The safest cat-disaster plan is made before a warning: choose a destination outside the affected area, keep your cat indoors, train the cat to enter a labeled carrier, stage food and water for at least a week, and keep identification, medical records and helpers ready. The American Veterinary Medical Association (AVMA) provides the veterinary planning guidance here, with animal-welfare and government recommendations from the ASPCA, CDC and FDA. Shelter rules and evacuation resources vary by incident and location, so confirm them with local authorities and each facility before you need them.
The 12-step plan at a glance
- Write a household evacuation and communication plan.
- Confirm cat-friendly destinations before an emergency.
- Bring the cat indoors at the first sign or warning of danger.
- Keep a suitable carrier accessible and practice using it.
- Assemble a waterproof, easy-to-carry grab-and-go kit.
- Store enough food, water and prescribed medication for the period your plan requires.
- Pack litter and sanitation supplies.
- Keep collar identification and microchip registration current.
- Carry ownership, medical and contact records plus a recent photo.
- Give a trusted helper your plan and keep essential contacts together.
- Add familiar bedding, toys or treats to reduce stress.
- Use a reunification process immediately if you and your cat are separated.
1. Make a household disaster plan
Start with a written plan that answers four questions: where will your cat go, how will everyone get there, who can help if nobody is home, and where will household members meet? Choose a destination outside the threatened area rather than assuming the nearest public shelter will accept animals. The AVMA’s planning guidance is available at Pets and disasters.

Choose a route and meeting point
List a primary route and an alternate route to the destination. Include a meeting point for family members who are separated when an evacuation begins. Keep the plan usable if roads, bridges or public transportation close; identify who can transport the cat and who will carry the kit.

Assign responsibility before a crisis
Name the person responsible for catching and securing the cat, the person who takes records and medication, and the person who contacts the destination. Give a trusted neighbor or friend written permission and instructions to act if nobody is home. Practice leaving with the cat and supplies so a real evacuation does not become the first attempt.

2. Confirm pet-friendly destinations in advance
Make a list of hotels, friends or relatives, boarding facilities and animal shelters that may accept cats. Call each one and ask about cat acceptance, carrier requirements, fees, vaccination or identification rules, maximum stay and current capacity. The AVMA and the ASPCA both caution that emergency shelters may not allow pets and that incident-specific space cannot be assumed. The ASPCA’s current checklist is at Disaster Preparedness for Pets: What to Plan and Pack.
Evaluate more than distance
A destination is useful only if it is outside the hazard area and realistically accessible. Consider whether it can provide food, water, litter and veterinary care, and whether the cat can remain safely separated from unfamiliar animals. Ask how the facility handles a power outage, changing evacuation zones or an extended stay.
Confirm locally, not just online
Web listings can be outdated during a rapidly changing incident. Reconfirm availability when a warning is issued, and follow local evacuation orders even if your preferred destination becomes unavailable. Keep at least one backup destination and its telephone number in the kit.
3. Bring the cat indoors as a threat approaches
Bring the cat inside at the first sign or official warning of a potential disaster. Outdoor cats can disappear when frightened, and searching for one after roads close can delay evacuation. The AVMA states: “Remember: Bring all pets indoors at the first sign of a potential disaster situation so all pets are accounted for if you need to evacuate.” Read the guidance at AVMA Pets and disasters. The ASPCA also advises bringing pets indoors early through its Disaster Preparedness guidance.
Once indoors, close windows and exterior doors, check hiding places and keep the cat in a calm, secure room until the carrier is ready. Do not wait for visible damage or a mandatory evacuation if authorities have told residents to leave.
4. Keep a carrier ready and make it familiar
Have one secure carrier for every cat. It should provide containment, allow the cat to stand and turn around, be portable enough for the person carrying it, and be in good repair. Label the carrier with your name, telephone number and an alternate contact. Keep it where you can reach it quickly rather than buried in storage.

Practice before travel is urgent
Leave the carrier accessible during ordinary days and help the cat become comfortable entering it. Short, calm practice sessions are safer than introducing a carrier during a fire, flood or storm. The FDA recommends getting pets used to a crate or carrier even when no travel is planned; its guidance is at Take Care of Your Pets Before Disaster Strikes.

5. Build a grab-and-go kit
Put the supplies in an easy-to-carry, waterproof container near an exit. The CDC’s checklist, Build a Pet Disaster Preparedness Kit, supports keeping the kit together and ready to move.
Core contents
- Cat food in its usual form and a manual can opener if the food requires one.
- Drinking water, plus bowls that will not spill easily during transport.
- All prescribed medication, with written veterinary directions.
- A basic first-aid selection chosen with your veterinarian.
- Litter, a tray or disposable pan, a scoop, waste bags, paper towels and suitable cleaning supplies.
- The cat’s carrier, labeled with contact details.
- Waterproof paper copies and an accessible digital backup of records.
- A familiar blanket or bedding and, when useful, a favorite toy or treats.
Store food, medication and other items according to their labels. Replace anything damaged, expired or opened, and keep a note of the kit’s next review date.
6. Store adequate food, water and medication
Official organizations give slightly different quantities. Treat these as planning recommendations, not a single regulatory standard, and adjust for the number of cats, medical needs, climate and the time you may be unable to resupply.

Rotate rather than stock once
Feed from the oldest stored food first and replace it with fresh food. Check water containers for leaks and follow expiration or storage directions. Request refills before the medication supply becomes urgent, and ask your veterinarian how to maintain treatment if evacuation lasts longer than expected.
7. Pack litter and sanitation supplies
A cat may refuse an unfamiliar toilet setup when stressed, so pack the litter normally used whenever feasible. Include enough litter for the planned duration, a disposable or portable tray, a scoop, waste bags, paper towels and cleaning products appropriate for the surfaces and hazard involved. Keep these items in the same container as the food and water so the kit is complete when moved.
At a shelter or hotel, place the tray in a quiet, secure area away from food and water. Follow facility rules for waste disposal and never release a cat outdoors in an unfamiliar location.
8. Keep identification current
Use a current collar ID when it is safe and suitable for your cat, and have a registered microchip. Check the registry record regularly, especially after changing your telephone number, address or emergency contact. Put your contact information on the carrier as well. A microchip helps identify a cat only when the registry information is accurate and someone checks it.
9. Prepare records and recent photos
Pack proof of ownership, vaccination and medical records, medication instructions, the microchip number and registry contact, and telephone numbers for your veterinarian and pharmacy. Include a recent, clear photo that shows the cat’s face and distinctive markings. Keep waterproof paper copies with the kit and an electronic backup that you can reach without the original device.
The AVMA also suggests considering a signed veterinary treatment authorization for a caregiver. Ask your veterinarian what wording and limits are appropriate before an emergency, especially if another person may need to approve treatment.

10. Create a helper and contact plan
Give a trusted neighbor or friend the written plan, the kit location and permission to transport or obtain care for the cat if you are unavailable. Make sure the helper knows where the cat normally hides, how to secure the carrier and which medications are time-sensitive.

- Your regular veterinarian and an alternate veterinary clinic.
- Boarding facilities and confirmed cat-friendly lodging.
- Local animal control and animal-shelter contacts.
- The microchip registry and your pet-insurance or pharmacy contact, if applicable.
- The household’s primary and alternate emergency contacts.
Call facilities before relying on them; capacity and admission rules can change during an incident.
11. Add familiar comfort items
Stress does not end when the cat reaches safety. Pack a familiar blanket, bedding, toy or treats when those items can be transported safely. Familiar smells can make a temporary room, shelter enclosure or hotel less strange. The ASPCA includes familiar items in its 2026 go-bag recommendations at its current checklist.
Keep comfort items clean and free of loose parts that could be swallowed. Do not trade away the cat’s secure containment for comfort; the carrier and closed room remain the primary safeguards.
12. Start reunification steps immediately if you are separated
If your cat is missing, notify the microchip registry that the cat is lost and verify the telephone number attached to the record. Contact local animal shelters, animal control, veterinary clinics and established lost-and-found networks. Give them the recent photo, microchip number, color and markings, the location and time last seen, and your current contact details.
Do not assume that a registry will locate the cat automatically. Registries depend on current information and on a shelter, clinic or finder scanning and reporting the microchip. Keep checking with local organizations as conditions change, and beware of anyone demanding payment before providing credible identification.

What to do when an evacuation warning is issued
- Read the current local order and confirm which zones must leave and by when.
- Bring the cat indoors, close escape routes and place the carrier where it can be reached.
- Call the primary destination, then the backup, to confirm they still accept cats.
- Load the carrier, kit, records and medications before roads become congested.
- Travel with the cat secured in the carrier; do not allow free roaming in a vehicle or unfamiliar building.
- At arrival, keep the cat in a closed room or enclosure and provide water, food and the familiar litter setup.
These actions apply the AVMA, ASPCA, CDC and FDA planning principles; local authorities determine the evacuation order and available public facilities.
Common failure points and practical fixes
The emergency shelter refuses pets
Use the pre-confirmed hotel, friend, boarding facility or animal shelter instead. Because public-shelter eligibility varies, maintain a backup destination and do not wait until the last minute to call.
The cat will not enter the carrier
Begin acclimation well before hurricane, wildfire, flood or severe-weather season. Ask your veterinarian for handling guidance suited to your cat rather than improvising medication during an evacuation.
Recommended Free Tools
Supplies are split between rooms
Move food, water, litter, records, medication and the carrier into one labeled, waterproof kit near an exit. A kit that cannot be carried quickly is not ready for evacuation.
A caregiver cannot find the records
Give the caregiver the plan and kit location in advance, and maintain both waterproof paper copies and a reachable digital backup. Include written medication directions and treatment authorization if your veterinarian recommends it.
The cat escapes after arrival
Keep the carrier closed until you are inside a secure room, then keep doors and windows closed. Use the identification and reunification steps immediately if the cat gets out.
How veterinary guidance applies to your individual cat
AVMA’s checklist provides a foundation for household planning, while ASPCA, CDC and FDA add practical animal-welfare and preparedness details. Your own veterinarian must tailor medication quantities, first-aid contents, behavior support, diet changes and travel precautions to your cat’s age, health and prescriptions. Recheck the plan after a diagnosis, medication change, move, new household member or change in local hazards.
