Best Pet Insurance for Cats in 2026: How to Compare Plans

The best cat insurance depends on your cat and location. Learn how to compare quotes, understand exclusions and evaluate provider claims before enrolling.

There is no single best pet insurance plan for every cat. The right choice depends on your cat’s age, breed, location and medical history—and on the deductible, reimbursement rate, payout limit, exclusions and waiting periods in the policy you can actually buy. Compare live quotes using the same coverage settings, then read the policy form for your state before enrolling.

How to compare cat insurance in 2026

A low monthly premium does not necessarily mean a better deal. To compare plans fairly, hold the main cost-sharing choices constant and examine what the policy excludes. Premiums can vary with the pet’s type, breed and location, as well as the deductible and coverage selected, according to the North American Pet Health Insurance Association (NAPHIA) and Pets Best.

  1. Get quotes for the same cat profile. Enter the same age, breed and ZIP code for every provider. Use the same quote date where possible, since a quote is a personalized price rather than a universal rate.
  2. Match the deductible, reimbursement rate and annual limit. If a provider does not offer the same combination, note the difference instead of comparing premiums as if the plans were equivalent.
  3. Check what the base plan includes. Look for the policy language on accident and illness treatment, exam fees, dental illness, prescription treatment, and hereditary or congenital conditions. Confirm whether wellness care is excluded from the base plan or available only as an add-on.
  4. Read the waiting-period and pre-existing-condition provisions. Check the applicable state policy, not just a general summary page. Ask how the insurer treats symptoms, tests or treatment during a waiting period and whether its rules allow any curable condition to qualify later.
  5. Verify eligibility, claims and payment details. Confirm age restrictions and availability in your state. Ask whether you must pay the veterinarian and submit a claim, or whether direct payment is available for your plan and clinic.
  6. Compare the policy form before you enroll. Save the quote and the state-specific contract you reviewed. If anything important is unclear, ask the insurer to explain it in writing.

What the main policy terms mean

Deductible

The deductible is the amount you pay under the plan before reimbursement applies. How it is calculated matters: policies may use different deductible structures, so check the contract rather than assuming all deductibles work alike.

Reimbursement rate

The reimbursement rate is the share of eligible costs the insurer pays after applying the deductible and policy rules. It is not a promise to repay that percentage of every veterinary bill: exclusions, limits and the insurer’s assessment of eligible expenses still apply.

Annual or lifetime payout limit

A payout limit caps what the insurer will pay over the period or condition specified in the policy. A plan without an annual payout limit can reduce one kind of financial ceiling, but it does not remove deductibles, coinsurance, exclusions or waiting periods.

Premium

The premium is the price quoted for the selected cat, location and coverage settings. Because those inputs affect price, the sources reviewed do not establish a sufficiently grounded, current average premium for cats in 2026. Treat each price as a personalized quote and compare it with the matching policy terms.

Provider examples—and what the available information establishes

The names below are options to investigate, not a universal ranking. General provider pages and editorial comparisons do not establish every current state-specific term, price or eligibility rule. Verify the actual quote and contract before deciding.

Those are provider descriptions, not a guarantee that every bill is reimbursed at that rate. Trupanion says policy terms vary by state and remain subject to deductibles, coinsurance, exclusions, waiting periods and potentially additional riders.
MetLife Pet MetLife Pet says some curable pre-existing conditions may be considered, depending on factors such as symptom- or treatment-free periods or whether a later event is unrelated. It says chronic pre-existing conditions are generally excluded. This is a policy-specific possibility, not a promise that a previously diagnosed condition will be covered. Ask how the applicable policy defines a curable condition and how medical records will be reviewed.
Other names in Cats.com’s 2026 comparison Cats.com lists Lemonade, CarePlus, Embrace, Figo, Pumpkin, Fetch, Nationwide, Pet Assure and others among its comparison options. A listing is editorial evidence that these options were considered, not proof that each is a fit or available for your cat and location. Compare live quotes and contract terms directly.

Cats.com says it requested more than 25 quotes and compared rates, policies and customer service using a fictional three-year-old domestic shorthair in Chicago. Those are the publisher’s described methods; they do not show that the quotes have been independently reproduced here or that the results apply to a different cat, ZIP code or policy date.

Pre-existing conditions and waiting periods

Most pet insurance companies exclude pre-existing conditions, and the National Association of Insurance Commissioners (NAIC) also notes that hereditary or congenital conditions are commonly excluded. The important question is how the policy defines a pre-existing condition: some contracts consider signs or symptoms documented before coverage starts, even if a formal diagnosis comes later.

Do not assume that enrolling after a diagnosis will make treatment for that diagnosis eligible. If your cat has a prior condition, ask the insurer how it reviews veterinary records, whether it distinguishes curable from chronic conditions, and what evidence or symptom-free period it requires. MetLife Pet describes circumstances in which some curable conditions may be considered, but only the applicable policy and its review can determine eligibility.

Waiting periods are also plan- and location-dependent. NAPHIA gives 36 or 48 hours for accidents and 14 or 21 days for illnesses as typical examples—not guarantees or universal market standards. A condition that arises or shows symptoms during a waiting period may affect coverage under the contract, so check the exact rules before relying on a policy.

How claims affect your cash flow

Many policies work by having you pay the veterinarian first, then submit a claim for eligible expenses. Some providers advertise direct payment to a veterinarian, but availability can depend on the insurer’s process, the plan and the clinic. Pets Best’s site describes reimbursement after the deductible, while MoneyGeek discusses its direct-vet-payment feature. Ask the provider and your clinic how payment would work for your specific policy before treating direct payment as available.

When comparing claims processes, find out how to submit records and invoices, what documentation is required, and whether the insurer can pay the clinic directly in your circumstances. These details matter if you could not comfortably cover a large bill while waiting for reimbursement.

Is cat insurance worth it?

Insurance can help a household manage eligible veterinary costs, but whether a policy is worthwhile for one cat cannot be determined from market growth or a sample quote. Consider the premium over time alongside the deductible, reimbursement rules, payout limits, exclusions and your ability to pay for care without insurance. A plan with no annual payout limit, for example, may still leave substantial costs to you through its other terms.

NAPHIA reports that 7.6 million pets were insured in North America at the end of 2025, up 8.5% from 7.03 million in 2024. That is a pets-wide figure—not a count for cats alone—and it does not show whether insurance is financially worthwhile for a particular owner.

Questions to ask before choosing a plan

  • What deductible, reimbursement rate and annual or lifetime limit apply to this exact quote?
  • How does the policy define pre-existing conditions, including symptoms or treatment during a waiting period?
  • Can any curable condition later qualify, and what conditions or symptom-free periods apply?
  • What are the separate accident and illness waiting periods in my state?
  • Are exam fees, dental illness, prescriptions and hereditary or congenital conditions covered, and are any of them optional add-ons?
  • Do I pay the veterinarian first, or can this plan pay the clinic directly under specified conditions?
  • Could changing insurers affect coverage for a condition my cat has already been treated for?
