Alabama’s Beau’s Law: Outdoor Dog Care Rules and Humane-Society Advocacy

Alabama’s Beau’s Law sets minimum food, water, shelter and tethering requirements for covered outdoor dogs. It took effect October 1, 2026; the reported Lions briefing remains unverified.

Alabama’s Beau’s Law took effect October 1, 2026. It sets minimum food, water, shelter, enclosure, and tethering rules for dogs kept outdoors, with exceptions for specified settings and activities. Humane-society representatives and animal-welfare advocates publicly supported the bill. The available reporting does not establish which Lions organization was informed or confirm a Lions briefing.

What is Beau’s Law?

Beau’s Law is Alabama Senate Bill 361, enacted as Act 2026-427. The enrolled act is the controlling source for its final provisions; accounts published while the bill was moving through the legislature may describe earlier wording. The act took effect October 1, 2026.

The law establishes minimum care requirements for dogs kept outdoors while tethered or confined, restricts how dogs may be tethered, and authorizes investigation and enforcement. Its requirements are subject to the act’s specific exemptions and exclusions.

What food and water must an outdoor dog have?

The act defines adequate food as food offered at suitable intervals and in sufficient amounts to prevent starvation or a significant health risk. Adequate water must be potable and offered often and in enough quantity to prevent dehydration or a significant health risk.

For dogs covered by the law, access to food and water must be continuous while they are tethered or confined outdoors. The legal test is not simply whether a bowl is present: the food and water must meet the act’s adequacy standards.

What shelter does the law require?

A covered dog must have access at all times to outdoor shelter that meets the act’s conditions. It must:

  • Keep the dog dry and protect it from the weather, with shade and cold-weather bedding when necessary.
  • Have a solid floor and enough room for the dog to stand, turn around, lie in a normal position, and extend its limbs.
  • Be made of durable materials and provide adequate ventilation.
  • Be kept free of accumulated waste, standing water, and debris.

These are functional requirements, not a product endorsement or a guarantee that any particular doghouse complies. Suitability depends on the shelter’s actual condition, the dog’s size, and the circumstances in which it is used.

When is tethering allowed?

When the law applies, tethering generally must use a trolley system. The tether must be appropriate for the dog and arranged to avoid injury, strangulation, or entanglement. The statutory conditions include:

  • The tether may not be unreasonably heavy for the dog and must remain on the responsible person’s property.
  • It may be connected to only one dog and must attach to a properly fitted collar or harness.
  • It must have swivels at both ends and allow the dog continuous access to food, water, and shelter.
  • It must not create hazards that could injure, strangle, or entangle the dog.

Logging chains, choke collars, and pinch collars may not be used to tether a dog.

What applies to dogs kept in an outdoor enclosure?

An enclosure covered by the act must be secure and fully fenced, provide adequate space, and use sturdy construction. The dog must have continuous access to adequate food, water, and shelter. These enclosure rules are distinct from the trolley-system requirements for tethering; the law’s details should not be collapsed into a single rule for every outdoor arrangement.

Who and what does the law cover?

The act lists exemptions and exclusions for particular settings and activities. They include veterinary practices; temporary shelter or kennel boarding; specified dog events or training; service or assistance dogs; grooming; emergencies or temporary circumstances; leashed walks; certain agricultural or hunting work; and defined temporary situations near a business, campsite, recreation area, or home.

The clauses are specific, and not every exception applies to every requirement in the same way. Whether a situation is excluded depends on the applicable statutory language; the law should not be read as covering every dog outdoors in all circumstances.

How can violations be investigated and what are the penalties?

A county or municipality may appoint animal-control officers to investigate alleged violations; an investigating officer does not have to be a certified law-enforcement officer. If probable cause exists, a certified officer may remove a dog believed to be in danger or order the owner to provide care at the owner’s expense. The act also provides for a hearing and disposition process, permits an officer to seek a warrant to enter private property, and does not displace other applicable cruelty or neglect laws.

Penalties increase with repeated violations. The responsible person must also pay the full costs of boarding and veterinary care.

What role did humane-society advocates play?

On April 7, 2026, humane-society employees, volunteers, and animal-welfare advocates rallied at the Alabama State House in Montgomery seeking a floor vote, according to Alabama Daily News’s April 8, 2026 report. The report identified Allison Black Cornelius, CEO of Greater Birmingham Humane Society, as a vocal supporter and campaign leader.

Black Cornelius said the proposal gave officers a clear legal standard to act when they encountered a dog without food, water, or shelter. That was her advocacy characterization, not statutory wording. Yellowhammer News reported that the House passed the bill 69-23, with nine abstentions. The vote is legislative history, not a measure of animal-welfare conditions.

The Alabama Animal Welfare Collaborative also described SB 361 as clarifying existing standards and stated support. Its page’s displayed status is not a reliable guide to the law’s present status; the enrolled act establishes enactment and effective date.

Was a Lions group briefed about the campaign?

The available sources document public advocacy by humane-society and animal-welfare representatives, but they do not identify a Lions club or confirm that a Lions group received a briefing. The Lions connection in the headline therefore remains unverified; no organization, event, attendee, or speaker can be named from the documented material.
