Many live in saltwater oceans, but some live in freshwater rivers, and others use coastal or brackish estuaries. Whether an animal lives in saltwater is a question about its habitat; whether it is a fish is a question about its biological classification.
Why dolphins are mammals, not fish
Dolphins belong to the cetacean group of mammals, alongside whales and porpoises. They breathe air with lungs rather than drawing oxygen from water through gills. They also give birth to live young and nurse them with milk—traits that distinguish mammals from fish. NOAA explains these mammalian traits.

Living in the ocean does not make a dolphin a fish, just as living on land does not determine whether an animal is a mammal. “Saltwater” describes the water an animal inhabits; “mammal” describes its place in the animal family tree.
Do dolphins live in saltwater?
Many dolphins live in the ocean. Cetaceans are found across the world’s oceans, and oceanic dolphins are commonly associated with marine habitats. Smithsonian Ocean’s overview of whales and dolphins also describes river dolphins and freshwater habitats, so ocean life is not the whole picture.

Can dolphins live in freshwater?
Yes. Some river dolphins live in freshwater river systems. Smithsonian describes modern river dolphins as inhabiting freshwater or coastal ecosystems, rather than implying that every dolphin uses the same kind of water. A Smithsonian account of river-dolphin research discusses the ancient species Isthminia panamensis and its relationship to the living Amazon river dolphin.
River dolphins are not simply ocean dolphins that have wandered upriver. They are distinct forms associated with river or coastal environments. A historical Smithsonian release from 2015 referred to four modern river-dolphin species, but that dated figure should not be treated as a definitive current count.

What about brackish water and estuaries?
Estuaries are places where fresh water and seawater mix, so salinity can vary. Some coastal dolphins encounter these changing conditions. A 2020 study record on bottlenose dolphins reports that they often inhabit estuaries and can maintain homeostasis in low salinity for limited periods. The NOAA repository record for the study concerns bottlenose dolphins specifically; it does not establish that all dolphin species can live indefinitely in freshwater.
So the useful distinction is whether a species or population routinely uses a habitat or only encounters lower-salinity water for a time. There is no universal salinity limit for all dolphins established by these sources.
