Emperor penguins are now classified as Endangered, but they are not extinct. A 2025 satellite study found that numbers fell by an estimated 22% across one Antarctic sector between 2009 and 2023/24—about 1.6% per year. That is a serious warning, not proof that every colony or the global population declined at the same rate.
What does the new population estimate show?
P. T. Fretwell and colleagues’ 2025 study estimated a 22% decline in emperor penguin numbers across the Antarctic sector from 0° to 90°W over the period 2009–2023/24. The authors expressed the change as an average decline of about 1.6% per year. The estimate covers 16 colonies in a sector thought to contain roughly one-third of the global population.
The study used very-high-resolution satellite images, supervised classification, a Markov model and Bayesian statistics to estimate population change. It is a substantial regional signal, but it is not a direct census of every emperor penguin in Antarctica.
Does a 22% regional decline mean the global population fell by 22%?
No. The estimate applies to the studied sector, not to the entire continent. The researchers say it is unclear whether conditions there represent other Antarctic sectors, and they identify relatively high methodological variance in the estimate. A continent-wide assessment of all sectors is needed before the regional figure can be treated as a global trend.

A separate 2025 Royal Society study estimated a 32% decline at one monitored site from 2020 to 2024, with a mean annual change of −8.5%. That is a local result for a particular site and period; it should not be used as a global annual rate or combined with the regional estimate as if both measured the same population.
Why are emperor penguins vulnerable to sea-ice loss?
Emperor penguins breed on seasonal sea ice and depend on stable fast ice—ice attached to the coast or seabed—for breeding success. Their chicks need that platform to remain in place until they are ready to enter the water. If the ice breaks up too early, chicks can die before they fledge, and a breeding season can fail.

Warming and rapid sea-ice loss can therefore destabilize a habitat the penguins need at a critical stage of their life cycle. As the British Antarctic Survey put it in 2025, “A rapidly warming climate poses a particular challenge for emperor penguins because of their dependence on seasonal sea-ice.” Broad sea-ice extent alone, however, does not tell the whole story: the timing and stability of breeding fast ice matter directly to colony success.
How does the observed decline compare with earlier predictions?
Earlier projections and the new satellite estimate address different scales and depend on different methods. Jenouvrier and colleagues’ 2014 climate-and-population projection estimated that at least two-thirds of colonies would decline by more than 50% by 2100 under the modeled climate scenarios; it projected a global population decline of at least 19% by 2100.

The 2025 study’s regional decline occurred over roughly 15 years and was faster than the rate projected by earlier high-emissions demographic models. That comparison is a warning that observed losses in this sector have been steep, not a like-for-like test of a global forecast: one is a regional estimate over a measured period, while the other is a model projection for colonies and the global population through 2100.
What does Endangered mean—and are emperor penguins going extinct?
In 2026, the International Union for Conservation of Nature (IUCN) announced that emperor penguins had been moved to the Endangered category. The classification signals a high conservation concern; it does not mean the species is already extinct or that extinction is certain. The available evidence points to substantial risk as sea ice changes, while the scale and timing of future losses remain uncertain.

What remains uncertain about the outlook?
- Differences among regions: The 22% estimate does not establish that every Antarctic colony has declined by that amount.
- Measurement uncertainty: Satellite-based population estimates involve methodological variance; the study’s estimate is a regional signal rather than a perfectly precise count.
- Future conditions: Outcomes depend strongly on greenhouse-gas emissions and the frequency of extreme sea-ice events.
- Model assumptions: Ecological projections can differ according to how they represent uncertainty and the effects of climate and ice conditions.
These limits do not erase the observed decline. They define what can responsibly be concluded from it: emperor penguins face a serious, climate-linked threat, and broader monitoring is needed to establish how consistently that threat is affecting colonies across Antarctica.
