The available evidence supports one cat-specific flea collar recommendation: Seresto Cat. Its EPA-hosted label, dated July 13, 2023, says it is for cats and kittens at least 10 weeks old and provides flea and tick control for eight continuous months. That is a label claim—not a head-to-head test or proof that it is the best choice for every cat. Check the current package label and talk with your veterinarian before use.
What can be recommended from the available evidence?
A nine-product ranking would imply that nine cat-labeled collars were verified and compared. The evidence available here does not establish that. It supports a closer look at one specific product, its labeled use, and the safety questions cat owners should weigh.

Seresto Cat: the verified label details
The EPA-hosted Seresto Cat product label dated July 13, 2023 identifies the collar for prevention and treatment of fleas and ticks on cats and kittens 10 weeks of age and older. It states “Effective flea and tick control for 8 continuous months.” Follow the label supplied with the product; a dated online label may not reflect a later change.
Those details establish the product’s labeled age threshold, target pests, and stated duration. They do not establish comparative effectiveness against other collars, suitability for a particular cat, or an independently measured eight-month result.

What should you check before putting on a flea collar?
Flea and tick products are not interchangeable across animals. The FDA advises choosing a product for the pet’s species, age, and weight, following the current label, consulting a veterinarian when health conditions or other concerns apply, and monitoring the pet after treatment. Its guidance is at Safe Use of Flea and Tick Products in Pets.
- Confirm it is labeled for cats. Do not assume a product labeled for another species is appropriate.
- Check age and any other eligibility limits. For Seresto Cat, the cited label specifies cats and kittens at least 10 weeks old; read the current package for all directions and restrictions.
- Review the full instructions. Follow the label for fitting, adjustment, use, and warnings rather than relying on a product summary or retailer listing.
- Ask a veterinarian about individual concerns. Veterinary advice is especially important if your cat has a health condition or you are unsure whether a product is suitable.
- Watch for a reaction after application. If your cat has a bad reaction to a flea collar, the FDA says to remove it immediately and contact a veterinarian.
What does EPA’s Seresto safety review say?
EPA’s 2023 review counted 1,400 deaths reported to the agency for 2016–2020; those reports represented 2 percent of all Seresto incidents reported in those years. That is a count within an incident-report system, not a death rate among cats that wore the collar. EPA also said many reports lacked information needed to determine cause. See EPA’s Seresto Pet Collar Review.
Rank #2
- Fresh scented
- Kills and repels fleas and ticks for 7 months. Can be worn simultaneously with your cat's regular collar
- Water-resistant design won't cause loss of effectiveness if your favorite feline takes a stroll in the rain
- Features a breakaway, safety release snap
- For use on adult cats and kittens 12 weeks of age and older
For deaths EPA found probably or definitely related to collar use, the agency described mechanical strangulation or trauma, often associated with failure of the release mechanism. This describes the reports EPA assessed; it does not establish that every reported death was caused by a collar.
What EPA required in 2023
In its July 13, 2023 announcement, EPA said Seresto continued to meet the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) standard. It required additional label warnings and improved collection of incident details, along with annual incident and sales data. EPA limited the registrations to a five-year approval period for continued evaluation. The agency said that evaluation could lead to further regulatory action. Read the EPA announcement on additional Seresto mitigation measures; it describes the agency’s July 2023 action, not necessarily later regulatory developments.

How to interpret the 2024 inspector general report
The EPA Office of Inspector General’s report, dated February 29, 2024, discusses EPA’s handling of reported unintended effects and refers to an earlier independent review that characterized some reported deaths as probably or possibly caused by the collars. That is a different review and formulation from EPA’s later description of deaths it found probably or definitely related. Neither statement is a population-level estimate of risk. The report is available from the EPA Office of Inspector General.
Who regulates pet flea collars?
EPA says it reviews pet collar products for human, ecological, and companion-animal safety. EPA and FDA have also described a proposed approach to clarifying oversight of certain flea and tick products; that page describes a proposal, not a completed transfer of regulatory responsibility. See EPA’s overview of pet collar evaluation and regulation.

How to choose among cat flea collars
Before comparing products, verify each one against its current cat-specific label. A useful comparison should include the authorized species, minimum age and weight, pests covered, active ingredients, labeled duration, fit and release instructions, warnings, and what to do if a reaction occurs. Also confirm whether the product is prescription or over the counter and identify the source of any efficacy claims.

Duration alone is not a measure of relative safety or effectiveness. The available evidence does not provide a head-to-head efficacy comparison across cat flea collars, so it cannot support a ranked list of nine or a claim that one collar outperforms the others.
