How many cats are killed in U.S. shelters?
Best Friends Animal Society’s 2025 National Shelter Data Report puts the number at 187,000 cats. Its comparison figure for 2016 is 683,000, making the reported decline 72.7% over that period. The headline’s “75%” is a rounded description of this cat-specific comparison—not an exact percentage or a claim about all animals.

There is an important definition behind the 2025 figure: Best Friends calls it the “lifesaving gap.” It represents how many more pets would have needed to be saved for every shelter to reach a 90% save rate. It is not a count of every pet that loses its life in a U.S. shelter. Read the report’s metric and 2025 shelter data with that distinction in mind.

How does that compare with the longer decline in shelter euthanasia?
The ASPCA describes a separate, broader trend: around 15 million cats and dogs were euthanized in shelters annually in the 1970s, compared with fewer than 1 million today. The ASPCA’s public position statement does not give a publication date for that historical estimate.

These figures provide context, but they are not points in one directly comparable series. The ASPCA estimate covers cats and dogs across a much longer period; Best Friends’ comparison is specifically about cats from 2016 to 2025, and its 2025 figure is a gap-to-target measure. Differences in species, years, shelter coverage, definitions and whether a figure estimates outcomes or a gap all matter when comparing shelter statistics.
What helped reduce shelter cat deaths?
The ASPCA credits the long-run decline to several approaches working together, rather than to one intervention. It identifies wider access to and acceptance of spay/neuter programs, progressive shelter policies, community outreach and pet-owner support, robust adoption efforts, and increased funding and public support. The cited statement does not assign a separate share of the decline to each factor, so it does not establish that any one approach caused the 72.7% drop in the Best Friends cat comparison.

What can people do to ease pressure on shelters?
The ASPCA points to three practical ways to reduce pressure: help pets stay in loving homes, reduce barriers to adoption, and help lost pets return to their families. These are useful actions in their own right, but the ASPCA does not quantify how much each one contributed to the 2016–2025 cat trend.
- Support pet retention: If someone is struggling to keep a pet, local shelters and animal-welfare organizations may be able to direct them to support services.
- Make adoption more accessible: Consider adoption and learn whether a local shelter or rescue offers options suited to different homes and circumstances.
- Help reunite lost pets: Check local shelter and lost-pet resources when an animal is missing or found, so a pet can be matched with its family.
- Ask locally about prevention services: For spay/neuter access or community cat support, contact a local shelter or animal-welfare organization to learn what services are available in your area.
