A community cat program works best as a complete, locally tailored service—not as a trapping day alone. This playbook lays out how shelters, animal services, organizations, caregivers and volunteers can prepare, coordinate humane TNRM or shelter-based Return-to-Field (RTF), and continue care after cats return.
What should a community cat training playbook teach?
Training should give every participant a clear role in a repeatable workflow: define the program, prepare the veterinary and community partnerships, identify the cats and caregivers, arrange humane trapping, coordinate veterinary care, return cats to the right place, and follow up. Written procedures help staff and volunteers handle each case consistently while allowing the program to respond to local conditions.
Start by deciding whether the organization will provide community-based Trap-Neuter-Return-Monitor (TNRM), shelter-based Return-to-Field, or both. Set written criteria, responsibilities, communication procedures and measures of success with local partners. Program design should reflect local law, available veterinary services, resources, community norms and environmental conditions; there is no single operating plan suitable for every location.
How do TNRM and Return-to-Field differ?
The main distinction is where the cat enters the workflow. ASPCA describes TNRM as a community management approach, while RTF is a shelter pathway for eligible free-roaming cats already admitted to a shelter.

These pathways are not interchangeable. A shelter deciding what to do with an admitted cat needs clear eligibility and alternative-pathway criteria; a community TNRM team needs a plan for trapping, veterinary coordination and return at the original site. What organizational preparation is needed?
Write the workflow and assign responsibilities
Document who approves a site or case, who communicates with residents and caregivers, who manages traps and transport, who contacts the clinic, and who handles follow-up. Include local policy and legal requirements, a process for complaints, and clear instructions for escalating veterinary concerns. Hold training meetings so staff and volunteers understand the workflow before a trapping operation begins.

Build veterinary capacity before scheduling work
Identify a clinic and veterinary professionals comfortable treating feral cats. Agree in advance on which services the clinic will provide, how cats will be transported and held for recovery, whom staff or caregivers should contact with urgent questions, and how complications will be handled. Confirm whether microchip scanning and any other planned services are available; do not assume that every clinic or program includes the same services.
Plan communication with the community
Identify caregivers and nearby residents, explain the proposed work and return plan, and make sure caregivers understand ear-tipping as the program’s visible identification step. Agree how people can report a new, sick or injured cat after the initial work. Local animal services and relevant regulations should inform the plan, since legal requirements and service availability vary by jurisdiction.

How should a TNRM operation move from planning to follow-up?
- Confirm the site and contacts. Map the colony, identify the cats and caregivers, and verify who will communicate with nearby residents and the veterinary clinic.
- Arrange the clinic and logistics. Confirm procedures, appointment timing, transport, recovery arrangements, contact details and the plan for veterinary questions before trapping. Coordinate with neighbors and prepare a humane live cat trap and a way to keep track of traps and cats.
- Trap with the agreed plan. Keep the operation organized, account for traps and captured cats, and transport cats as arranged with the clinic. The team should know who is responsible for each step and who to contact if plans change.
- Coordinate veterinary care and recovery. ASPCA’s description of TNRM includes microchip scanning, vaccination, sterilization and ear-tipping. Confirm the actual services with the clinic and the program’s veterinary care plan. Monitor cats during recovery and contact a veterinarian about concerning signs.
- Return cats to their outdoor home. After surgery and recovery, return each cat to the exact place where it was trapped. Resume the usual food, water and care routine with the caregiver.
- Continue monitoring. Caregivers or community members should report new arrivals and welfare concerns so the program can assess whether follow-up TNRM or veterinary attention is needed.
How should teams respond to complaints?
Train staff to listen to the concern, explain the program’s process and discuss humane deterrents where appropriate. The response should be practical and consistent with local policy and law. A complaint process also needs a route for reporting an ill or injured cat, rather than treating every concern as a nuisance issue alone.

Use the written workflow to review whether each operation had the necessary clinic capacity, transport and recovery arrangements; whether the return location and caregiver contacts were confirmed; and whether follow-up reports were handled. Review recurring logistical problems or resident concerns with the relevant partners and adjust the locally tailored procedures. Evaluation should support better coordination, not substitute an unsupported numerical target for the program’s actual aims and constraints.
