Animal shelters can support staff well-being most effectively by changing workplace conditions as well as offering individual and peer support. Adequate staffing, manageable intake, clear boundaries, fair and transparent decisions, and access to confidential help matter; self-care cannot make chronic understaffing or work beyond a shelter’s capacity harmless.
Animal-care work can bring meaning and satisfaction, but also exposure to suffering, difficult euthanasia-related duties, long hours, financial strain, and ethical conflict. The mix varies by role and workplace. The Association of Shelter Veterinarians regards staff well-being as essential to shelter medicine and community animal health.

What do burnout and compassion fatigue look like in animal welfare work?
Burnout, secondary traumatic stress, compassion fatigue, moral distress, grief, and fatigue are related but distinct ways people may describe work strain. The terminology is not used consistently across studies, so a single label does not capture every worker’s experience. Secondary traumatic stress refers to distress associated with exposure to others’ trauma; moral distress can arise when a worker believes they know the ethically appropriate action but workplace constraints prevent it.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThese pressures can coexist with commitment to animals and satisfaction in the work. A 2016 systematic review of 12 studies covering shelters, veterinary clinics, biomedical research facilities, and mixed animal-related occupations found higher work stress and lower job satisfaction among personnel directly engaged in euthanasia. The review also suggested possible links with turnover and psychological distress; it does not establish that these outcomes occur for every worker or prove a universal cause-and-effect relationship.

In a 2021 review, Janet Hoy-Gerlach, Mamta Ojha, and Phil Arkow discuss moral injury, secondary trauma, compassion fatigue, and burnout among shelter workers. They identify veterinary social work in shelters as one potential support, while noting that intervention research remains small and emerging.
What do the available figures tell us—and what do they not?
Measures of Well-Being in U.S. Animal Shelter Staff During 2023, published in the Journal of Shelter Medicine and Community Animal Health in 2024, surveyed 243 U.S. shelter staff using PROMIS and Professional Quality of Life (ProQOL) measures. Respondents’ mean anger, anxiety, depression, and fatigue scores were in the mild-to-moderate range and above those of the general U.S. population. ProQOL score ranges were:

| Measure | High range | Moderate range | Low range |
|---|---|---|---|
| Burnout | 53.5% | 32.1% | 14.4% |
| Secondary traumatic stress | 90.9% | 8.2% | 0.8% |
| Compassion satisfaction | 49.4% | 39.1% | 11.5% |
These are percentages of the 243 survey respondents in the study, not representative prevalence estimates for every shelter employee or animal-care worker. The compassion satisfaction results are important alongside the strain scores: positive meaning in the work can coexist with substantial burnout or secondary traumatic stress. The 2016 systematic review’s 12 included studies used inconsistent terminology and definitions, another reason not to treat one survey as a universal measure of the field.

How can shelters reduce workplace sources of strain?
The Association of Shelter Veterinarians recommends approaching well-being across physical, psychological, and financial domains. The practical priority is to make the work safer and more sustainable, rather than relying on workers to absorb preventable pressures.

- Align intake and staffing with capacity for care. Review whether the number of animals accepted, available staff, facilities, and time allow the organization to provide appropriate care. Operating beyond capacity can intensify workload and ethical strain.
- Set fair compensation and workable schedules. The Association recommends compensation aligned with other veterinary sectors, clear work and on-call hours, and respect for off-duty time. Clarify coverage and recovery time so availability is not an unspoken, indefinite expectation.
- Make difficult decisions transparent and shared. Establish consistent decision processes, including for euthanasia, and give workers safe ways to raise ethical concerns. The Association identifies ethical strain, interpersonal conflict, public scrutiny, and limited access to mental-health care as relevant pressures.
- Share emotionally difficult duties fairly. Rotate euthanasia duties where feasible instead of repeatedly assigning them to the same people. Training and clear procedures can help workers understand expectations and participate in decisions.
- Build a culture that supports well-being. Leaders can make support options known, address conflict, and involve staff in decisions that affect their work. This is an organizational responsibility, not a substitute for adequate resources.
These are professional recommendations, not interventions proven to work identically in every shelter. Leaders can use the following questions to identify where practice and policy need attention:
- Do staffing levels and animal intake reflect the organization’s actual capacity for care?
- Are shift lengths, on-call expectations, and recovery time clear?
- Can staff raise ethical concerns without fear of retaliation?
- Are euthanasia duties and other difficult assignments distributed fairly?
- Do employees know which confidential support services and benefits are available?
- Are volunteers and new workers trained in relevant safety practices?
How should shelters approach physical safety and mental well-being?
Physical hazards and psychological strain are both workplace concerns, though occupational-safety guidance is not a substitute for clinical mental-health care. The National Institute for Occupational Safety and Health (NIOSH) recommends a comprehensive written safety and health program tailored to the workplace. Its elements include management leadership, worker participation, hazard identification and assessment, prevention and control, education and training, and evaluation and improvement.

NIOSH’s hierarchy of controls generally prioritizes eliminating a hazard, substituting a safer option, using engineering controls, and then administrative controls before relying on personal protective equipment (PPE). Hearing protection in a barking shelter is one example of PPE. The broader lesson is to assess hazards and control them systematically, rather than treating protective equipment or individual coping as the whole solution.
What can workers and peers do alongside organizational changes?
Individual coping and peer connection can complement workplace changes, but should not be presented as a cure for excessive workload, inadequate staffing, or unsafe conditions. NIOSH advises workers to monitor their own and coworkers’ mental well-being and points to American Veterinary Medical Association well-being resources. A colleague or supervisor can check in, listen without judgment, and help someone locate support; they should not be expected to provide therapy.

Support access varies by profession and location. VIN Foundation describes VETS4VETS as a confidential, no-cost resource for veterinarians; it is not described as a service for every shelter role. Its broader resource list includes country-specific options, so workers should check eligibility and geographic availability. Shelters may also consider whether veterinary social-work support is accessible, in light of the potential strategy discussed in the 2021 review.
