Some spots allow leashed walks, some have registered dog runs with entry requirements, and Tokyo Midtown uses mapped pet areas and tenant-specific rules. The first five stops below have support in current destination rules; the remaining five are useful park-walk candidates whose current pet policies should be checked before you go.
How to choose a dog-friendly Tokyo outing
Decide what kind of access your dog needs. A park may permit a leashed walk without allowing entry to every building or facility. A dog run may require advance registration and vaccination documents. A commercial complex may allow pets only along marked routes or in selected spaces.

Tokyo Metropolitan Government guidance calls for keeping dogs leashed in public outside dog runs, cleaning up after them, and ensuring annual rabies vaccination. Check the current rules for the specific destination as well: Tokyo Metropolitan Government: For Dog Owners.

Five stops with destination-rule support
1. Yoyogi Park, Shibuya: central park walk and registered dog run
Yoyogi Park is a practical choice for a leashed walk, with a separate dog run for dogs whose owners complete the required registration. The park’s visitor guidance says to keep dogs on a leash during walks and take waste home. Its dog run is divided by dog size, and shared registration applies across 12 Tokyo Metropolitan Park Association parks—not 12 dog-friendly parks across Tokyo. Register before visiting and check the current entry documents and rules on the Yoyogi Park facilities page.
2. Showa Kinen Park, Tachikawa: large park with pet-entry conditions
Pets may enter Showa Kinen Park after their owners agree to the park’s pet-entry pledge. Ordinary pets are excluded from several specified facilities, although outdoor restaurant and shop terrace seating is permitted. Using the dog run has a separate documentation requirement: proof of rabies vaccination and a three-way-or-greater combination vaccination within the period specified by the operator. Read the current Showa Kinen Park pet guidance before setting out.
3. Mizumoto Park, Katsushika: registered dog-run outing
Mizumoto Park’s operator describes a dog run that requires registration. The operator states that there is no registration or use fee and requires current-year rabies documentation; applications may take time to process. Treat this as a dog-run-focused visit rather than assuming that registration is instant, and check the latest notices on the Mizumoto Park facilities page.
4. Koganei Park, western Tokyo: plan ahead for the dog run
Koganei Park is another option for visitors seeking a designated run. Registration is online only, the operator says card issuance can take roughly one to two weeks, and a registration card is required to enter. That makes it a better fit for a planned outing than a spontaneous run visit. Confirm the current process on the Koganei Park facilities page.
5. Tokyo Midtown Garden and Hinokicho Park, Roppongi: mapped pet zones
This central outing combines an urban complex and nearby green space, but it is not an all-access pet destination. Tokyo Midtown’s rules and map designate where pets may go; leash or carrying conditions vary by area, garden lawns are off-limits, and food areas may prohibit pets. Stores and indoor facilities set their own rules, so check the current Tokyo Midtown pet guidance and the pet access map before visiting. The map is a zone guide, not a guarantee that every tenant accepts pets.

Five park-walk candidates to verify before visiting
The following parks appear in a secondary guide as possible leashed-walk destinations. That is not the same as confirmation from each park operator. Check current park-specific pet rules before treating dog access as guaranteed.
6. Komazawa Olympic Park, Setagaya
A secondary Tokyo parks guide describes leashed walks and broad paths here, while GO TOKYO identifies it as a public park destination. The available evidence does not establish the park’s current dog-access rules, so confirm with the operator before going. GO TOKYO: Komazawa Olympic Park · Tokyo Parks: Dog-Friendly Parks in Tokyo.
7. Kasai Rinkai Park, Edogawa
The secondary guide presents Kasai Rinkai Park as a waterfront leash-walk candidate with open space. GO TOKYO recognizes it as a major park, but neither that general destination listing nor the secondary guide establishes its current operator rules for dogs. Check before visiting. GO TOKYO: Kasai Rinkai Park · Tokyo Parks: Dog-Friendly Parks in Tokyo.

8. Kinuta Park, Setagaya
The secondary guide describes Kinuta Park as a broad-field walking option. Consider it a candidate, not a confirmed dog-access destination, until you have checked the park operator’s current rules. Tokyo Parks: Dog-Friendly Parks in Tokyo.

9. Musashino Central Park, Musashino
The secondary guide characterizes this as a calmer, tree-lined walk that may suit older or shy dogs. That description is a suggestion about the outing’s feel, not an independently confirmed pet policy; verify current rules with the operator first. Tokyo Parks: Dog-Friendly Parks in Tokyo.
10. Kiba Park, Koto: check rules for its dog run
The Yoyogi Park operator lists Kiba among the Tokyo Metropolitan Park Association parks covered by shared dog-run registration. This supports it as a dog-run lead, but does not establish Kiba’s current park-specific entry terms. Confirm those terms and any registration requirements before making the trip. Yoyogi Park facilities and shared registration information.
Quick Recap
What to prepare for the day
- Bring a leash and waste bags; Tokyo’s official dog-owner guidance calls for leash use in public outside dog runs and cleanup after your dog.
- For a registered run, check the destination’s application process and required documents before travelling. Requirements differ by park.
- For a long outdoor outing, pack water and a portable bowl. A Tokyo parks guide recommends bringing water and avoiding the midday heat; this is practical advice, not a guarantee that a park or dog run supplies water. Tokyo Parks: Dog-Friendly Parks in Tokyo.
- If the plan includes an attraction beyond these parks, check its pet policy separately. For example, Tokyo Disney Resort admits only certain assistance dogs certified in Japan—not ordinary pets. Tokyo Disney Resort assistance-dog policy.
