No new cat-permit rules from the proposed 2025 law are coming into force: Stirling abandoned the proposal in November 2025. The draft would have expanded cat-prohibited areas and required permits for some owners, but those additional requirements were not enacted. The City still publishes guidance on permits under its current rules, so check its live information for your address and number of cats.
Did Stirling approve the proposed cat law?
No. The City of Stirling abandoned its proposed Cat Local Law 2025 in November 2025. PerthNow reported that City officers believed the draft was likely to be disallowed by the Joint Standing Committee on Delegated Legislation. Their concern, as reported by PerthNow, was that the proposal could effectively prohibit cats in public areas and exceed local government powers under the State Cat Act. PerthNow’s November 2025 report quoted City officers as saying: “The city acknowledges the environmental impact that roaming cats can have on native fauna as well as the current community sentiment to better regulate cat ownership, including strengthening cat containment provisions.”

The City’s June 2025 explainer described a draft, not a law then in force. Its consultation was scheduled to close on 14 August 2025. PerthNow later reported 144 submissions, 123 of them supporting the proposal.

What would the proposal have changed?
The later advertised draft would have increased the number of Cat Prohibited Areas from 11 to 43. Owners of properties within 200 metres of those designated areas would have been in Fauna Protection Buffer Zones and needed a permit. The draft also proposed permits for households keeping three or more cats, and for catteries and cat-management facilities, whether or not they operated for profit. These were proposed terms; they are not new obligations created by the abandoned law.

Reports differ on the number of proposed prohibited areas because they describe different stages: PerthNow reported 41 in its May 2025 account of an earlier draft, while the City’s June explainer and PerthNow’s November report described 43. PerthNow’s May report estimated that about 12,100 properties could be affected at that earlier stage; that was a reported estimate, not a final City-confirmed count. PerthNow’s May 2025 report contains the early figures.
Proposed permit applications and conditions
Under the reported final version, applicants would have submitted a written application explaining and justifying their request, and paid a fee set by the City. Possible permit conditions included keeping cats on the property unless supervised and maintaining secure fencing. The draft also proposed impounding as a possible enforcement measure in prohibited areas, penalties of up to $5,000, and additional daily fines for ongoing offences. None of these proposed terms should be treated as a new requirement under the shelved law.

Do you need a permit to own a cat in Stirling now?
The City’s current Policies and local laws page lists a Control of Cats Law, and its responsible-cat-ownership guidance explains current permit information. That guidance says a permit is required if you have two or more cats and live in a fauna-protection buffer zone, or if you own three cats anywhere in the City. It says four or more cats require a cattery permit.

How to contain a cat responsibly in Stirling
The City encourages owners to keep cats indoors after dark or, at minimum, contained on their own property. It suggests bells on collars and describes nuisance concerns including cats entering other properties, making excessive noise, soiling, and preying on wildlife. For outdoor access, the City mentions cat runs and appropriately fenced space as possible containment approaches.
- Where practical, speak with a neighbour first if a cat-related problem is affecting your property.
- Consider humane commercial deterrents for unwanted visits; the City says these are available.
- Report unresolved problems to the City.
- If choosing an outdoor enclosure, consider whether a portable or fixed catio or run suits the yard or balcony, how securely it contains the cat, and whether outdoor access can be supervised. The City’s guidance does not certify any particular product as meeting a legal standard.
Why did the City propose tougher rules?
The City’s stated concerns included the effect of roaming cats on native wildlife and community calls for stronger containment. PerthNow reported the City’s estimate that roaming cats could kill more than 360,000 native animals each year in the district. That figure is a City estimate reported by the outlet, not an independently verified wildlife count. PerthNow also reported that Stirling had more than 6,600 registered cats and that the City believed this represented about one quarter of the cats in the area.

The City’s explainer also summarized state-wide duties, saying cats over six months must be microchipped, sterilised, and registered with the local council. For authoritative details about state-law obligations, consult current Western Australian government guidance rather than relying on that summary.
