For pet owners within Greater Chennai Corporation (GCC) limits, news reports say abandoning a dog or cat in a public place can draw a ₹10,000 penalty from October 2026. LiveMint also reports a ₹5,000 penalty for keeping an unlicensed pet and ₹500 for a dog off leash in public. GCC’s own veterinary information lists a ₹50 pet-licence fee. The ₹10,000 penalty and its start date are reported by news outlets; the primary GCC resolution or enforcement order was not located, so confirm current requirements with the Corporation.
What fines are reported in Chennai?
LiveMint’s 6 October 2026 report says GCC approved a ₹10,000 penalty for abandoning registered or microchipped dogs and cats in public places, with enforcement beginning in October 2026. DT Next reported the ₹10,000 penalty and October start on 25 September 2026, describing the rule as applying to pets abandoned in public. Because the reports describe the scope somewhat differently and the primary order was not located, owners should not treat either account as a substitute for the current GCC notice.
LiveMint also reports a ₹5,000 penalty for keeping an unlicensed pet and ₹500 for a dog off leash in public. These amounts and their current application should be confirmed with GCC before relying on them. LiveMint’s report and DT Next’s report provide the available published accounts.
Is a pet licence mandatory in Greater Chennai?
GCC’s veterinary information says pet owners should obtain a licence to keep a pet and lists a ₹50 licence fee. The Corporation’s online services portal also lists “Pet Animal Licence.” The veterinary page says GCC issued 9,115 pet-animal licences in 2024. Check the GCC veterinary information page and GCC services portal for current application steps, eligibility and fee details; the available information does not establish whether those details have changed since the page was published.

Why microchipping can help identify a lost or abandoned pet
A microchip is a small implanted identifier, not a GPS tracker. The identification method described in the reporting is to scan the chip and connect its number with owner or veterinary records. That can help identify an animal, but it does not locate the animal remotely or guarantee that a lost pet will be recovered.
Dr Rina Dev, a veterinarian and founder of Riwild Sanctuary, told LiveMint that vets record patients’ microchip numbers in their data, which can make coordination easier if a dog is found lost or abandoned. Her explanation to LiveMint describes the practical value as linking the scanned identifier to records, rather than tracking the pet’s location.

Microchip versus collar or ID tag

GCC says its veterinary services include pet clinics at several locations, treatment and anti-rabies vaccination free of cost, and activities involving microchipping and QR-code collars. For a licence or details of veterinary services, start with the GCC veterinary information page and its online services portal. Confirm the current rules directly with GCC, particularly before acting on the reported penalties.
