Adopting a Pet vs. Buying From a Breeder: What to Consider

Consider shelters and rescues first; if you choose a breeder, verify care and health screening in person. Make the decision around the individual pet and your ability to provide lifetime care.

Start by looking for a suitable match at a shelter or rescue. If you do not find one and decide to buy from a breeder, assess that breeder’s care, health screening, transparency, placement practices, and commitment to the animals they breed. In either case, choose based on the individual pet’s needs and fit with your household—not assumptions about animals from a particular source.

What should guide the decision?

Adoption versus buying is about more than a preference for a breed or the initial fee. Consider whether an individual animal suits your household, what is known about its health and history, how responsibly it was cared for and placed, and whether you can provide for it throughout its life. The American Society for the Prevention of Cruelty to Animals (ASPCA) recommends considering adoption first; the American Veterinary Medical Association (AVMA) emphasizes matching a dog or cat to the home and lifestyle that can meet its needs.

  • Welfare and sourcing: Could a shelter or rescue meet your needs? If you choose a breeder, how does the breeder care for animals, make breeding decisions, and place them?
  • Individual fit: Consider age, temperament, activity, grooming, socialization, known health needs, and compatibility with household members and other pets.
  • Transparency and support: Find out what is known about the animal’s health and history, what the organization or breeder can explain, and what help is available if difficulties arise.
  • Lifetime care: Plan for routine and emergency veterinary care, food, training, grooming, identification, boarding, and other needs—not only the acquisition fee.

What should you ask a shelter or rescue?

Organizations differ in the history they have for each animal and in how they assess and communicate its needs. Ask staff or a foster caregiver what they have observed, and what they do not know. Useful questions include:

  • What are the animal’s observed energy level, behavior, and social needs?
  • How has the animal responded to children, other pets, or different environments, if those interactions are known?
  • What veterinary care has been provided, and what follow-up care does a veterinarian recommend?
  • Are there known medical or behavioral needs? What might managing them involve for time, care, and cost?

A shelter’s limited history does not by itself mean an animal is unhealthy or unsuitable. Some animals with medical or behavioral conditions can be a good match, depending on their needs and the home. The ASPCA also cautions that behavior assessments have not proved highly accurate or precise at predicting aggression after adoption. Ask how the organization gathers information from different sources, and base your decision on the individual animal rather than treating any single assessment as a guarantee.

How can you evaluate a breeder?

If you decide to buy, look for a breeder whose practices put the animals’ health and welfare ahead of appearance or sales volume. The ASPCA’s criteria for responsible breeders include screening for heritable problems, providing professional veterinary care and appropriate socialization, sharing accurate health and pedigree information, and thoughtfully matching animals with homes. Responsible breeders use clear contracts, place animals directly rather than through brokers, remain available to owners, and are willing to take back or help rehome an animal they bred if needed.

Visit and ask for evidence

Visit where the animal was bred and raised. Meet the litter and, when possible, the parents. Ask to review veterinary records and health-screening results, and ask how the breeder socializes young animals and chooses homes. Discuss the contract and what happens if you cannot keep the animal. Photos and websites alone may not show the animals’ living conditions; the ASPCA advises against buying without seeing the animals and their environment in person.

Watch for pressure and promises

Pause if a breeder pressures you to decide quickly or will not answer questions, show the animals’ living conditions, or explain records and contract terms. “Purebred” is not a promise of good health or temperament. Health screening and responsible breeding decisions can reduce inherited risks, but they cannot eliminate them or guarantee an individual animal’s outcome.

Will the pet fit your household and lifestyle?

Before committing, think through the practical demands of caring for this particular animal. Consider your housing and any local restrictions, allergies, work and travel schedule, other pets, exercise and grooming needs, and who will care for the animal when you are away. Ask the shelter, rescue, or breeder what they know about the animal and how they assess whether a home is appropriate; consult a veterinarian about health needs you are unsure you can manage.

Pet insurance may help with some unexpected veterinary costs, but review the actual policy terms. The ASPCA notes that plans may have waiting periods and may not cover pre-existing conditions. Do not assume that a policy will cover a particular condition or expense without checking.

How to make the choice

  1. Look at shelters and rescues first. Ask about individual animals that could suit your household, and weigh their known needs and history rather than making assumptions based on shelter status.
  2. If you choose a breeder, verify the practices in person. Review health screening and veterinary records, ask about socialization and placement, read the contract, and confirm return arrangements and ongoing support.
  3. Decide based on fit and lifetime care. Choose only when you can meet the animal’s needs over its life, including the time, routine expenses, and potential veterinary care involved.

As the AVMA puts it in its dog-selection guidance, “When you acquire a pet you accept responsibility for the health and welfare of another living thing.”

Sources and scope

This guide draws on U.S.-oriented ASPCA guidance on adoption, shelters, behavior, and breeder practices, and AVMA guidance on selecting dogs and cats. Local laws, shelter availability, fees, and an individual animal’s health or behavior vary. Confirm details with the specific organization or breeder and consult a veterinarian about the animal you are considering.
