Choose a service dog organization by checking whether its training and matching process fits your disability-related needs, what it teaches the dog to do, how it prepares and supports handlers, and whether its standards and costs can be verified in writing. In the United States, no organization, certificate, registry, vest, or ID is required for a dog to qualify as a service animal under the ADA. A seller claiming that a paid credential creates ADA access rights is a serious red flag.
How do I choose a service dog organization?
Start with the specific tasks you need help with, then ask each organization to explain how its program addresses those needs. A polished website or a credential alone cannot tell you whether a provider’s dogs, training approach, location, eligibility rules, and support are right for you.
Use this checklist when you contact a program
- Mission and fit: Which disabilities and task needs does the program serve? What is its geographic service area, and how does it decide whether an applicant is eligible?
- Training and matching: Who trains the dogs? What disability-related tasks and public behaviors are taught? How does the organization select and match a dog to a handler, and how involved is the client in that process?
- Handler preparation: What education covers dog care, using trained tasks, public access, and continuing training? The handler remains responsible for the dog’s care and supervision, as the U.S. Department of Justice (DOJ) explains.
- After-placement support: What follow-up is available, and whom do you contact about health, behavior, task, or match concerns? Ask what the organization actually promises rather than assuming there is a standard industry guarantee.
- Costs and conditions: Request a written breakdown of fees, deposits, travel expenses, fundraising obligations, refund terms, and any financial-aid conditions. The sources available do not establish a typical price or universal fee rules, so compare the actual written terms rather than relying on an assumed market average.
- References and transparency: Ask for written policies, realistic information about wait times and outcomes, and references from former clients where privacy permits.
Compare programs on these same points. If a representative will not explain the process, pressures you to pay quickly, guarantees an outcome without assessing your needs, or makes claims you cannot verify, pause and check independently before paying.
How can I tell if a service dog organization is legitimate?
Look for transparent, specific answers about training, matching, handler preparation, follow-up, eligibility, and costs—not just claims that an organization is “certified.” Then verify any claimed accreditation with the accrediting body itself and confirm that the particular program’s status is current.

Assistance Dogs International (ADI) describes its accreditation as a review of an organization’s policies and operations. Its process includes an on-site survey that observes dog and client training and involves interviews with stakeholders. ADI’s 2025 program summary states that member organizations undergo reaccreditation every five years.
Accreditation is a voluntary quality-assessment signal, not government certification of a dog under the ADA. It does not establish that every applicant will qualify, that a placement will be immediate, or that a particular dog is the right match for you.

Are online service dog certificates real?
An online certificate, registry entry, or ID cannot create ADA public-access rights. The DOJ says that documents sold online “do not convey any rights under the ADA” and are not recognized as proof that a dog is a service animal. The DOJ’s service-animal FAQ explains this directly. A vest is also not required under the ADA, and wearing one does not establish service-animal status.
That does not mean every paid training program is a scam. Professional training can be useful, and voluntary accreditation can help you assess an organization. The key distinction is whether the program provides meaningful training for disability-related tasks—or merely sells a label, credential, or appearance. The ADA National Network’s 2024 brochure likewise cautions that papers or vests bought online do not establish service-animal status under the law. It notes that some states have laws addressing service-animal fraud.

What does the ADA require of a service dog?
For U.S. public access under the ADA, a service animal is a dog individually trained to do work or perform tasks directly related to a person’s disability. A dog’s comforting presence alone is not a task. A psychiatric service dog may qualify when trained to take a specific action related to a disability, such as responding to an impending anxiety attack. See the DOJ’s service-animal guidance.
The ADA does not require a professional program, certificate, registration, vest, or ID for an individual dog’s service-animal status. A person with a disability may train their own dog; the DOJ says people “are not required to use a professional service dog training program.” An organization’s accreditation therefore concerns the organization’s quality practices, not a legal prerequisite for an individual dog.

In covered public settings, when it is not apparent that a dog is a service animal, staff may ask only whether the dog is required because of a disability and what work or task it has been trained to perform. They may not demand documentation, require a task demonstration, or ask about the person’s disability. These limits and the definition above are described in the DOJ FAQ.

The DOJ identifies these distinctions in its FAQ and links to additional requirements in its service-animal guidance. Check the current official rules for the setting and jurisdiction that matter to you.

Under the ADA public-access rule, a dog still in training is not yet a service animal. State or local law may cover dogs in training, however, so check the rules where you live or plan to go. Laws and requirements can differ across jurisdictions and settings.
