Write to the veterinary practice and ask for two separate things: your cat’s complete medical record and an itemized invoice for the dates of care you specify. Include your contact details, your cat’s name and another identifier if needed, and the relevant visit dates. Ask about delivery format, any copying or delivery charge, and the expected response date. Rules vary by state, so check the law where the care took place rather than assuming one deadline or fee applies nationwide.
What to include in your request
Use the clinic’s portal or records email if it has one. Otherwise, send the request by a method that lets you keep a copy and confirm when it was sent. Identify yourself, your cat, and the visits or date range involved. If the practice may have more than one patient with the same name, include another identifier, such as your cat’s date of birth.
Ask for the complete record for each relevant visit, not only the vaccine history. That can include examination and treatment notes, test results, and diagnostic images or reports where applicable. New York law, for example, covers records relating to examination or treatment and expressly includes diagnostic materials such as X-rays and other tests (New York Education Law § 6714).
Request the itemized invoice separately
A medical record documents care; an invoice explains charges. Ask for an itemized invoice or statement covering the same dates, and name the details that would help you understand it:

This is a practical request, not a guarantee that every state requires a private clinic to provide retrospective itemization in this form. Maryland regulations address written estimates and client acknowledgment for certain companion-animal services; that does not establish a nationwide requirement for a final itemized bill (Maryland COMAR 15.14).
Confirm format, fees, and timing
Ask whether the clinic can send searchable PDFs and, if needed, diagnostic images as separate files. Also ask whether copying, retrieval, or delivery charges apply and when the practice expects to respond. Keep the clinic’s answer with your original request.

There is no single national response deadline or fee established by the sources cited here. New York allows a reasonable copying charge and requires records within a “reasonable time period”; Florida requires copies in a “timely manner.” Georgia State Board meeting material approved August 20, 2025, describes a ten-business-day period and permits reasonable search, retrieval, duplication, and mailing costs, but check the current codified rule before relying on that deadline (Georgia State Board of Veterinary Medicine meeting material; Florida Statutes § 474.2165).

These examples illustrate variation; they are not a 50-state survey. Verify the current official statute or veterinary-board guidance for the state where treatment occurred.

If the practice does not respond
Follow up in writing. Ask the clinic to confirm it received your request and to identify any missing authorization or fee estimate. If records may have moved because the practice changed or closed, ask who currently holds them; Kentucky law illustrates why the official custodian can matter.
Then consult the veterinary board or official state law for the applicable deadline, fee rules, and complaint route. Do not assume that a public-agency open-records procedure applies to a private veterinary practice, or that the clinic must provide copies free of charge. The cited sources also do not establish a general rule that a clinic may withhold records until a bill is paid.
