Use the infographic as a cold-weather decision aid for your pet: check the wind chill rather than air temperature alone, shorten outdoor exposure, cover exposed skin, keep animals dry, and know the signs of frostbite and hypothermia. Bring pets indoors during severe cold whenever practical. If a pet shows numb, pale skin, uncontrolled shivering, confusion, unusual sleepiness or exhaustion, move them to a heated place and seek veterinary or emergency medical help immediately.
The National Weather Service (NWS) cold-weather infographic collection covers wind chill, clothing, frostbite, hypothermia, vulnerable groups, home preparation, pets and winter travel. You can view the official graphics at NWS Cold Infographics. This guide explains how to turn those visual reminders into a practical plan for dogs, cats and other companion animals.

What the cold-weather infographic is telling you
The graphics are not a substitute for a local forecast or veterinary advice. They are a scan-friendly way to remember the hazards that make cold exposure dangerous:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Cold air removes body heat. Wind increases heat loss from exposed skin, and wet fur or clothing makes staying warm harder.
- Wind chill describes how cold conditions feel to people and animals. It is an apparent-temperature measure, not the thermometer reading.
- Frostbite freezes tissue. It most often affects extremities such as toes, fingers, ear tips and the nose.
- Hypothermia lowers core body temperature. NWS defines it as a body temperature below 95°F in people; a pet with serious cold-exposure signs needs urgent veterinary care.
- Risk is not equal for every animal. Young animals, older animals, animals with health problems and animals unable to find shelter need more conservative decisions.
- Preparedness matters before a storm. A warm home, usable supplies and a stocked vehicle kit reduce the time a pet spends exposed if travel is necessary.
Use your local NWS forecast and alerts for current terminology and thresholds. Warning names and criteria can change, so do not rely on an old screenshot or a single number copied from another location.

Wind chill: the number to use when deciding whether a pet should go out
NWS defines wind chill as how cold people and animals feel outside based on wind and cold. It does not change the actual air temperature, and it does not cool an inanimate object below the measured air temperature. A car, kennel or water bowl does not have a separate “wind-chill temperature”; the wind-chill value describes the rate and sensation of heat loss from a living body.
That distinction prevents two common mistakes. First, do not treat a wind-chill value as if it were the thermometer reading. Second, do not assume that a temperature above 32°F automatically makes outdoor time safe: strong wind and dampness can still increase heat loss. Conversely, wind chill alone cannot freeze skin when the actual air temperature is above freezing. Check both the actual temperature and the forecast wind, then consider your animal’s coat, age, health, body condition and ability to get indoors.
NWS notes that its wind-chill tests used adult subjects. Children, older adults and people with compromised health require extra caution; the same conservative approach is sensible for puppies, kittens, senior pets, thin-coated animals and pets with chronic illness. A wind-chill chart is a planning aid, not a guarantee that every animal will tolerate the conditions equally.

Before your pet goes outside
Check the forecast and the ground conditions
- Look up the current local NWS forecast, wind speed, wind-chill information and any winter-weather alerts.
- Check whether precipitation, melting snow or standing water will make fur or paws wet.
- Decide in advance where your pet can warm up immediately if the weather worsens.
- Plan the shortest practical outdoor trip for toileting or essential exercise instead of an open-ended outing.
If severe cold is expected, keeping a pet indoors is the safest option whenever practical. Outdoor animals need a genuinely warm, dry shelter that blocks wind; a makeshift barrier that remains damp or exposed is not equivalent to bringing the animal inside.
Use layers and cover exposed skin
NWS advises loose layers, protective outerwear and covering exposed skin. Its exact guidance is: Cover exposed skin to reduce your risk of frostbite or hypothermia.
For pets, that means choosing well-fitting protection only when the animal can move, breathe and see normally, and making sure ears, paws and other exposed areas are not left wet or unprotected. Never force clothing on an animal that is distressed, overheating or unable to walk normally.
Keep the protective layer dry. If a coat, towel or the animal’s fur becomes wet, move indoors and change out of wet material promptly. Wetness and wind together accelerate heat loss, even during a relatively brief outing.

Give higher-risk animals a shorter exposure window
The NWS cold-weather materials identify children, older adults, newborns, people with chronic illness, outdoor workers and unhoused people as groups needing extra care. For companion animals, apply the same risk principle to puppies and kittens, elderly pets, animals with compromised health, very small or thin-coated animals and animals without reliable access to shelter. Do not use a healthy, thick-coated adult dog as the benchmark for every pet in the household.

How to recognize frostbite in a pet
Frostbite is tissue freezing. NWS says fingers, toes, earlobes and the tip of the nose are common sites in people; in animals, pay particular attention to paws, ear tips, tail tips and the nose. Early signs can include numbness and skin that looks pale or white. An animal may limp, hold up a paw, withdraw from touch or become unusually quiet, but a pet cannot reliably tell you that tissue is numb.
What to do immediately
- Move the pet to a heated location and remove wet coverings.
- Handle the affected area gently; do not rub, massage or scrape it.
- Warm the area slowly with warm (not hot) water or body heat, following veterinary direction.
- Contact a veterinarian or emergency clinic immediately. Frostbite can worsen after rewarming, and the full extent of tissue injury may not be obvious at first.
Do not apply intense artificial heat, such as a heating pad, hair dryer or very hot water. A numb area can burn before the animal reacts. Do not send the pet back outside to “test” whether the skin has recovered.

How to recognize hypothermia
Hypothermia occurs when core body temperature falls dangerously low. NWS lists uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness and exhaustion as warning signs in people. A pet may show the animal equivalents: persistent or violent shivering, weakness, confusion, unsteady movement, unusual vocalization, slowed responses, collapse or extreme sleepiness. Shivering can stop as the condition worsens, so the absence of shivering is not reassurance.
Emergency response
- Bring the animal indoors and handle it carefully.
- Wrap the body in dry blankets, leaving the nose and mouth unobstructed.
- Warm gradually; avoid direct high heat and do not force food or water if the pet is confused or unable to swallow normally.
- Call a veterinarian or emergency clinic immediately and follow its transport instructions.
NWS advises immediate medical attention for suspected hypothermia. For a pet, treat suspected hypothermia as a veterinary emergency rather than waiting to see whether rest alone helps.

Create a warm, dry indoor refuge
- Choose a draft-free room where the pet can rest away from open doors and wind.
- Keep bedding dry; replace anything damp after a walk or accident.
- Make sure the animal can reach water without going outside. Check that outdoor water has not iced over if an animal must remain outdoors temporarily.
- Keep carriers, leashes, identification and essential medicines in one easy-to-grab place in case you must leave.
- Watch pets around heaters, fireplaces and generators. Warmth must not create a burn, fire or carbon-monoxide hazard.
NWS cold-weather resources include home preparedness because a storm can interrupt heating or make travel hazardous. One NWS page reports that about 20% of cold-related deaths occur in the home; the page does not state a publication year or identify a supporting study in the available material, so treat that figure as an attributed NWS warning rather than a current, independently verified rate. It is a reason to plan for safe indoor heating, not a reason to expose a pet to outdoor cold.

Plan for animals that normally live outdoors
Bring outdoor pets inside during severe cold whenever possible. If that cannot be done immediately, provide a dry, wind-blocked shelter and check the animal frequently, with a clear plan to move it indoors at the first sign of cold stress. A shelter that is wet, open to prevailing wind or too small for the animal to turn around does not solve the exposure problem. Because the available NWS guidance is general rather than a species-by-species shelter specification, ask a veterinarian or local animal-welfare service for advice tailored to livestock, rabbits, birds or other nontraditional pets.
Winter walks: a practical exposure plan
- Start with the forecast. If an alert or dangerous wind chill is in effect, postpone nonessential outdoor activity.
- Dress for the conditions. Use a comfortable, loose protective layer when appropriate and cover exposed skin. Check that the pet can move freely.
- Keep the outing purposeful. Choose a short route with immediate access to shelter rather than a long, remote walk.
- Watch the animal continuously. Turn back for shivering, lifting paws, slowing down, confusion, weakness or reluctance to continue.
- Dry the pet indoors. Change out of wet clothing and dry the coat and paws promptly.
- Recheck after warming. Look for pale or white skin, persistent pain, limping or abnormal behavior and call a veterinarian if any appear.
Do not assume that an animal enjoying the first minutes outdoors is safe for an unlimited period. Wind, wetness and cumulative exposure can change the risk during one outing.
Traveling with a pet during winter weather
NWS recommends checking road conditions, taking precautions during and after a winter storm and carrying a winter survival kit in the vehicle. Apply that advice to every animal passenger:
| Preparation | What to check | Why it matters |
|---|---|---|
| Forecast and route | Current NWS alerts, road conditions, alternate route and places where you can stop indoors | Avoids unnecessary exposure and helps you decide whether to delay the trip |
| Pet restraint | A secure carrier or restraint suitable for the animal, with identification attached | Reduces escape risk during a stop or collision |
| Warmth and dryness | Dry blankets, a towel and any familiar protective layer the pet can safely wear | Lets you warm and dry the animal if the trip is delayed |
| Food, water and medicines | Enough for the planned trip plus a delay; confirm perishable supplies are still usable | NWS advises checking that kit supplies are stocked and usable |
| Communication | Veterinary contact, emergency clinic location and a charged phone | Speeds help if frostbite, hypothermia or a storm-related injury occurs |
A commercial winter kit is optional; NWS does not test or rank brands. Compare any kit by the conditions you expect, number of occupants, your vehicle and whether time-sensitive supplies remain usable. No kit guarantees safety, and a kit does not make it safe to drive into a dangerous storm.
Quick-reference cold-weather checklist
- Check actual air temperature, wind and the current wind-chill forecast.
- Bring pets indoors during severe cold whenever practical.
- Cover exposed skin and use loose, protective layers that do not restrict movement.
- Keep fur, paws, bedding and clothing dry; change wet material promptly.
- Shorten exposure for young, elderly, small, thin-coated or medically fragile animals.
- Watch for pale or white skin, numbness, limping, shivering, weakness, confusion or unusual drowsiness.
- For suspected frostbite, move to warmth, rewarm slowly with warm—not hot—water or body heat, and contact a veterinarian.
- For suspected hypothermia, warm gradually and seek emergency veterinary care immediately.
- Before winter travel, check roads and alerts, secure the pet and carry a stocked, usable vehicle survival kit.
Using the NWS graphics with your own pet-care plan
Save the NWS Cold Infographics page and review it before the first major cold event, not while you are already outside. Pair its reminders with the NWS pages on extremely cold weather, wind chill, winter preparedness, winter weather safety and cold-weather questions. Then write down your pet’s indoor refuge, emergency contacts, medications, transport carrier and the conditions that will make you cancel an outing. The most useful infographic is the one that changes a vague intention to “be careful” into a specific decision before exposure begins.
