For City of Stirling residents, the key distinction is between the City’s current cat-ownership guidance and its proposed replacement local law. The City’s public guidance says cats over six months must be registered, microchipped and sterilised; it also describes permit thresholds that differ from the two-cat default announced in June 2025. The available council record makes commencement of parts of that proposal conditional on publication in the Government Gazette, and the sources cited here do not confirm that publication or commencement. Treat the 2025 changes as proposed unless the City or Gazette confirms otherwise.
What cat rules does the City of Stirling state now?
The City’s current responsible cat ownership guidance and registration and identification page set out the requirements and advice residents should distinguish from the later proposal.

- Registration, microchip and sterilisation: The City says cats older than six months must be registered, microchipped and sterilised.
- In public: Cats must wear a collar and registration tag.
- Keeping cats contained: The City encourages owners to keep cats indoors after dark or contain them on their own property. This is City guidance, not a blanket statutory rule that every cat must be confined at all times.
- Permits under the existing guidance: The City page says a permit is required for three cats anywhere in the City, or for two to three cats within a fauna-protected buffer zone. Four or more cats require a cattery permit. These are the thresholds on the current guidance page and should be checked against any subsequently commenced local law.
What did the 2025 proposed local law change?
After Council resolved in May 2025 to advertise a replacement for the Keeping and Control of Cats Local Law 1999, the City outlined proposed changes in its 26 June 2025 announcement. They were proposals, not established operative rules in the sources cited here.
| Subject | Existing City guidance described above | Terms in the 2025 proposal announcement |
|---|---|---|
| Household cat limit | Permit for three cats anywhere in the City; four or more require a cattery permit. | Up to two cats per household without a permit; a permit for three or more. |
| Cat-prohibited areas | The proposal announcement contrasted the existing 11 designated areas with the planned expansion. | Increase from 11 to 43 areas. |
| Fauna-protection buffer | The current guidance page describes permit requirements for two to three cats in a buffer zone. | Properties within 200 metres of a prohibited area would be designated buffer zones, with a permit requirement for cats there. |
| Facilities and penalties | Not stated in the cited current guidance summary as proposed terms. | Permits and specified conditions for catteries and cat management facilities; potential penalties up to $5,000, plus daily fines for continuing offences. |
The City’s 26 June 2025 announcement said: “The number of designated Cat Prohibited Areas across the City will increase from 11 to 43.” The 27 May 2025 council minutes state that some provisions would commence six months after Gazette publication and others 14 days after publication. The sources cited here do not establish the publication date or whether commencement has occurred. Check the current Gazette and City law materials before relying on any proposed limit, area, buffer-zone rule or penalty.

Why have residents raised concerns about roaming cats?
The City’s May 2023 community feedback report describes concerns about cats fighting, roaming and preying on wildlife. It also records motions at the 2021/2022 Electors’ General Meeting calling for cat-prohibited areas to cover more parks, bushland and other Council-managed places.
The report estimated that 27% of cats living in the City were registered. That was a historical estimate based on 2019/20 animal registration records cross-checked against census data—not a current registration rate.

What should I do about nuisance cat behaviour?
The City’s nuisance-cat guidance lists behaviour such as entering another person’s property, excessive noise, urinating, spraying or defecating on property or in public, preying on birds and other wildlife, and fighting. It recommends adequate food, water and exercise, as well as containing cats on their owner’s property where possible.
- If you know the owner, consider speaking with them first. A calm conversation may resolve a recurring issue.
- For a deterrent, review the City’s suggestions and consider other pets. The City lists citrus peels, coffee grounds, lavender oil, garlic, cinnamon, lemongrass, eucalyptus and citronella as possible natural deterrents. Consider whether a substance could affect your own pets before using it.
- Contact the City about an unowned or abandoned cat. The City asks residents to contact its Community Safety team and says it will attempt to rehome unowned and abandoned cats. Its page lists (08) 9205 8555; check the current contact details on the City website.
A cat enclosure or catio can provide outdoor stimulation while keeping a cat on its owner’s property. For indoor cats, the City recommends toys, hiding places, climbing options and perches. These are practical options, not legal requirements.

Will the City take a roaming cat to its Cat Management Facility?
Not every cat found outside will be impounded. The City says a cat that does not comply with provisions of the Cat Act 2011 or the local law may be held at its Cat Management Facility, and the owner may be contacted where possible. The City says fees and penalties apply before release. It also says a compliant, identified cat outside a cat-prohibited area will be released. Contact the City for advice about a specific cat or incident rather than assuming that roaming alone guarantees impoundment.

The City’s registration page lists one-year, three-year and lifetime registration. Its page states a $100 full fee or $50 pensioner concession for lifetime registration of a sterilised cat. Fees and offers can change, so confirm the live amounts and terms with the City before registering.
