Kuching makes cats a civic symbol; Rome and Istanbul are known for community cats in public spaces; Orlando and San Antonio score well on practical access for owners; and places such as Santorini show why a large visible cat population does not automatically mean good welfare. The 11 cities below are therefore a curated guide, not a single scientifically comparable world ranking.
The selection and descriptions come from the Cats.com roundup last updated May 27, 2025. Its evidence mixes cultural attractions, visible street-cat populations, volunteer work, services, housing, and dated U.S. rankings. Use the city profiles to decide which kind of cat-friendliness matters to you, then confirm current opening hours, accommodation rules, fees, and local animal regulations before traveling.

What “cat-friendly” means in this list
A city can be welcoming to cats in several different ways. A destination may celebrate cats through museums and public art, make veterinary and boarding services easy to find, offer more cat-accepting rentals, or support community cats through sterilization and daily care. These qualities overlap, but they are not interchangeable.
Recommended Free Tools
| Axis | What to look for | How the roundup uses it |
|---|---|---|
| Cat culture | Statues, art, museums, cafés, historic stories, and cats integrated into ordinary public life | Kuching, Yanaka, Key West, Paris, and Istanbul are especially notable |
| Practical owner access | Veterinarians, groomers, sitters, boarding, cafés, day care, and pet-friendly accommodation | Orlando, New York City, San Antonio, Paris, and Miami receive the strongest service or housing attention |
| Community-cat welfare | Volunteer caretakers, shelters, sterilization, food, medicine, parasite control, and legal protection | Rome, Istanbul, and Santorini illustrate different approaches and outcomes |
| Evidence limits | Date, method, and whether a number is an official count | U.S. rankings cited in the article use 2023 or 2020 data; several population figures are estimates without a current primary census |
Because the measures differ, there is no defensible overall winner. A person relocating with an indoor cat may value housing and veterinary access more than street-cat visibility. A visitor interested in feline history may choose a cultural destination instead.

The 11 cat-friendly cities and districts
1. Kuching, Malaysia: a city that makes cats part of its identity
Kuching is widely nicknamed the “City of Cats.” The name itself means “cat” in Malay, although the reason for that name is not established. Cat statues, feline-themed art, and a cat museum make the association visible throughout the city rather than limiting it to one attraction.
Kuching is the strongest choice on this list for travelers who want a concentrated cat theme. Its case is primarily cultural: the roundup does not present a standardized count of cat-friendly rentals, sitters, or veterinary capacity. Treat the city’s cat symbolism as an experience to explore, not as proof that every hotel, restaurant, or apartment accepts cats.
2. Orlando, Florida: the strongest dated U.S. service-and-access result
In the 2023 U.S. ranking reported by Cats.com from LawnStarter, Orlando placed first for cat lovers. That ranking used four dimensions: Cat Access, Care Access, Cat-Friendly Housing and Accommodations, and Affordability. The article says Orlando had the most cat sitters and boarding options per 100,000 residents in that analysis.
Those findings are useful for an owner comparing American cities, but they are not a live directory or a guarantee of current availability. The ranking is from 2023, and service businesses, prices, and rental policies change. Before moving or booking, check whether a sitter is insured, what vaccination records a boarding facility requires, and whether a lease permits the number and type of cats you have.
3. Rome, Italy: historic colonies and the gattaras who care for them
Rome’s free-roaming cat colonies are part of the city’s public landscape. Volunteer caretakers known as gattaras feed and monitor colonies, while sanctuaries and rescue groups provide additional support. The roundup also describes legal protections for Rome’s community cats and says local authorities are required to provide free spay and neuter for free-roaming cats.

- Airline Approved & Safty:Can be placed under the seats of most airplanes(Four non-slip feet on the bottom to prevent movement), and comfortably on the seat next to you in a car or bus.It has a adjustable shoulder strap. Can also be fastened to the car seat with a safety belt or shoulder strap to keep your pet safe.
- Easy to Clean :You can clean the stains and dirt on the surface with a soft cloth.Soft mat inside the pet carrier is removable and washable. You can take it out and wash it easily to solve all stains.
- Easy to Collapsible & Lightweight:When not in use, fold it into a flat, space saving and easy to store.Only 2.2lbs,it's easier to carry around. It can also used as a toy of pet house, allowing pets to play in a safe space to relax and rest.
The legal description should be confirmed with current municipal or regional authorities before you rely on it for a relocation, rescue, or volunteer project. Cats.com also repeats an estimate of about 300,000 cats in Rome, nearly half described as stray or feral; the page gives no publication year or primary source for that figure, so it should not be treated as a current census. Rome is best understood as a city with a long-standing community-cat culture, not as a place where every colony is healthy or every cat is socialized.
4. New York City, New York: café culture in a dense urban market
In the same 2023 LawnStarter ranking reported by Cats.com, New York City had more cat cafés than any other U.S. city. The roundup names Meow Parlor and Koneko as examples of the city’s cat-café scene.

Cat cafés can offer adoptions, structured visits, or simply a place to spend time with resident cats, but policies vary. Confirm that a venue is operating, whether reservations are required, age restrictions, vaccination rules, and whether the cats are available for adoption before planning a visit. New York’s dense housing market also means that a building’s pet policy, monthly fees, and limits on the number of animals matter as much as the city’s attractions.
5. Yanaka, Japan: a neighborhood built around a “cat town” atmosphere
Yanaka, a historic Tokyo neighborhood, is described as a “cat town” because of its cat-themed shops, street imagery, and small businesses. The reviewed article’s numbered heading misspells the name as “Yakana,” but Yanaka is the conventional spelling. Yadorigi Café is cited as one cat-focused stop.
Yanaka suits visitors who want a walkable neighborhood experience rather than a citywide service ranking. Shop inventories, café operations, animal-contact rules, and opening days can change, so verify them directly. Keep distance from free-roaming cats, avoid feeding without permission, and follow Japanese hygiene and photography rules in any café or shop.
Rank #3
- Hard sided pet carrier with 2 doors for front and top entry; suitable for cat or medium size dog weighing 12 - 20 pounds
- Durable plastic construction with steel wire doors; screws keep the top and bottom sections securely connected
- Spring load latches ensure easy one-handed door opening and closing; top door swings open to the left or right and includes a top carry handle

- Note: Be sure to measure the size of the pet when choosing carrier size
6. Key West, Florida: Hemingway’s polydactyl-cat legacy
Key West’s cat identity is closely tied to Ernest Hemingway and the Hemingway Home & Museum. The property is known for its polydactyl cats—animals with extra toes—and the roundup reports about 60 cats living there.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThat number is an estimate reported by Cats.com without a dated primary count, so it should not be read as a guaranteed current total. The attraction is a managed historic property, not a model for taking a cat on an uncontrolled outing. Check the museum’s current visiting rules, accessibility information, and animal-interaction policies before you go; do not assume that nearby hotels or beaches allow pets merely because the city is famous for cats.
7. Santorini, Greece: high visibility, uneven welfare
Santorini demonstrates why “many cats” and “cat-friendly” are not synonyms. Visitors commonly see free-roaming cats, but the roundup also notes poor health and overpopulation associated with uncontrolled breeding. Volunteer group Sterilia is credited with spay and neuter work, nutrition, medicine, and parasite control.
For a visitor, the responsible response is to observe rather than create demand for more uncontrolled breeding. Do not bring food, medication, or attempts at capture unless a local rescue has instructed you. If you want to help, contact an established group first and ask what supplies, donations, or transport assistance are actually needed. Santorini’s profile is a reminder to evaluate welfare outcomes, not just the visibility of animals in tourist areas.
8. San Antonio, Texas: rental access paired with active rescue work
San Antonio had the highest share of cat-friendly rentals among U.S. cities in the 2023 LawnStarter survey as reported by Cats.com. That makes it a practical candidate for renters, although the result is a dated comparison rather than a promise that a particular apartment will accept your cat.

- "Toys for pets, of textile materials". Mostly used as a Toy of Fabric Pet Home for pets playing and relaxing.
The roundup also highlights San Antonio Pets Alive! and reports that the organization saves more than 5,000 high-risk dogs and cats from euthanasia each year. Because the figure is presented as the article’s report, verify the organization’s current annual statistics before quoting or using them in a fundraising decision. Prospective residents should ask landlords about deposits, recurring pet rent, breed or weight language that may still affect cats, and required veterinary records.
9. Paris, France: a broad network of pet services and public venues
Paris is presented as a city with veterinary and grooming services, pet-friendly parks and restaurants, day-care options, a cat hotel, and cat cafés or bars. That breadth makes it attractive to owners who need routine care as well as visitors looking for cat-related activities.
The description is a broad service profile, not a current business directory. Verify each venue’s address, booking status, cat policy, carrier requirements, and health documentation. French rules can differ by establishment and transport mode, so ask in advance whether a cat may enter an outdoor terrace, ride in a particular vehicle, or stay in a hotel room unattended.
10. Miami, Florida: a historical data-based U.S. claim
Veterinarians.org named Miami the most cat-friendly U.S. city using pet-friendly rentals, veterinarians, cat adoptions in 2020, cat cafés, and pet stores. The underlying adoption measure is explicitly from 2020, so this is a historical methodology rather than a current ranking of Miami in 2026.

11. Istanbul, Turkey: community cats woven into public life
Istanbul is famous for cats that appear in neighborhoods and shared civic spaces. The roundup describes cats in cafés, bookstores, mosques, and public transport, and mentions municipal food-vending machines. These details portray a culture of everyday community care rather than a destination built around one cat attraction.
The article also repeats an estimate of 125,000–200,000 roaming cats, linked to Wikipedia rather than an official city count. That range is not a verified current statistic and is best omitted from planning calculations. Municipal policies and the operation of feeding machines can change, so confirm current rules before feeding, transporting, photographing, or volunteering with street cats. Respect religious sites and business requests, and never assume that a cat’s familiarity with people means it is healthy or safe to handle.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose a city for your own cat
- Define your priority. Choose culture and sightseeing if you want museums, statues, cafés, or historic stories. Choose practical access if you need sitters, boarding, veterinary care, or cat-accepting rentals. Choose community welfare if you want to learn about sterilization, rescue, and colony care.
- Separate a visit from a move. A city may be wonderful for a short cat-themed trip but difficult for a long-term lease. For relocation, investigate housing contracts, deposits, local veterinary registration, emergency clinics, transport rules, and access to prescription diets.
- Check every current detail. The U.S. comparisons cited here are from 2023, except Miami’s 2020 adoption input. Businesses and municipal programs can close or change policy. Contact the venue, landlord, rescue, or city office directly before paying or traveling.
- Assess welfare, not just visibility. A large street-cat population can reflect strong community care, uncontrolled breeding, illness, or all three. Look for sterilization, veterinary treatment, clean water, adoption pathways, and responsible local organizations.
- Plan low-stress transport. Keep a cat in a secure carrier, carry vaccination and medication records, identify an emergency veterinarian at your destination, and confirm whether lodging permits cats left alone in a room.
Important limits on the rankings and estimates
This list is editorial and mixed-method. It does not score all 11 places against one shared dataset. Orlando, New York City, and San Antonio are discussed through a 2023 U.S. comparison; Miami’s cited result uses 2020 adoption data. Cultural examples such as Kuching and Yanaka are not directly comparable with rental percentages, and community-cat estimates for Rome and Istanbul are not current official censuses. The reported Hemingway Home estimate is likewise not a dated independent count.
Use the profiles as starting points for a cat-centered itinerary or relocation checklist, not as guarantees. The most genuinely cat-friendly choice is the city whose current housing, veterinary access, and welfare practices match your cat’s needs.
