Usually, steam cleaning is not the right first treatment for cat urine on carpet. The Carpet and Rug Institute advises against using a steam cleaner on urine spots because heat can set the stain and smell. Blot up fresh urine, use a carpet-compatible pet-urine cleaner exactly as directed, and escalate if odor persists or has reached the carpet pad. This is veterinary and carpet-care guidance—not a set of steps formally approved by veterinarians.
Why steam cleaning can leave the smell behind
The Carpet and Rug Institute (CRI) says not to use a steam cleaner on urine spots, warning that heat can set the stain and smell. Its home-care guidance instead recommends extracting the spill with a wet vacuum and rinsing with cool water. The advice is specifically about urine spots; it does not establish that every professional hot-water extraction process has the same result.

Odor can persist when urine has not been completely removed. CRI notes that some products may only mask the smell, which can return in high humidity. Urine can also affect carpet dyes and weaken the bond between carpet layers. The extent varies with the urine, carpet materials and treatments, and how long the urine has been there. 1. Blot promptly; do not scrub
Press clean white paper towels or a cloth into the spot, replacing them as they absorb liquid. Blot rather than scrub: scrubbing can damage carpet fibers. Ohio State University Veterinary Hospital and CRI both recommend blotting as part of cleanup. Ohio State’s cat-urine cleanup guidance gives a veterinary-hospital cleanup sequence.

2. Use a carpet-compatible cleaner made for pet urine
After removing as much liquid as possible, use an enzymatic cleaner intended for pet urine on carpet, following that product’s application and dwell-time instructions. Check the carpet manufacturer’s care guidance and test the cleaner in an inconspicuous place first. Products and carpet materials differ; no cleaner is established as suitable for every carpet or every stain. CRI recognizes enzyme-based treatments, and Ohio State recommends an enzymatic cleaner after its cleanup steps.
3. Avoid steam on the spot and avoid ammonia cleaners
Do not apply steam to the urine spot. Ohio State warns against ammonia or ammonia-based products on carpet because the smell may attract the cat back to the area. Cornell also advises avoiding ammonia and vinegar cleaners in house-soiling cases. Follow the carpet manufacturer’s instructions and the cleaner label rather than combining treatments. Cornell’s house-soiling guidance says cleanup is most effective soon after an accident and that odor must be neutralized, not merely deodorized.

4. Get help when odor is deep or persistent
If the odor remains after careful cleaning, urine may have reached the backing, pad, or material below the carpet. CRI recommends contacting an experienced certified carpet-cleaning firm when needed. Ohio State advises that bad odor with repeat soiling despite cleaning may require replacing the pad and cleaning below the carpet. Chronic contamination can sometimes require replacing carpet pads or baseboards; outcomes depend on how far urine penetrated and whether materials were damaged.
When repeated accidents need a veterinary check
A cat that repeatedly urinates outside the litter box should not be assumed to be acting out of spite. Cornell advises veterinary examination and appropriate diagnostics because medical problems can interfere with normal urination. Cleaning the location and investigating the cat’s health address different parts of the problem.
