Collaborative adoption events help pets reach adopters they might not meet at a low-traffic shelter. Houston Pets Alive!’s Shelters Save! program brings animals from partner shelters to a central, promoted venue, where the host supplies staff, volunteers and adoption support. Other Texas examples show the same idea at different scales—from county partnerships to a regional mega event and a citywide fee event—but their reported results use different measures.
How Houston Pets Alive!’s Shelters Save! brings more pets into view
Houston Pets Alive! (HPA!) launched Shelters Save! in 2024 to help shelters with low foot traffic connect adoptable animals with more potential adopters. Best Friends Animal Society reported in February 2026 that the program had 20 partner shelters, most described as rural and low-traffic. HPA! invites five to seven shelters each month to bring pets to its centrally located, 14,000-square-foot facility for promoted adoption events. HPA! staff and volunteers help run them. Best Friends’ account of Shelters Save! describes some partner shelters as seeing as few as one adoption in a month because of limited foot traffic; that is an example from the program, not a statewide average.
The collaboration contributes more than a building. Partner shelters bring the animals, while HPA! contributes a more visible location, name recognition, event promotion, staff and volunteers who can help match adopters with pets. The format gives animals from less-visited shelters a chance to meet people who may not otherwise travel to them.
Best Friends reported 360 dogs adopted through Shelters Save! since the program launched in April 2024. Cats joined the events in January 2026, and 22 had been adopted by the time of that February report. The figures cover different periods and should not be combined into a single like-for-like annual rate. Best Friends also reported a $45,000 Rachael Ray Save Them All Grant to support the program through 2026.

Events are one placement route, not the right setting for every pet
Best Friends says many participating pets have already spent months in shelters. Adopters can take a pet home the same day, and volunteers offer personalized matching help. But a busy event may not suit every animal. In the story, a shy dog named Rose struggled with the event environment, so HPA! placed her in foster care; she was adopted after a month in a foster home. That example illustrates why event placement can work alongside foster care rather than replacing it.
Texas collaboration takes several forms
Texas event examples vary in who organizes them, how often they happen, how fees are handled and what organizers count as an outcome. The table separates pets available from completed placements and distinguishes adoptions from broader placement totals.

Fort Bend County Animal Services Director Rene Vazquez called the 2025 event “a powerful example of what’s possible when animal welfare agencies and the community come together for a common goal: saving lives,” according to the county’s announcement.
What to look for when comparing event results
There is no uniform statewide reporting standard established by these examples. A number may describe an event’s announced inventory, adoptions alone, pets finding homes, or a combined total that includes foster and rescue transfer. Those measures answer different questions.

- Broader placement totals: Austin’s 135 includes adoption, foster and rescue transfer, so it reflects animals leaving the shelter through several routes.
- Homes found: Fort Worth’s 760 refers to shelter pets finding homes at the previous MEGA event. The city’s announcement does not make that number interchangeable with a narrowly defined adoption count.
When evaluating a local event, check the reporting period, the definition of “placed” or “home,” whether the total covers shelter animals or all participating organizations, and whether it is a completed result or an announced target.
Fees and veterinary preparation depend on the event
Collaboration does not imply one standard adoption fee. Fort Bend waived fees for its June 2025 event, Fort Worth sponsored fees for its own animals at the 2026 MEGA event, and Austin’s Keep Austin Adopting used a name-your-own-fee approach. These are event-specific policies, not a promise that every collaborative event is free.
Preparation also varies by organizer and event. Fort Bend’s announcement said participating animals were spayed or neutered, vaccinated and microchipped; Fort Worth specified spay or neuter, microchip and age-appropriate vaccinations for its animals. Austin Animal Services described pets at Keep Austin Adopting as fully vetted, spayed or neutered and vaccinated. Check the individual event’s details for what is included and what an adopter may still need to arrange.

What organizations can contribute
Collaboration can combine a host venue, participating shelters, promotion, staff, volunteers and logistical support. A Texas shelter’s off-site event guidance offers a concrete example of planning needs: the Animal Defense League of Texas asks businesses and organizations to submit requests at least three weeks ahead. It reviews requests but does not guarantee participation, and may bring a hand-picked selection of adoptable animals. Its form asks about indoor or outdoor space and amenities such as running water, tables and chairs, a tent, parking, internet, electrical outlets and cleaning supplies. Support can also extend beyond the venue. Fort Bend County offered starter pet food to adopters while supplies lasted, and Best Friends reported grant funding for HPA!’s Shelters Save! program through 2026. Those examples show possible forms of event or program support; they do not establish current grant eligibility or a general sponsorship offer.

Why the model matters—and what the examples cannot prove
Moving adoptable pets to a better-promoted venue can address a visibility gap, particularly when a shelter has few visitors and limited event capacity. The Texas examples show that collaboration can be monthly and focused on lower-traffic shelters, countywide, regional and large-scale, or citywide and time-limited. They also show practical supports—fee assistance, animal preparation, volunteers and multiple placement routes—that can make an event more useful to adopters and participating organizations.
These dated examples do not establish statewide totals or prove that one event design always causes a particular increase in adoptions. They do show why event results need context: who participated, what help was provided, which pets were counted, and whether the reported outcome means adoption or a broader route to a home.
