Neither balcony netting nor a screen is automatically safer: the key is a sturdy, securely attached barrier that encloses the full balcony without escape gaps. Cat-specific netting or wire mesh is one recommended option; a screen is an option only if it is sturdy and designed to resist cats. Ordinary insect screening should not be assumed to provide the same protection.
Why a balcony barrier matters
Even agile cats can fall. A bird or insect passing the balcony may trigger hunting behavior and draw a cat’s attention away from the edge. Elwin van Oldenborgh, an emergency veterinarian and board member of the KNMvD Companion Animal Cluster, said in Dutch that a passing bird or insect can activate a cat’s hunting instinct; the accompanying translation is: “Cats are curious and playful. A bird or insect flying past the balcony can be enough to activate their hunting instinct.” The KNMvD says a cat can become so focused that it forgets its surroundings and falls from a balcony or windowsill. - Cat suitability: choose netting, mesh, or a screen intended to contain cats rather than assuming a general-purpose barrier will hold.
- Full coverage: enclose the whole balcony opening, including edges and corners, and close gaps beside neighboring balconies or structures. FOUR PAWS warns against leaving openings an exploratory cat could use to escape.
- Secure fit: check the strength and condition of the material and how firmly it attaches. Look for looseness or openings after installation and during use.
- Potential hazards: assess whether the material or its attachment points could entangle a cat or create a route to climb out.
- Building compatibility: account for the balcony’s shape, mounting surface, property rules, and the barrier maker’s directions.
Installation and supervision
FOUR PAWS describes drilled hooks as one way to attach netting and telescopic poles as an alternative where avoiding damage to masonry is important. These are examples, not a universal installation specification. Select a method that suits the building and balcony, follow the product instructions, and verify that the finished enclosure has no escape gap.
Supervise your cat while it is on the balcony. Cats Protection advises restricting access if a cat appears frustrated or eager to escape. Supervision complements a barrier; it does not make an incomplete or insecure enclosure safe. Cats Protection.

The animal-welfare guidance supports both cat-specific netting or wire mesh and a sturdy screen designed for cats, while emphasizing full coverage, secure installation, and supervision. It does not provide standardized measurements or controlled comparisons showing that one category is safer in all circumstances. No fall-rate, survival, or comparative-performance figure is established by these sources, so a universal material-based winner cannot be claimed.
