Sometimes—but there is no universal rule. Whether your tortoise can travel depends on the operator, each mode and route in your trip, the time you travel, and whether your carrier meets that operator’s requirements. Check the current rules for every leg before leaving; a policy that allows pets on a bus may still prohibit them on a train.
Why the answer depends on your exact trip
Public transportation policies are set by individual operators, and some operators apply different rules to different services. The word “pet” may include reptiles under one policy, while another policy may not say whether a tortoise is covered. Even when an animal is allowed, the operator may require a particular kind of container, limit when pets can travel, require staff permission, or refuse boarding in certain circumstances.

That means the practical question is not simply whether tortoises are allowed on public transportation. It is whether your tortoise is allowed on each service you plan to use, in the carrier you plan to bring, at the time you plan to travel. Check transfers, replacement services and any separate station or terminal rules as well as the main ride. Do not assume that one agency’s permission applies to a connecting service run by another operator.

| Transport for NSW | Pets are prohibited on metro, train and coach services. Some buses, ferries and light rail services may allow pets subject to conditions, including permission and containment; capacity or nuisance can still prevent boarding. Transport for NSW animal and pet guidance |

How to check whether your tortoise can make the journey
Use the operator’s current animal or pet policy rather than relying on a general search result, an old trip report or a rule from a neighboring city. If a policy does not explicitly mention reptiles or tortoises, ask the operator directly. A policy that lists dogs and cats without explaining other animals does not, by itself, confirm that a tortoise is accepted.
- List every leg. Write down the operator and mode for each bus, train, tram, ferry, metro or coach in the itinerary, including transfers and any rail-replacement service. A service can have a different rule from another mode run by the same agency.
- Find the rule for each leg. Look for the operator’s official animal policy or by-law. Confirm that it covers reptiles or ask whether a pet tortoise counts as an allowed animal. Check the relevant route and service, not just the network-wide headline.
- Check time and permission conditions. Look for peak-hour restrictions, off-peak windows, weekday versus weekend rules, advance approval, and permission from the driver or staff. If the rule is unclear, contact the operator before travel rather than treating silence as approval.
- Match the carrier to the exact requirements. Check whether the container must be enclosed, covered, lidded, secure, a particular size, or small enough to fit on your lap or under a seat. Ask about placement and any limits on how many animals or containers one person may bring.
- Check access and practical restrictions. Find out whether the rule also applies at stations or terminals, and whether there are route exclusions, separate stroller rules, capacity limits or circumstances in which staff may refuse boarding. Confirm how the rule applies if a disruption changes your planned service.
- Keep the confirmation usable. Note the policy or the answer you received, when you checked it, and which service it covered. If the trip or carrier changes, recheck: approval for one itinerary does not necessarily cover a different mode, time or container.
Policies can change. The official pages linked above were accessed on October 13, 2026; that date is not a guarantee that a rule will remain the same on your travel date. Verify it with the operator before setting out.
What kind of carrier may be required?
Across the cited policies, secure containment is a common condition, but “carrier” is not a single universal specification. One agency may require an enclosed container, another may specify a lid or cover, and another may impose dimensions or placement rules. A carrier accepted on one system may be too large, insufficiently enclosed or otherwise unsuitable on another.

Choose a secure, fully contained carrier only after checking the operator’s requirements. Keep it out of seats and aisles, and make sure it does not block passenger movement or an emergency exit. If the rule requires the container to fit on your lap or under a seat, do not assume that a larger pet carrier or a pet stroller will be accepted. The carrier must satisfy the operator’s actual rule, not merely seem manageable to you.
California’s Department of Food and Agriculture issued state best-practice guidance on allowing pets on public transit on August 12, 2021. It includes reptiles such as turtles among examples of small pets and discusses lap-sized carriers. This is guidance, not a universal passenger policy or approval of a particular carrier model. California best practices for allowing pets on public transit
Osaka Metro is a direct example of a policy that expressly names reptiles and calls for an appropriate lidded container. That does not make every lidded box acceptable on every system; the operator’s other containment, size and placement requirements still matter.

Why permission can still be refused
Being within a pet policy does not always guarantee boarding. Some rules give staff or drivers discretion, particularly when a vehicle is crowded or an animal causes a nuisance. NSW, for example, makes conditional allowances on certain modes but says capacity and nuisance can still prevent travel. Toronto’s by-law also requires that an animal not inconvenience or endanger passengers or staff.
Plan around those conditions rather than treating a pet policy as a reservation. Follow any permission process in advance, allow time for a refusal or service change, and do not board if the carrier would obstruct a passageway or exit. If an employee declines boarding, ask what rule applies and whether another eligible service or time is available; do not assume the same exception applies across the network.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A pet tortoise is not automatically a service animal
In the United States, Federal Transit Administration guidance distinguishes pets from service animals under the Department of Transportation’s definition. Transit entities must permit qualifying service animals accompanying people with disabilities. An animal whose function is only to provide comfort does not meet that training-based definition, and local operators decide whether to accommodate ordinary pets. A tortoise does not qualify for a service-animal exception merely because it is a pet or provides comfort. Federal Transit Administration civil rights and ADA FAQs

This explanation is limited to the cited U.S. federal guidance. Other countries have their own laws and definitions. Do not rely on a service-animal rule to resolve a pet question; check the local rules that apply to the trip.
Transit permission is not a tortoise travel-care standard
Transit policies answer whether an animal may board and how it must be contained. They do not establish whether a particular carrier is suitable for your tortoise, whether the conditions are appropriate for that individual animal, or how long a journey is safe. The cited transit guidance does not provide a tortoise-specific care standard.

If the policy is unclear or the trip cannot be made as planned
When “pet” is not defined, the operator has not addressed reptiles, or the carrier dimensions are ambiguous, get an answer from the agency responsible for that service. Describe the animal as a tortoise, identify the mode and route, and give the carrier’s dimensions and design. Ask about the travel time, permission, placement and any transfer or replacement-service conditions. A general answer about pets may not settle a specific question about a tortoise in a particular container.
If a service is crowded, a staff member refuses boarding under the policy, or a disruption places you on a different operator’s vehicle, do not assume the original approval carries over. Check the rule for the service actually offered and ask staff how to proceed. If you cannot confirm that the animal and carrier are accepted, do not set out on the assumption that you can resolve it at the platform or onboard.
The most useful comparison when planning is therefore between the rules for each leg: allowed animal category, carrier design and dimensions, placement, permitted hours, permission requirements, and the operator’s ability to refuse boarding because of crowding or nuisance. Differences among NSW, Toronto, Auckland, Osaka and the other examples show why a rule from one city cannot answer for another.
