Phone a vet first if your own pet is ill, injured, suddenly different, or showing a new or serious behaviour problem. Seek a qualified behaviourist after the vet has considered medical causes. Contact an animal welfare organisation or the relevant authority only when the concern is about an animal someone else is neglecting or harming, or when you need a charity’s own services. This guide covers the UK and sets out who to contact in each case, and what each one can and can’t do.

The right choice depends on four things: how urgent it is, whether the cause looks medical or behavioural, whether the animal is yours, and where in the UK you live.
When to contact a vet
PDSA says to contact a vet immediately if a pet needs urgent attention. Blue Cross lists signs in dogs that may mean an emergency:
- difficulty breathing
- collapse
- heavy bleeding
- suspected poisoning
- severe pain
- trauma
- being unable to pass urine
- repeated vomiting
- being unable to walk normally
That list is for dogs and gives examples only. It is not a complete checklist for every species, and you can’t diagnose from it. If you are unsure whether something is urgent, call your vet now and ask for triage advice. That is better than waiting to see whether it passes.

Call before you travel
Ring the practice before setting off. Blue Cross advises this because out-of-hours arrangements vary: your practice may handle emergencies itself, or may direct you to a separate emergency provider. A call also lets the team prepare for your arrival. Don’t put off contacting a vet while you look for a charity or behaviourist.
Behaviour changes count too
Pain or illness can change how a pet behaves. A sudden shift in temperament, habits or confidence is a reason to book a vet appointment, even when nothing looks physically wrong.

When to contact a behaviourist
RSPCA advice is to ask your vet first. Once medical causes have been considered, the vet can refer you to an animal behaviour expert. Blue Cross says separation anxiety, noise phobias and compulsive behaviour are serious concerns that generally need professional help. Blue Cross and PDSA both highlight aggression as a reason for veterinary assessment.
How to check a behaviourist is qualified
RSPCA points owners to ABTC-registered Clinical Animal Behaviourists and Veterinary Behaviourists, whose skills and knowledge have been assessed. Prefer someone on a recognised register to an unverified online adviser. RSPCA also warns that unsuitable or outdated methods can make both behaviour and welfare worse. Be wary of anyone who relies on punishment or intimidation.

If aggression has caused a bite
PDSA advises contacting a doctor or the NHS promptly if a bite has injured a person. Keep people and animals apart and safe while you arrange help. Don’t confront or physically punish an aggressive animal, as that can make things worse.

Charities do different things, and it pays to know which you need.

- Advice content: RSPCA, PDSA and Blue Cross publish guidance on health and behaviour. It is useful background but doesn’t replace an examination of your pet.
- Services: Blue Cross says concerned owners should contact their vet, and that some pets may qualify for its veterinary services. Eligibility and availability need checking with the charity directly.
- Not a vet helpline: PDSA states that its enquiry form is not a route to vet or nurse advice. It directs emergency concerns to a vet immediately.
If cost is the worry, tell your vet or charity early. Don’t delay urgent care while you wait to hear back.

- England and Wales: GOV.UK directs pet cruelty concerns to the RSPCA.
- Scotland: GOV.UK identifies the SSPCA.
- Northern Ireland: nidirect guidance sends concerns about domestic pets and other non-farmed animals to the local council. Farmed animals and wildlife have separate arrangements, set out by DAERA.
GOV.UK’s injured-animal guidance also names the equivalent organisations for Scotland and Northern Ireland. Check the official page for your location and type of animal before you report, because contact details and arrangements can change.
