Delhi High Court Directs MCD, NDMC to Arrange Training for Veterinary Staff and Dog Catchers

The Delhi High Court directed MCD and NDMC to arrange a proposed 15-day training camp with Lucknow Municipal Corporation. Reports had not established that it had taken place.

The Delhi High Court directed the Municipal Corporation of Delhi (MCD) and New Delhi Municipal Council (NDMC) to coordinate with the Lucknow Municipal Corporation (LMC) and arrange a training camp for veterinarians, para-veterinary staff and stray-dog catchers. Reports described a proposed 15-day camp based on Animal Welfare Board of India (AWBI) modules; they did not report that it had taken place.

What the court directed

On 5 October 2026, a Division Bench of Justices Dinesh Mehta and Aditi Choudhary directed MCD and NDMC to work with LMC to hold the camp as early as possible. LiveLaw reported the direction as: “The NDMC and MCD are directed to coordinate with the Lucknow Municipal Corporation and hold the camp for training for aforesaid purposes as early as possible.” LiveLaw’s 5 October report attributed that wording to the court. The primary order was not available in the reporting reviewed here, so the quoted direction is the basis for describing its scope.

Who was to be trained

The reports identify veterinarians, para-veterinary staff and stray-dog catchers as the intended trainees. LMC had agreed to send a person or personnel to Delhi for a 15-day camp, using modules prescribed by the AWBI. The duration and curriculum were described as part of the proposed arrangement, not as a completed training programme. The Tribune’s 6 October report and LiveLaw’s account describe the arrangement.

Has the training camp happened?

Not according to the reports available as of 6 October 2026. They describe an agreement to coordinate and a court direction to arrange the camp, but do not establish a date, venue or completion. It would therefore be inaccurate to treat the 15-day programme as training already delivered.

How training fits into the wider dog-management case

The High Court was monitoring compliance with Supreme Court directions concerning stray-dog management. Alongside the training direction, it urged the civic bodies to speed up sterilisation work. The Tribune reported assurances that camps would be held in two additional wards each, and said MCD was asked to prepare a scale-up roadmap for the court’s approval. An affidavit listing wards where stray dogs had been completely sterilised was due within four weeks, according to the report. These were reported commitments and requested next steps, not proof that the work had been completed.

The Tribune also quoted the bench asking, “One ward is not over in two months? When will you do 250 wards? With this speed it has to be scaled up,” expressing concern about the pace of work. The reference to 250 wards was a rhetorical question, not a reported completion target or a finding about how many wards had been finished.

Reported ABC-centre figure

In the same report, amicus curiae Gauri Maulekhi said Delhi had 14 Animal Birth Control (ABC) centres and suggested adding two or three. This is her figure as reported by The Tribune, not an independently audited current count. The Tribune also reported that pilot camps had already taken place at Anand Vihar and in two NDMC zones.

What earlier court proceedings show

Earlier proceedings provide context for the October direction, but they should not be confused with it. An order dated 3 August 2026, indexed by IndiaKanoon, directed a pilot sterilisation camp in one ward each for MCD and NDMC and set out steps concerning publicity, signage, recordkeeping and returning dogs to their areas. The indexed 3 August order concerns those pilot camps, not the later training programme.

An IndiaKanoon-indexed order dated 8 September records MCD counsel’s submission that four Anand Vihar ward camps had been held on 21 August, 25 August, 3 September and 7 September. Counsel said 43 dogs had been rounded up for sterilisation and vaccination and returned to their areas. That number is a submission recorded in the order, not a separately audited result. The indexed 8 September order records the submission.

What is still unresolved

The reporting does not establish when the training would take place, how many trainers LMC would send, or whether the camp has since been completed. It also provides no measured training outcomes. The court’s direction links training coordination with an ongoing effort to improve stray-dog management, but the available reports do not show that training itself has produced faster sterilisation or other results.
