After snowstorms, clear access; before driving, check under the hood and around the wheels. These steps are aimed mainly at healthy community cats—outdoor, unowned, free-roaming cats—not a substitute for veterinary care when a cat is sick or injured.
Set up a dry, weatherproof shelter
A shelter should protect cats from wind and precipitation and stay dry inside. You can use a purchased outdoor cat shelter or build one. Alley Cat Allies’ 2016 shelter fact sheet describes one DIY approach using nested plastic tubs, straw, and a thin slab of Styrofoam; it is an example, not a tested or universally best design.
Use straw, not hay
Line the shelter with straw. Straw repels moisture, while hay can absorb it and become damp and cold. Alley Cat Allies recommends loosely packing straw to about one-quarter to one-half of the shelter, then refreshing it when needed. See its guidance on straw rather than hay for outdoor cat shelters.
Keep the entrance accessible
Place shelters where caregivers can reach them to check and maintain them. After snowfall, clear snow from the entrance and make sure cats can still reach both shelter and feeding locations.

Provide food and water every day
Offer fresh food and water daily in a spot sheltered from the elements. Alley Cat Allies says cats may benefit from extra food in winter; consider providing more while continuing to monitor and refresh it. Its December 19, 2023 cold-weather guidance recommends daily or twice-daily refreshes so food and water do not freeze.
Choose a practical way to manage water
Dry food is less likely to freeze than wet food. Other approaches described by Alley Cat Allies include offering warmed food or water, using a protected feeding station, choosing suitable bowl placement, or using a heated bowl. A heated bowl requires safe, appropriate access to power, and no single approach can be relied on to prevent freezing in every condition. Choose a setup you can check and refresh reliably in your local weather.

Plan for storms and caregiver access
If severe weather may prevent a visit, leave extra food and water beforehand. Keep the feeding area orderly, and clear snow from routes to shelters and feeding stations as soon as you can safely reach them. Reduce common winter hazards
- Check vehicles before starting them. Cats may seek warmth under the hood or near tires. Look under the hood and around the wheels before driving.
- Avoid salt and chemical melting products near cats. Keep antifreeze away, too: it can be lethal if a cat licks it from its paws or ingests it from a puddle.
- Watch for blocked access. Snow can obstruct shelter entrances and routes to food and water, so check these after storms.

Take extra care during winter trapping
Trap-Neuter-Return (TNR) involves trapping community cats for sterilization and other care before returning them to their original location. Cold weather makes the time a cat spends exposed in a trap especially important. Alley Cat Allies advises that if conditions are too cold for a person to stay outside, they are likely too cold for a cat to remain in an exposed trap for an extended time; its 2023 guidance says to move trapped cats immediately into a temperature-controlled vehicle or building. Coordinate with qualified local TNR and veterinary support rather than treating this as a complete trapping or medical protocol.

The shelter, food, and water guidance here is for healthy community cats. If a cat appears ill or injured, contact a veterinarian. Do not assume every outdoor cat is unowned: the ASPCA defines community cats as outdoor, unowned, free-roaming cats, and notes that state or local laws may define ownership. Its position statement on community cats describes management that includes sterilization, vaccination, return to the original location, and continuing caregiver observation and care, including food, water, and shelter. Local legal rules and circumstances can differ.
