For a dog that pulls—or has a vulnerable neck or airway—a properly fitted harness is generally the safer place to attach the leash on a busy walk because it moves pressure away from the throat. A harness does not automatically stop pulling, though. Keep a collar for identification, choose equipment that fits securely, and use a fixed-length leash while you work on loose-leash skills.
Why a harness is usually safer when a dog pulls
A leash clipped to a collar can concentrate force around the neck and throat. A harness shifts leash pressure onto the body instead, which is why veterinary behavior guidance favors a properly fitted harness for walking, particularly for dogs that pull or have airway concerns. Tufts Cummings School of Veterinary Medicine discusses this guidance in its 2022 article on dog collars and harnesses.
This is a risk-reduction choice, not a guarantee against injury or escape. The harness must fit the individual dog, and the handler still needs to keep control near traffic, people, and other dogs.
Choose the harness connection for your dog
Back-clip harness
A back-clip harness can suit a dog that already walks comfortably on leash. But the leash attachment point alone does not teach a dog to stay near you. In a 2021 controlled study, 52 shelter dogs pulled more strongly and steadily in a back-connection harness than in a neck collar when reaching for food. The toy-attraction test found no significant difference. The study compared those two setups in specific attraction tests; it did not establish that harnesses make dogs pull more on ordinary busy walks. Front-clip harness
A front-clip harness may give the handler more leverage with a dog that pulls. It is an equipment option, not a substitute for training, and fit and comfort still matter. American Kennel Club guidance describes harness types and fitting considerations in its comparison of dog harnesses and collars.
When a collar still has a role
A collar can carry your dog’s identification even when the leash attaches to a harness. For dogs that pull, are brachycephalic, or have a known airway or tracheal problem, avoid relying on a neck collar as the walking attachment; ask your veterinarian for advice when your dog has a diagnosed condition.

Check fit and escape risk before a busy walk
A poorly adjusted harness can rub, restrict movement, or let a dog back out. Check the fit on your dog rather than relying only on a size label, and inspect the equipment regularly for wear or changes in fit. Puppies need repeat checks as they grow. The American Kennel Club and RSPCA Australia both offer practical fit and equipment guidance.
- Check that the harness sits securely and does not rub or restrict movement.
- Make sure your dog cannot back out of it.
- Recheck adjustment regularly, especially after growth or a change in body shape.
Use a fixed-length leash and train for a relaxed leash
On a crowded or distracting walk, a fixed-length leash gives you a more predictable amount of lead to manage. American Humane Society recommends a standard leash in those conditions, and Veterinary Partner advises a leash of six feet or less for general walking. The appropriate length is therefore no more than six feet under that general guidance; keep your dog close enough to manage safely around traffic and distractions.

Teach loose-leash walking separately from choosing a collar or harness. Reward your dog when the leash is relaxed. If the dog pulls, pause rather than letting pulling move the walk forward, then continue when the leash slackens. Practise first in calmer places and gradually add distractions.
