Yes—but only one of the three bluefin species is clearly classified as Endangered globally. Southern bluefin tuna (Thunnus maccoyii) is Endangered on the IUCN Red List. Pacific bluefin (Thunnus orientalis) has rebuilt substantially and is not currently listed under the U.S. Endangered Species Act, while Atlantic bluefin (Thunnus thynnus) is also not ESA-listed. Both Atlantic and Pacific bluefin nevertheless remain subject to intensive international management, and neither should be described as risk-free.
The key is to distinguish a global extinction-risk category from fishery terms such as “overfished” and “subject to overfishing.” They measure related but different things.

Bluefin tuna are not one conservation case. The name refers to three different species, and their statuses are very different: Southern bluefin tuna is Endangered globally under the IUCN Red List; Pacific bluefin tuna has rebuilt substantially and is not currently listed under the U.S. Endangered Species Act; and Atlantic bluefin tuna is also not ESA-listed, although its stocks remain closely managed and monitored.

| Species | Key classification | Latest assessment or management information | Outlook |
|---|---|---|---|
| Thunnus thynnus Atlantic bluefin |
Not listed as threatened or endangered under the U.S. Endangered Species Act. The western Atlantic stock is not subject to overfishing, but its overfished status was listed as unknown in the 2021 assessment. | Managed internationally by ICCAT as eastern Atlantic/Mediterranean and western management areas. | Improved compared with the period of severe depletion, but not a reason to treat the species as fully recovered or risk-free. |
| Thunnus orientalis Pacific bluefin |
Not listed under the U.S. Endangered Species Act. WCPFC currently lists the Pacific-wide stock as not overfished and not subject to overfishing. | The 2024 benchmark assessment estimated 2022 spawning biomass at 23.2% of its unfished level. | Strong rebuilding, but continued catch controls and monitoring remain necessary. |
| Thunnus maccoyii Southern bluefin |
Endangered globally on the IUCN Red List. | The 2023 CCSBT assessment estimated total reproductive output at about 23% of its initial level, with an uncertainty range of 21–29%. | Rebuilding at roughly 5% per year since 2009, but still depleted and below the level associated with maximum sustainable yield. |
The dates matter. The Pacific figure comes from a 2024 benchmark assessment, the latest full Southern bluefin assessment summarized here is from 2023, and the Atlantic western-stock status cited by NOAA is based on its 2021 assessment. A new assessment can change the management picture.

Why “endangered” can mean different things
There are three different questions commonly being mixed together:
- What is the species’ global extinction risk? The IUCN Red List evaluates a species using categories including Least Concern, Near Threatened, Vulnerable, Endangered, and Critically Endangered.
- Is a fish stock being harvested too heavily? Fishery-management bodies assess whether a stock is subject to overfishing, meaning fishing mortality is too high, and whether it is overfished, meaning the stock’s size is below a defined reference level.
- Does the species qualify for legal protection in the United States? That is a separate determination under the U.S. Endangered Species Act.
These systems can produce different labels without contradicting one another. A stock can be managed so that current fishing mortality is below its overfishing limit while its abundance remains depleted. Conversely, a population can be above a fishery-management threshold without that automatically proving that its global extinction risk is zero.
Atlantic bluefin tuna: not ESA-listed, but still closely watched
Atlantic bluefin tuna (Thunnus thynnus) was the subject of a U.S. Endangered Species Act petition in 2010. NOAA ultimately determined that the species did not warrant listing as threatened or endangered under the ESA.
Recommended Free Tools
That decision should not be translated into “Atlantic bluefin is safe everywhere.” NOAA’s fishery-management materials describe the western Atlantic stock as not subject to overfishing, while its overfished status was unknown in the 2021 stock assessment. In practical terms, the assessment did not identify current fishing mortality as exceeding the relevant overfishing reference point, but it did not establish with confidence that stock abundance was above the overfished threshold.
The western stock is managed under a rebuilding plan that permits limited harvest. Internationally, the International Commission for the Conservation of Atlantic Tunas, or ICCAT, uses separate eastern Atlantic/Mediterranean and western Atlantic management arrangements. Atlantic bluefin move long distances, and fisheries can contain fish from different parts of the population. That movement makes stock separation, catch accounting, and enforcement especially important.
Recent Atlantic management changes
ICCAT adopted a management procedure for Atlantic bluefin tuna in 2022 and adopted an exceptional-circumstances protocol in 2023. These measures are intended to set catches according to pre-agreed scientific rules rather than relying only on repeated emergency negotiations.
ICCAT reported in June 2026 that it increased the 2026–2028 total allowable catches by 13% for the western management area and 19.3% for the eastern management area under the current management procedure. A higher quota based on an approved management procedure is not the same as proof that Atlantic bluefin has fully recovered. Recruitment can vary, illegal fishing can undermine quotas, and mixed-stock fisheries can make the consequences of a catch limit difficult to measure precisely.

The most accurate summary is that Atlantic bluefin management has improved substantially from the severe depletion that prompted earlier concern, but the species remains commercially valuable, highly mobile, and dependent on continued international controls and reliable assessments.
Pacific bluefin tuna: a major recovery with conditions
Pacific bluefin tuna (Thunnus orientalis) was near a historic population low around 2010. Its status has since improved sharply.
The International Scientific Committee for Tuna and Tuna-Like Species in the North Pacific Ocean estimated in its 2024 benchmark assessment that 2022 spawning stock biomass was 144,483 metric tons, or 23.2% of unfished spawning biomass. Spawning biomass had increased rapidly since 2011 and was more than ten times its 2010 historical low. The stock reached the second rebuilding target—20% of unfished spawning biomass—in 2021.
Fishing mortality also declined substantially from the levels seen during the 2000s. The Western and Central Pacific Fisheries Commission’s current stock-status table lists the Pacific-wide stock as not overfished and not subject to overfishing under the relevant management framework.

Why Pacific bluefin management is complicated
Pacific bluefin are managed as one Pacific-wide stock, even though their life cycle spans a large area. They spawn primarily in the western North Pacific. Many juveniles then move eastward to feed, while mature fish generally return west to spawn.
This pattern matters because fish may be caught by different fleets and at different life stages than the ones used to estimate the spawning population. Protection of young fish—particularly ages zero through three—has been identified as an important driver of rebuilding. Catching juveniles before they reproduce can reduce future spawning biomass even when the total number of fish currently in the ocean appears to be rising.
NOAA’s U.S. ESA review concluded that Pacific bluefin was not in danger of extinction throughout its range and was not likely to become so within the foreseeable future. The 2017 review acknowledged that abundance was near historical lows at the time, but considered the overall extinction risk low in light of the number of mature fish, total population size, and evidence that the population had recovered from similarly low levels in the past.

That is encouraging, but it is not a conservation license to relax controls. The 2024 assessment warns that larger catch increases would raise the risk of falling below rebuilding targets. Continued monitoring of recruitment, spawning biomass, and accurate catch—including discards—is essential.

Southern bluefin tuna (Thunnus maccoyii) is the clearest answer to the question “Are bluefin tuna endangered?” The species is classified as Endangered globally by the IUCN. The IUCN assessment date reported in the current species summary is January 15, 2021.
The latest full CCSBT assessment summarized here is the 2023 assessment. It estimated the stock’s relative total reproductive output at approximately 23% of its initial level, with an uncertainty range of 21–29%. This measure is not identical to the Pacific assessment’s percentage of unfished spawning biomass, so the two figures should not be compared as though they were the same statistic. Both indicate a population still well below its historical baseline.
CCSBT also estimated that Southern bluefin fishing mortality was below 50% of the level associated with maximum sustainable yield. The stock had been rebuilding at approximately 5% annually from its low point in 2009. Nevertheless, reproductive output remained below the biomass level estimated to produce maximum sustainable yield.
Is Southern bluefin recovering?
Yes, but “recovering” does not mean “recovered.” CCSBT’s 2025 review found that overall fishery indicators were positive and confirmed a 20,647-tonne global total allowable catch for 2026. Its rebuilding framework projects progress toward a target of at least a 50% probability of exceeding 30% of initial total reproductive output by 2035.
Those are meaningful improvements, yet the stock remains Endangered and depleted. Its current reproductive output is still far below the initial level, and rebuilding projections depend on catch limits being followed, the stock responding as expected, and future assessments not revealing a worse condition than currently estimated.
What caused bluefin tuna declines?
The central historical threat to all three bluefin species has been excessive fishing pressure. Two types of catch are particularly consequential:

- Juveniles: Fish caught before reaching maturity have no opportunity to reproduce. This is especially important for Pacific bluefin, where protection of ages zero through three has supported rebuilding.
- Large adults: Removing mature, highly valuable fish can directly reduce the spawning population. Bluefin are also prized in high-value markets, creating a strong economic incentive to continue fishing when controls are weak.
Other pressures affect the outlook, including illegal or unreported fishing, changing ocean conditions, climate change, pollution, and natural variation in recruitment. Data limitations add another layer of uncertainty. Stock assessments rely on catch records, abundance surveys or indices, recruitment estimates, biological assumptions, and estimates of discard mortality. If catches are missed or incorrectly reported, the model’s picture of the stock becomes less reliable.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.What has helped bluefin tuna recover?
Where rebuilding has occurred, it has primarily followed stronger fishery management rather than a change in the biology of bluefin tuna. Important measures include:
- International total allowable catches and quota allocation;
- Rebuilding plans for depleted stocks;
- Size limits and controls on fishing effort;
- Reduced fishing mortality on juveniles;
- Vessel monitoring, catch documentation, and reporting requirements;
- International stock assessments and pre-agreed management procedures; and
- Enforcement against illegal, unreported, and unregulated fishing.
The Pacific bluefin recovery shows that a depleted population can respond when fishing mortality falls and rebuilding measures are maintained. It does not show that the population can withstand unrestricted harvest. The Southern bluefin trajectory makes the same point more cautiously: positive trends can coexist with an Endangered global classification.
How to interpret the outlook
The best overall description is qualified success, not complete recovery.
- Southern bluefin: still Endangered, although rebuilding.
- Pacific bluefin: substantially rebuilt and currently described by WCPFC as not overfished and not subject to overfishing, but dependent on continued controls.
- Atlantic bluefin: not listed under the U.S. ESA, with improved management and some positive stock indicators, but with important stock-specific uncertainty and continuing international-management needs.
Future conditions will depend on recruitment, spawning biomass, fishing mortality, quota compliance, climate-driven changes in the ocean, and the quality of catch data. A favorable status label describes the evidence available at a particular time; it is not a permanent guarantee.
What consumers should check
If you are trying to make a responsible seafood choice, “bluefin tuna” is not specific enough. Ask which species is being sold—Atlantic, Pacific, or Southern—and where it was caught or farmed. Species, origin, fishing method, legal documentation, and the current advice for that fishery all matter.

Do not assume that a product is sustainable simply because it says “bluefin,” and do not assume that one species’ rebuilding success applies to the others. Traceability can help identify species and origin, but traceability alone does not prove that a stock is outside all conservation risk. The most reliable advice is current, fishery-specific information rather than a single blanket label for every bluefin tuna.

Sources and assessment dates
The status distinctions in this article are based on the NOAA Atlantic and Pacific bluefin reviews and stock materials, the 2024 International Scientific Committee Pacific bluefin benchmark assessment, Western and Central Pacific Fisheries Commission stock-status information, ICCAT management-procedure materials and its June 2026 quota report, the 2023 CCSBT Southern bluefin assessment and 2025 review, and the IUCN category for Southern bluefin as reported in the current species summary. These organizations use different definitions and reference points, which is why their findings should be read side by side rather than collapsed into one label.
Frequently Asked Questions
Which bluefin tuna is endangered?
Southern bluefin tuna is the bluefin species clearly classified as Endangered globally by the IUCN. Pacific bluefin has rebuilt substantially, and Atlantic bluefin is not listed as threatened or endangered under the U.S. Endangered Species Act. Those legal and management findings are not the same as saying every bluefin population is fully recovered.
Does not overfished mean bluefin tuna are no longer endangered?
Not necessarily. “Not overfished” means a fishery-management assessment places stock abundance above a defined reference level. “Not subject to overfishing” means current fishing mortality is not above its relevant limit. Neither phrase means extinction risk is zero, and neither is interchangeable with an IUCN or Endangered Species Act classification.
Has Pacific bluefin tuna recovered?
Pacific bluefin spawning biomass was estimated at 23.2% of its unfished level in 2022, more than ten times its 2010 low and above its second rebuilding target. It is therefore substantially rebuilt, but larger catch increases could put rebuilding targets at risk.
Is Southern bluefin tuna population increasing?
Southern bluefin has been rebuilding at roughly 5% per year since its 2009 low point. However, its total reproductive output was still about 23% of its initial level in the 2023 assessment, and it remained below the level associated with maximum sustainable yield. It is improving, not recovered.
How can I make a more responsible bluefin seafood choice?
Ask which of the three species it is, where it came from, and whether the fishery is legally documented and currently covered by appropriate management advice. A general “bluefin” label does not establish that the product comes from a healthy or low-risk stock.
The Bottom Line
Bottom line: Southern bluefin tuna is Endangered globally. Pacific bluefin has made a substantial, management-driven recovery, and Atlantic bluefin is not listed under the U.S. Endangered Species Act, but neither should be treated as risk-free. All three species still depend on enforceable catch limits, accurate monitoring, and cautious responses to new scientific assessments.
