In a report published the day before, PerthNow said Cat Haven was concerned its generator might not support essential operations, including care for kittens in neonatal incubators. The report described the charity’s preparations and Western Power’s explanation; it did not establish what ultimately happened.
Why Cat Haven expected a serious disruption
PerthNow reported that the planned power outage was for network upgrades. Western Power’s spokesperson said Cat Haven had been notified on February 27, 2025, and that 30 other customers would also be affected. The report did not state the expected outage duration in hours.

Electricity was needed across the shelter, veterinary clinic and essential medical equipment. Some kittens were in neonatal incubators. Cat Haven CEO Roz Robinson described a site with five cat sheds and a theatre, with consultations booked for the following day. Staff did not know whether the generator could handle the site’s load.
Cat Haven marketing and fundraising manager Amber Ashford told PerthNow: “We just hope we can get through the day with the generator being able to cope with our load.”

How the planned outage could affect adoptions and veterinary care
Saturday was Cat Haven’s busiest adoption day, and the charity had consultations and surgeries planned. Robinson said that if the generator was inadequate, those services could be disrupted. Cat Haven was also concerned that missed adoptions could affect its ability to take in more cats the following week. These were anticipated risks at the time of the report, not confirmed outcomes.
Robinson told PerthNow: “We’ve got a large site here. We’ve got five sheds of cats. We’ve got a theatre. We had consults booked for tomorrow. We just don’t know if the generator is going to be adequate, so we’ve had to source a separate site to move cats out to do so we can adopt them out.”

Cat Haven’s plan to keep adoptions going
Swan Settlers Market in the Swan Valley offered its hall for adoptable cats, giving Cat Haven an alternative place to hold adoptions. The report does not describe the market as Cat Haven’s regular adoption centre. Moving animals, however, could itself be stressful for them. Cat Haven also planned to direct available generator capacity toward essential operations at its own site.

What Cat Haven and Western Power said
Cat Haven said it had appealed several times for the outage to be moved until after work hours, but the plan had not changed by the time PerthNow published its report. Robinson said after-hours work would have avoided disruption to the key adoption day and planned surgeries. She described the impact from the charity’s perspective as “a major, major disruption”.

For context, the spokesperson described general assistance of up to $1,000 toward generator hire or purchase for eligible small businesses when planned outages cannot be avoided. The $2,000 figure was the spokesperson’s stated offer to Cat Haven in this instance, not the general assistance limit.
