A puppy should generally ride restrained in the rear seat, not in the front passenger seat. A deploying front airbag can seriously injure a small passenger; applying that human-occupant hazard to puppies is a cautious safety inference, not a dog-specific NHTSA rule. Use a restraint designed for pet travel and appropriate for your puppy and vehicle.
Why the rear seat is the safer choice
NHTSA explains that frontal airbags deploy rapidly and can cause serious or fatal injury when an occupant is too close to, or directly contacts, the deploying airbag. Its advice to place children under 13 in the rear seat is specifically about children, not dogs. The airbag hazard is still a reason to keep a puppy out of the front passenger seat as a prudent safety measure. See NHTSA’s airbag guidance.
Pet-specific evidence also raises concerns about front-seat placement in the context of products examined in the Center for Pet Safety’s 2015 travel-seat pilot study. How to secure a puppy in the car
- Choose a pet-specific restraint. Depending on the puppy and vehicle, that may be a suitable car harness, carrier, or travel crate. Check fit, including whether the product’s size range suits your puppy now and as it grows.
- Check the exact model and certification. Look up the specific product and size in the Center for Pet Safety’s current certified-product directory. Listings can change, so confirm the listing is current.
- Follow the installation instructions. Use the attachment method specified by the restraint maker and follow the vehicle’s instructions, too. A suitable restraint can still be compromised by an unsuitable connection or installation.
- Use the rear seat when feasible. Avoid placing the puppy close to the front passenger airbag.
A walking harness or “crash-tested” label is not enough
Do not attach a travel restraint to a collar or ordinary walking harness. The Center for Pet Safety warns that these are not suitable crash-safety connections. Its 2013 harness study results, updated with a note in October 2018, also illustrate why performance can vary between products. These are historical test results, not a new evaluation of every restraint currently on the market.

“Crash-tested” by itself does not establish that every size, installation, or connection method is safe. The complete setup matters: the restraint, its attachment to the vehicle, and the way it fits the puppy. Avoid extension tethers and zipline-style products as a workaround; the Center for Pet Safety’s historical testing warned that added extension can increase movement and undermine restraint performance.
Does the law allow a puppy in the front seat?
That depends on the jurisdiction. The NHTSA guidance discussed here covers airbags and human occupant protection; it does not establish a nationwide dog-specific rule about front-seat placement. Pet-restraint requirements and restrictions can vary by state or country, so check the current law where you are driving rather than assuming the seat position is universally legal or illegal.

What to check before choosing a restraint
- Whether the exact product and size have a current independent certification listing.
- Whether the product fits your puppy and remains suitable as the puppy grows.
- Whether you can install it using the vehicle and product makers’ instructions.
- Whether the setup avoids collar or walking-harness attachment and excessive tether extension.
- Whether rear-seat placement works in your vehicle.
The Center for Pet Safety directory includes harnesses, carriers, and crates. A listing is a useful starting point, not a guarantee that a particular product will fit every puppy or vehicle.
