The best litter box liner depends on your box and how you use it—but there is an important caveat: in Cats.com’s tests of five products, every bag-style liner tore or leaked in a traditional litter pan. The liners worked better as a bottom layer in certain layered or sifting setups. If you still want to try one, measure your pan, check the sides as well as the base, and treat tear resistance as a matter of degree, not a guarantee.
Five litter box liner picks, and what each is for
The picks below are Katelynn Sobus’s rankings in a Cats.com review last updated September 7, 2026. They reflect her product and setup tests, not a guarantee that a liner will work with every cat or litter box. The review’s methodology summary reports more than 100 hours of research, 12 brands vetted, and five features reviewed; those figures describe the review’s stated process.

Start with the type of box and the liner’s job. A conventional pan liner is meant to cover the pan; an absorbent pad is for a drawer or a layered arrangement; an automatic litter box may call for a model-specific waste-drawer bag. These are not interchangeable products.

Conventional litter pan
In her tests, Sobus found that every bag-style product tore or leaked when used traditionally. She wrote: “Unfortunately, every single product ended up tearing, leaking, and generally creating a mess when used traditionally.” That result applies to the products and setups she tested; it does not establish that every liner will fail in every home. A liner may still suit you if your priority is easier disposal and your cat does not scratch or chew it, but be prepared for leaks.
Layered or sifting box
The review found liners more useful as a bottom layer in a layered or sifting setup, especially with pine pellets or non-absorbent litter. The liner is then part of a system rather than a bag expected to withstand all the digging and scooping in a standard pan.

Pull-out drawer or absorbent-pad system
The ASPCA pads are an alternative to a bag liner, not a full pan cover. The reviewer said they worked better at the bottom of a layered box or in a pull-out drawer. In a conventional pan they moved and wrinkled, and they do not cover the side walls.
Automatic litter box
Check the manufacturer’s compatibility information rather than assuming an ordinary pan liner will fit a waste drawer. Whisker lists its Litter-Robot Waste Drawer Liners as compatible with Litter-Robot models 2 through 5/Pro and EVO. Whisker publishes dimensions of 23.6 by 15.7 inches and a thickness of 28 microns; those are manufacturer specifications, not independent test results. Follow the manufacturer’s fitting instructions for your model.

How to choose the right liner for your pan
- Measure the pan, including its sides. Compare the liner’s usable size with the base and the height of the pan walls. A “jumbo” label does not guarantee a fit for an oversized or unusually shaped box. In the Cats.com review, a PetsWorld extra-large liner fit a 23.7-by-15.7-inch pan more snugly than other tested brands.
- Match the closure to your cleaning routine. The reviewed options use drawstrings or, in Nature’s Miracle’s case, included tape. A closure can make removal easier, but it cannot prevent a cat’s claws from puncturing the liner.
- Choose scent deliberately. The review describes Frisco as unscented, PetsWorld as fragrance-free, Nature’s Miracle as lightly fresh-scented, and the ASPCA pads as strongly fragranced. “Odor control” does not mean a liner will eliminate litter-box odors.
- Think of thickness as a trade-off, not a fix. The review lists Jonny Cat and Frisco at 2 mil and notes that claws can still pierce plastic. A thicker liner may reduce tearing, but it does not make the material claw-proof.
- Compare current package size and cost at checkout. PetsWorld package counts in the review are 25 or 30, but retailer prices and listings can change. Calculate price per liner using the current package price rather than relying on old displayed prices or ratings.
Ways to reduce mess if you use a liner
For people who choose to try one, the Cats.com reviewer suggests using at least four inches of litter, choosing a flat-bottomed box with squared edges rather than rounded corners, and considering a double layer to reduce tears and spills. These are the review author’s practical suggestions, not a promise that a liner will hold up.
Watch how your cat interacts with the plastic. The review cautions that claws may catch on a liner or make holes; it also warns that a cat that chews plastic could ingest it and develop an intestinal blockage. If chewing or snagging is a concern, do not rely on a liner as a barrier between your cat and the plastic.

When a liner is not the best choice
If you have a traditional pan and your cat digs aggressively, the review’s test results suggest that a bag liner may create more cleanup rather than less. You may prefer to scoop the pan directly, or use a pad only if your box has a layered base or pull-out drawer designed for it. For an automatic box, use a waste-drawer liner that the manufacturer identifies as compatible with your model.
