In February 2018, police and animal-welfare activists rescued cats in Chennai after People for Animals (PfA) alleged that some captured cats were being sold to eateries as mutton. The allegation prompted a debate about animal protection, policing and the treatment of the Narikoravar community. The reports documented the rescue operation and competing claims; they did not independently prove that restaurants sold cat meat as mutton or establish how widespread the alleged practice was.
What happened in the 2018 Chennai operation?
Accounts published in February 2018 describe police-assisted searches and cat rescues, but they do not give one fully consistent account of the locations or totals.

- Scroll’s February 20 report: Police and animal-welfare activists conducted raids on February 9 in Pallavaram, in southwest Chennai, rescuing at least a dozen cats from two settlements. PfA co-founder Shiranee Pereira said captured cats were sold to roadside eateries and pushcart vendors as mutton. Read Scroll’s account.
- The Times of India’s February 10 report: Police rescued 12 cats in Tirumullaivoyal; three other cats were found dead in a separate sack. The rescued cats were taken to a PfA shelter. Read The Times of India’s account.
- Indian Express/PTI’s February 12 report: Pereira said PfA and police had recovered about 40 cats during searches. She also said she planned to approach the government about a rehabilitation plan for the community. Read the Indian Express/PTI report.
The different locality descriptions should be kept distinct: the reports do not reconcile whether they describe the same operation or separate searches.

PfA framed the searches as an effort to protect cats, alleging that animals were trapped, confined and sold as adulterant meat. Pereira told Scroll, “We wanted the cats alive, that was the priority.” Her statement records the NGO’s account and stated aim; it is not independent proof of the suspected supply chain.

Animal-welfare activist Antony Rubin argued that alleged buyers also deserved scrutiny, saying, “They are cheating customers since cat meat is used like an adulterant.” That was an activist’s characterization, not a finding by a food inspector or court in the cited coverage.
The reports do not provide a verified count of restaurant sales, test results identifying meat, or an independently established measure of how often cat meat was sold as mutton. Their coverage therefore supports describing this as an allegation that prompted rescues and debate—not as proof that a named restaurant served cat meat or that the practice was widespread.

Why did the crackdown draw criticism?
The dispute was not only about the cats. Critics questioned whether raids on a marginalised community were an appropriate or sufficient response, and pointed to licensing, hygiene, livelihoods and the need to hear from community members.
- Licensing and hygiene: Labour-rights activist Sujata Mody argued that authorities should focus on food-shop oversight. Scroll quoted her: “It is the job of the corporation of Chennai to ensure that shops are licensed and hygienic.”
- Livelihood and support: Rajkumar, described in Scroll as a former president of Tamil Nadu’s Narikoravar community, spoke about low-paid work and the need for education. He asked, “Can’t the government take care of just 200 families?” These are his reported perspective and estimate, not a current census or a description of every family.
- Animal protection and accountability: PfA’s stated priority was keeping the cats alive, while Rubin called for scrutiny of alleged buyers as well as those accused of trapping animals. The cited reports do not establish the outcome of any food-safety investigation or court proceeding.
These perspectives should not be collapsed into a claim about the Narikoravar community as a whole. The reports concern allegations about some people and describe a wider argument over enforcement and social consequences.

How to read the numbers and the legal status
The figures in the coverage are attributed to particular outlets or speakers, rather than to an audited count. Scroll reported Pereira’s estimate that around 40 cats had been rescued over the preceding two months; Indian Express/PTI separately reported her statement that about 40 cats had been recovered. Scroll also attributed an estimate of around 200 Chennai families to Rajkumar. Those are 2018 estimates, not current totals.
Scroll reported Pereira’s statement that people involved were warned and no one was arrested in that operation. The cited accounts do not provide the investigation file, applicable statutory text, court findings or a later case disposition. They are insufficient to determine the legal outcome or to describe present-day conditions in Chennai.
