Non-clumping litters do not form solid clumps you can scoop out, so the whole box has to be changed on a schedule. The right choice depends on the material, how much dust it throws, how well it controls odor, whether it tracks onto floors, whether it contains fragrance, and whether your cat will actually use it.
The shortlist below covers ten widely sold non-clumping options across the main materials. It is grouped by material and tradeoff rather than ranked, because performance depends on your cat and your household. Use it to narrow your choices, then check the current label before you buy.
What non-clumping means for your routine
Clumping litter, usually bentonite clay, binds urine into hard lumps that you remove while leaving the rest of the box in place. Non-clumping litter absorbs or dries moisture across the whole box instead. Waste has to be removed daily, and the full litter tray needs replacing on a regular schedule, typically more often than with clumping clay. Cleanup is often the deciding factor, so weigh it alongside price and dust.
How the materials differ
Each material behaves differently in the box, in the air, and on your floor. Purina’s general guide to cat litter types (updated July 15, 2026) describes crystal litter as low dust and long lasting, paper as low dust but less strong on odor control, and pine pellets as breaking down into sawdust when wet. Those are manufacturer descriptions of material types, not guarantees for any single brand.

Non-clumping clay
Clay is the familiar granule option. It is absorbent and usually easy to find, but granules can be dusty and can track. Fragrance is common in clay litters, so check the label if your household avoids scent.
Silica crystal
Silica crystal litters absorb liquid into porous beads and are generally described as long lasting. Crystals feel different underfoot than clay or pellets, so some cats take to them more slowly. Crystals are usually changed less often than clay, but the box still needs daily solid-waste removal.

Pine and wood pellets
Pine pellets are compressed sawdust that swells and crumbles when wet. Expect tracked sawdust on floors and plan to sweep, and to replace the full box on schedule. Pine is often unscented and is popular with people who want a plant-based material.
Paper
Paper litters are typically low in dust, which makes them a common choice for households with sensitivities. Purina notes that paper is less strong on odor control than some alternatives, so odor management usually depends on frequent changes and good ventilation.

Walnut and coconut
Walnut and coconut are plant-based materials that are less common than clay or pine. Their dust, odor, and absorbency vary by brand and formula, so check current directions and whether the product is still stocked.
Pellet systems
Some pellet products are sold as systems. They rely on compatible pads or a specific tray, which means you cannot simply swap in a cheaper bag of litter. Factor refill costs and pad availability into the decision before you commit.

Cats.com’s roundup (updated October 20, 2025) lists products across these materials, and Chewy’s 2026 non-clumping guide shows current retailer listings for similar options. Cats.com states that its reviewers tested products. This guide did not run tests of its own and does not rank these products by performance. Formulas, scents, packaging, and availability change, so confirm details on the current listing.

How to choose
Work through these checks in order. Each one narrows the list before you compare price.

- Start with your cat. Many cats are particular about texture and scent. Introduce a new litter gradually by mixing a small portion into the current one over about a week, and watch for avoidance or litter-box accidents.
- Rule out fragrance if needed. If anyone in the home is sensitive to scent, eliminate scented options such as the Fresh Step product before comparing anything else.
- Decide how much dust matters. Crystal and paper formats are generally described as low dust. If a cat or person has asthma or breathing sensitivities, prioritize low-dust formulas and still follow veterinary advice.
- Match odor control to your routine. Absorbent formats such as crystal and clay tend to handle odor better than paper, which relies more on frequent full changes.
- Check tracking and texture. Pellets and pine can scatter onto floors, while fine granules can cling to paws. Plan for sweeping or a litter mat either way.
- Calculate cost per usable period. Compare how long a bag lasts in your box, not the bag price. Sources reviewed did not establish prices or usable lifespans for these products, so work them out from the current listing.
- Confirm system requirements. If a product needs pads, a tray, or a specific refill, add those costs and confirm they are still sold.
Low-dust claims and health
PetMD’s 2026 roundup (updated January 4, 2026), reviewed by veterinarians, advises choosing litter based on the cat’s needs and preferences and recommends low-dust formulas when a cat or household member has asthma or sensitivities. It also notes that the review panel is employed by Chewy, as the page discloses. A low-dust label reduces airborne particles but is not a medical safety guarantee.
Litter is not a substitute for veterinary care. Straining, frequent trips to the box, blood in the urine, or repeated sneezing, coughing, or wheezing needs a veterinary visit, whatever litter you use. Color-changing litters such as PrettyLitter Health Monitoring can show visible changes in the box, but they do not diagnose urinary or other conditions. A vet should interpret any concerning change.
