XL Bullies are one of five banned dog types in the UK, but the rules are not identical across England and Wales, Scotland, and Northern Ireland. The shared basics are that legal classification depends on a dog’s appearance, not its name; an exempt dog must meet continuing conditions; and banned dogs cannot be sold, given away, or bred. XL Bullies have a later, separate exemption scheme, and each nation has its own administration and details.
This comparison reflects official guidance checked on 4 October 2026. The child-supervision condition described below is scheduled to begin on 1 November 2026.
Which dogs are banned, and how is a dog classified?
The UK banned-type list includes five types: Pit Bull Terrier, Japanese Tosa, Dogo Argentino, Fila Brasileiro, and XL Bully. A dog may be treated as a banned type because of its appearance, even if it has a different name or is described as a crossbreed. A breed label or registration does not settle the legal question. XL Bullies have a published conformation standard to support identification. It describes a large, muscular dog and features across the head, teeth, neck, body, limbs, feet, tail, and coat. The stated minimum heights at the withers are 20 inches (51 cm) for adult males and 19 inches (48 cm) for adult females. Height alone does not determine whether an individual dog is legally an XL Bully; the standard is a guide, not a substitute for an assessment of the whole dog. How XL Bully rules compare with other banned types

Do you need a certificate to keep an XL Bully?
In each nation, keeping an XL Bully without a valid exemption certificate is an offence. The usual application windows are closed; a court-order route is distinct from making a routine application. The national guidance explains who administers the scheme and where owners should check their obligations.

- England and Wales: Defra administers the scheme. New certificates can only be authorised through a court order. See Defra’s current XL Bully guidance.
- Scotland: The application window is closed and new exemptions can only be granted by court order. See Scottish Government guidance, including its “If you have an exemption” section.
- Northern Ireland: The application window closed on 31 December 2024. Local councils enforce the requirements; owners without a certificate are directed to contact their local council. See nidirect guidance.
What must an exempt XL Bully owner do?
Conditions vary by nation. The following detailed address, notification, and compliance rules are for England and Wales; do not assume they apply in the same form elsewhere.
England and Wales
- Keep the dog at the address on the certificate, except for up to 30 days in a 12-month period at another address.
- Tell Defra about a permanent address change, the dog’s death, or export.
- Keep the dog securely contained so it cannot escape.
- In public, keep the dog muzzled and on a lead securely held by someone aged at least 16. Defra recommends a muzzle that does not prevent panting, breathing, or drinking.
- Allow police or an authorised local authority officer to request access to check the dog’s microchip and certificate within five days.
- Have the dog permanently neutered and submit proof to Defra. The deadlines have passed: dogs at least 12 months old on 31 January 2024 had to be neutered by 30 June 2024, with the form received by 26 July 2024; dogs aged 7 to under 12 months had a 31 December 2024 form deadline; and dogs under 7 months had a 30 June 2025 deadline. Defra says a certificate is invalid if the deadline was missed without evidence being submitted. Its guidance advises owners in that situation to contact local police and continue following other public-safety requirements.
- From 1 November 2026, do not leave a child under 12 in close contact with the dog in a private place, such as a home or garden, unless an adult supervises.
Defra’s guidance, last updated 1 October 2026, says public liability insurance is no longer required for banned-breed dogs. Failure to meet certificate conditions can invalidate an exemption and may lead to seizure or prosecution. Consult Defra’s full guidance for current instructions.

Scotland
Scottish guidance requires an exempt XL Bully to be muzzled and on a lead in public, and prohibits breeding, selling, giving away, rehoming, abandonment, and straying. It has its own detailed conditions and administration; use the Scottish Government’s XL Bully guidance rather than assuming England and Wales instructions apply.
Northern Ireland
Northern Ireland requires the dog to be licensed for the exemption to be valid, as well as neutered and kept at the certificate-holder’s address subject to a temporary allowance. In public it must be muzzled and on a lead. Owners must use local-council processes for notifications. The guidance says the dog may not be transferred or rehomed and records an insurance requirement through 30 June 2026. See nidirect’s XL Bully guidance for current requirements.

Can you sell, give away, or rehome an XL Bully?
No. XL Bully exemption does not make sale, purchase, gifting, rehoming, or other transfer of ownership lawful. The general banned-dog rules also prohibit selling, giving away, abandoning, or breeding from a banned dog. Do not treat a certificate as permission to pass the dog to another owner.
Do exempt banned dogs still need insurance?
As of 4 October 2026, England and Wales guidance says third-party public liability insurance is no longer needed for banned dogs; Defra says the change took effect on 1 July 2026. Northern Ireland’s official page describes its insurance requirement as lasting through 30 June 2026. Check the relevant national guidance for any change after that date; do not rely on older pages that present the former requirement as current.

What happens if an owner breaks the rules?
In England and Wales, GOV.UK says unlawful ownership may result in an unlimited fine, up to six months in prison, or both, and the dog may be destroyed. Courts can consider exemption routes in some cases. Scotland and Northern Ireland describe a maximum fine of £5,000 and up to six months’ imprisonment for the offences covered in their guidance. Penalties and legal processes are jurisdiction-specific, so consult the applicable official guidance rather than treating one nation’s summary as UK-wide.
What changes on 1 November 2026?
From 1 November 2026, an adult must supervise a child under 12 who is in close contact with a banned dog in a private place, including a home or garden. At the date of this article, the change is announced but not yet in force. The measure applies to banned types, including XL Bullies; it is not an XL Bully-only rule. Defra announced the measure on 9 June 2026, and the current owner guidance gives the start date.
