards—about the length of a football field—from seals and sea lions, including when pets are present. This is a West Coast viewing recommendation published in 2022, not a universal legal distance for every coast or jurisdiction. Check the rules and guidance for your location.

Use binoculars or a long-lens camera instead of walking closer. Keep voices low, avoid forming a ring around an animal, and never position yourself between a pinniped and the water. Keep dogs leashed and far enough away that they do not pull toward, bark at, or stare down the animal.

Watch the animal’s response. If it stares at you, fidgets, repeatedly changes position, vocalizes, or attempts to flee, increase your distance immediately. A California sanctuary advisory published in 2011 quoted sanctuary marine biologist Jan Roletto: The rule of thumb is, if a seal reacts to your presence – you’re too close, The statement is practical viewing advice in that advisory, not a legal distance standard.

Quick answers to common beach questions

“Should I put a seal back in the water?”

No. Do not push, drag, carry, or splash a seal or sea lion toward the water. The animal may be resting, molting, nursing, injured, or not ready to swim; forcing it in can lead to exhaustion, drowning, or predation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Can I feed a hungry-looking pup?”

No. Feeding can cause illness, interfere with natural behavior, and reduce the chance of reunion with its mother. Report concrete concerns to responders instead.

“It has been there all day. Is that too long?”

Duration alone is not a diagnosis. Some haul-outs last hours, and pups can remain ashore for days or weeks. Give the animal space and call the local network if you see one of the serious warning signs.

“What if the animal is blocking a path or near swimmers?”

Do not move it yourself. Ask people to take another route, keep children and dogs away, and report the location so trained personnel can decide whether a safety response is needed.

The safest rule

Treat a pinniped on shore as wildlife, not as a stranded pet. Keep your distance, keep dogs away, never handle or feed the animal, and report specific signs of danger to the appropriate local responders. That combination protects you, prevents avoidable stress, and gives professionals the best chance to choose the right outcome.
