Officials said flames did not reach the pet shop, and no human injuries were reported. Firefighters attempted rescues, but reports about rescued animals and Dallas Animal Services’ account differ, so there is no confirmed final survivor count in the sources reviewed.
What happened at Plaza Latina Bazaar?
The fire broke out Friday morning at Plaza Latina, a shopping complex on Harry Hines Boulevard in Northwest Dallas. It became a two-alarm fire. The one-story shopping center was severely damaged, including a partial roof collapse, and firefighters extinguished the blaze around 11 a.m. The Associated Press reported that as many as 45 firefighters responded and that no people were reported injured.

#1 Best Overall
- Quiet Working: Featuring a low-noise DC motor and optimized fan blade design, the unit operates at a noise level as low as approximately 20 dB, preventing startlement of timid and sensitive small animals such as parrots and degu.
- 2 Speed Adjustable: Features a switch between gentle and standard fan speeds. The gentle mode is ideal for young pets or for providing mild cooling during hot afternoons, while the standard mode delivers powerful ventilation during high-temperature weather.
- External Circuitry: The fan unit is connected via a stand rod, with the switch and wiring located externally. This effectively avoids curious pets (such as degus or rabbits) from chewing on the wires, which could cause short circuits or electric shocks.
- USB Charging: Charges via a USB port and operates on 5V low voltage. With low power consumption and minimal heat generation, it remains cool even during prolonged use, making it ideal for long-term ventilation needs in cage environments.
- Easy To Install: Compact in size, it can be easily clipped or placed on the side walls of parrot cages, rabbit cages, degu cages, and small rodent enclosures, without taking up internal space.
Did the flames reach the animals?
According to Dallas Fire-Rescue spokesperson Jason Evans, they did not. Evans told the Associated Press that the animals died from smoke inhalation. The available reporting therefore supports smoke exposure as the reported cause of death, not a claim that the animals were directly burned by flames.
What animals died?
The reported total was 579. Officials said most were small birds. Other animals identified among the dead included chickens, hamsters, two dogs, and two cats, according to the Associated Press. The sources reviewed do not provide a complete species-by-species inventory.
Did any animals survive?
Firefighters attempted rescues, and a firefighter described animals being carried out of the shop. CBS News Texas reported that three puppies were revived and that firefighters also saved rabbits, porcupines, a pig, and a tortoise.

- Designed for Pet Crates – This compact fan clips securely onto wire crates, dog cages, cat carriers, and small animal enclosures, providing a steady breeze to help keep your pet cool and comfortable during travel or at home.
- 2 Pack for Convenience – Set includes two black fans. Place one in the crate and another in a travel carrier, or use them in separate crates for multi‑pet households. Great value for pet owners.
- USB Powered for Versatility – Each fan connects via USB (cable included, plug not included). Run it from a power bank, laptop, car USB port, or standard wall adapter, making it perfect for home, car trips, or camping.
- Quiet and Safe Airflow – The fan operates quietly, won’t disturb your pet’s rest. The enclosed blade design (small blade gaps) prevents paws or tails from getting caught, ensuring safe use around animals.
- Easy to Install and Adjust – The strong spring clamp attaches firmly to crate bars without tools. The fan head tilts up and down to direct airflow exactly where your pet needs it most.
There is an important caveat: CultureMap Dallas published a correction dated January 9, 2025, saying Dallas Animal Services reported that all animals at the scene when the agency arrived were deceased. That account does not negate the separately reported firefighter rescue attempts, but the sources do not reconcile the timing or provide a definitive final survivor count. Do not treat the rescue accounts as a confirmed intake total for Dallas Animal Services.

What later reporting said about complaints and city oversight
In a March 22, 2025 report, CBS News Texas described records obtained by animal-welfare advocate Shannon Greer concerning prior complaints about Plaza Latina. CBS said the records showed 50 calls to Dallas 311 about the bazaar since 2017. The report listed these categories:
Rank #3
- Specially Designed: designed specifically for pet cage, this fan delivers targeted cooling to help improve air circulation in enclosed spaces like crates and carriers, effectively reducing heat buildup to keep your pet comfortable during warmer months
- Suitable Size: compact and space-saving design measures approximately 5.12 x 2.56 inches, allowing for easy mounting on the side or top of the crate without taking up valuable space or interfering with your pet's movement
- Usb Powered: USB-powered for flexible use—simply connect to a power bank, car adapter, or standard USB plug, making it ideal for home cage, travel, and on-the-go situations
- Convenient to Use: simple to install with no complicated tools required, this fan can be set up quickly for everyday use or whenever extra cooling is needed
- Low Noise Operation: quiet operation ensures a gentle breeze without startling noise-sensitive pets such as cats and dogs; The fan and USB cable remain outside the crate to prevent chewing or tangling
| Complaint category listed by CBS | Calls |
|---|---|
| Unsanitary conditions | 11 |
| Animal welfare | 19 |
| Sick or injured animals | 10 |
| Critical complaints | 4 |
| Unknown | 3 |
| Requests to assist Dallas Police | 2 |
The categories listed add up to 49, while the report described 50 calls; the report does not reconcile the difference. CBS also reported that records showed no evidence that the owner had obtained a certificate-of-occupancy permit and that an assistant director’s email described two code-enforcement visits as not thorough or not fully compliant with department protocols.
These are findings as described in CBS’s records-based reporting, not adjudicated findings. The complaints and reported procedural shortcomings raise oversight questions, but the sources reviewed do not establish that any enforcement failure caused the fire or the animal deaths, or determine legal responsibility. CBS reported that it sought a response from the city and had not received one at publication.

What remains unresolved?
The available sources establish the reported death toll and describe the fire response, but they leave important questions unanswered:
Rank #4
- Quiet Cooling Airflow: Designed to provide gentle air circulation for bird cages with a low noise suitable for maintaining a comfortable environment while minimizing disturbance during rest feeding and daily activity periods for pet birds indoors
- Two Speed Settings: Features adjustable airflow options that allow users to choose different cooling levels based on room conditions cage placement and pet needs providing flexible for warm weather seasons and everyday bird care routines
- USB Charging Design: Powered through USB connection for convenient charging with compatible adapters power banks computers or other USB making it suitable for home use travel outdoor activities and locations where easy power access is available
- Cage Mount Structure: Includes a practical mounting design that helps attach the fan securely near bird cages while saving space and allowing flexible placement for improved airflow distribution without taking up additional room inside the pet area
- Portable Pet Accessory: Compact and lightweight design makes it easy to move between rooms or carry during trips vacations and outdoor activities while supporting convenient cooling assistance for parrots finches and other small pet birds
- What was the fire’s final official cause and origin?
- What was the complete outcome for animals firefighters attempted to rescue, and how do those accounts relate to the Dallas Animal Services correction?
- Did the city make any final findings or take official accountability actions concerning the complaints or code visits?
- Was any legal responsibility established, and was any connection between prior complaints and the fire demonstrated?
The sources reviewed do not resolve these questions. Claims of arson, a specific equipment failure, criminal responsibility, or a proven causal link between earlier complaints and the deaths would go beyond the evidence presented here.
