Community-Supported Animal Sheltering: A Model Built Around People and Pets

Community-supported sheltering treats animal welfare as shared work: adoption and foster care alongside veterinary services, prevention and help that keeps pets with families. Here is how the Bentonville model works and what the evidence does—and does not—show.

“A new type of animal sheltering” refers to community-supported sheltering: a model in which residents, public agencies, shelters, nonprofits and municipal partners share responsibility for animal welfare. Instead of relying on a building full of kennels to solve homelessness after it occurs, the model combines adoption and care with fostering, prevention, veterinary services and practical help that allows families to keep their pets.

Julie Castle introduced the concept in a June 18, 2021 article about a planned Pet Resource Center in Northwest Arkansas. Best Friends Animal Society later announced the Bentonville center’s opening on March 11, 2023. Those sources describe the model’s design and the organization’s intentions; they do not constitute an independent evaluation of its results.

What “a new type of animal sheltering” means

The phrase does not name a regulated shelter classification or an independently certified standard. It describes a specific approach promoted by Best Friends Animal Society and illustrated by its Bentonville, Arkansas, Pet Resource Center. In Julie Castle’s June 18, 2021 explanation, the central premise is that animal welfare is a shared community responsibility rather than a problem a shelter building and its employees can solve alone. The shelter works with residents, government leaders, nonprofit groups and municipal organizations to keep animals safe and help people care for them.

That changes the question a shelter is designed to answer. A conventional facility is often organized around what happens after an animal arrives: intake, housing, medical care, behavior support and adoption. Community-supported sheltering adds work before and around intake. It asks why a pet is at risk, what assistance could prevent separation, and which people or organizations can provide that assistance. Adoption remains important, but it is one part of a wider network.

The model also treats the facility as a public resource. People may visit to adopt, volunteer, foster, obtain veterinary help, find supplies or learn how to resolve a crisis. The goal is not simply to move animals through a building; it is to make the surrounding community better able to prevent homelessness and respond when animals do need shelter.

Castle’s description appears in “A new type of animal sheltering” (June 18, 2021).

How shared responsibility changes the work

From a single facility to a network

In this model, the shelter is a coordinator as well as a place of refuge. Residents can foster or adopt. Veterinary professionals provide treatment, vaccinations and sterilization. Municipal agencies may help with animal-control cases or public programs. Nonprofits can fill gaps in transport, supplies, housing assistance or crisis response. Each partner handles work it is equipped to do, reducing the pressure on kennel space and shelter staff.

From intake alone to prevention and retention

A pet entering a shelter is not always homeless because its family no longer wants it. Housing loss, a medical emergency, domestic violence or an owner’s hospitalization can make keeping a pet temporarily impossible. Community-supported sheltering includes assistance aimed at those situations. Help may involve pet supplies, short-term care, transport, veterinary treatment or a connection to a safer place for the person and animal. The precise program depends on local capacity; the principle is to address the barrier before surrender becomes the only option.

From passive visitors to participants

The public is part of the operating model, not merely the audience for an adoption campaign. Fosters provide homes, volunteers provide time and skills, donors support services, and residents share responsibility for humane outcomes. A center can therefore function as a meeting place where people learn, contribute and obtain help even when they are not adopting an animal.

What the Bentonville Pet Resource Center was designed to provide

Best Friends’ March 11, 2023 opening announcement described the Bentonville center as a cage- and kennel-free facility combining animal care, public services and participation. The announcement is a dated description of the organization’s offering; individual services and hours should be confirmed with the center before a visit.

Area What the announcement described Why it matters in this model
Adoption and meet-and-greets Dogs would stay in foster care or visit from partner organizations for meetings with potential adopters. Adoptable cats would live in foster homes or in free-roaming rooms and catios. Animals can be presented in settings that show more of their behavior than a row of confined kennels.
Veterinary care Veterinary services, including preventive care described in the broader concept, were part of the center’s role. Accessible treatment and prevention can protect animal health and reduce avoidable surrender.
Pet support The announcement listed a pet pantry and other pet-support services. Food and basic supplies can help families manage a short-term financial crisis without giving up a pet.
Public participation Volunteer and foster opportunities, public activities and adoption services were included. More residents can contribute homes, labor, knowledge or funding.
Community destination A café partnership was mentioned alongside the animal and public services. A welcoming destination can bring people into contact with adoption and support programs who might not visit a traditional shelter.

The announcement is available at Best Friends Animal Society Announces Opening of New Pet Resource Center (March 11, 2023).

Why kennel-free housing is significant

“Kennel-free” describes the announced housing design, not a promise that no animal will ever need temporary confinement for medical or safety reasons. The practical difference is that the center planned to rely on foster homes, partner organizations, free-roaming cat rooms and catios rather than organizing everyday life around rows of cages and kennels.

For dogs, foster care can reveal how an animal behaves in a home, around people and with ordinary routines. Partner organizations can host dogs until a meet-and-greet is arranged. For cats, rooms and catios allow movement, hiding places and social interaction that are difficult to provide in a small enclosure. These arrangements require enough foster homes, careful matching, transport and contingency plans for animals that need treatment or behavioral support.

Housing is therefore only one component of the model. A facility can look open and welcoming while still struggling if foster recruitment, veterinary capacity or adoption support is inadequate. The relevant question is whether the whole network gives animals safe care and a realistic path to a permanent home.

Helping people keep their pets

Prevention services are the clearest way this approach differs from an adoption-only strategy. Castle’s 2021 description included low-cost spay and neuter procedures, vaccinations, animal transport and assistance for families facing housing problems, hospitalization or domestic-violence-related barriers to keeping pets.

Each barrier calls for a different response:

  • Housing instability: information about pet-inclusive housing, temporary boarding or a foster arrangement can prevent an urgent surrender.
  • Hospitalization: short-term care or transport may allow an owner to recover without losing a long-term companion.
  • Domestic violence: confidential safety planning and a secure placement for the pet can remove a dangerous choice between personal safety and animal safety.
  • Preventive-care costs: affordable vaccinations, sterilization and other veterinary services can reduce medical emergencies and unplanned litters.
  • Transportation: rides or coordinated transfers can connect an animal with a clinic, foster home, adoption event or partner organization.

These services are not identical everywhere. A community should ask what is available, whether eligibility rules apply and whether help is immediate or appointment-based.

How residents can participate

Community-supported sheltering offers several ways to help, and adoption is only one of them.

Foster an animal

Fosters provide a temporary home, observe behavior in a normal setting and give the shelter information that improves matching with adopters. Before accepting an animal, ask who pays for veterinary treatment, what supplies are provided, how emergencies are handled and how long the placement is expected to last.

Volunteer time or skills

Volunteers may support enrichment, events, transport, cleaning, administrative work, photography, outreach or educational programs. Reliable scheduling matters: a service model built on public participation needs people who can meet the commitments they make.

Use or support prevention services

Families can seek help early, before a crisis becomes an emergency. Donating food or supplies to a published pantry list, sharing accurate information about local services and helping with transportation can be as valuable as donating toward an adoption program.

Adopt through a careful match

A meet-and-greet is an opportunity to discuss the animal’s history, medical needs, behavior and likely fit with the household. A responsible adoption process protects both the animal and the adopter; fast placement is not the same as a successful placement.

Community-supported sheltering compared with the conventional contrast

Castle’s 2021 article contrasts the model with a conventional shelter built around rows of cages and kennels. The comparison below describes differences in emphasis, not a judgment that every traditional shelter operates identically.

Question Facility-centered emphasis Community-supported emphasis
Where does an animal spend time? Primarily in shelter cages or kennels. Foster homes, partner organizations, free-roaming cat areas and other settings, with confinement used when appropriate.
What happens before surrender? Prevention may be separate from the shelter’s core operation. Support services are treated as part of animal welfare, including supplies, veterinary access, transport and help with personal crises.
Who provides capacity? The shelter carries most housing and care responsibilities. Residents, fosters, agencies, nonprofits and municipal partners share defined roles.
How is the public involved? People mainly visit to adopt, reclaim or volunteer inside the facility. The center also functions as a public resource for education, fostering, services and community activities.
How should success be judged? Counts such as intake, adoptions and length of stay may dominate. Those measures should be joined by prevention use, return-to-owner outcomes, foster capacity, access to care and other documented results.

The model does not eliminate the need for professional shelter operations. It redistributes some work across a coordinated network and adds services intended to reduce avoidable entry.

  • Facility: 20,000 square feet on six acres, according to Best Friends Animal Society.
  • Estimated reach: the organization estimated that the center would serve 13,000 dogs and cats each year. This is an organizational estimate, not a verified current annual count.
  • Animal housing: dogs in foster care or visiting from partner organizations for meet-and-greets; cats in foster homes, free-roaming rooms or catios.
  • Services: veterinary care, pet support, public activities, adoption and foster participation, with a café partnership also described.

Those figures and descriptions belong to the 2023 announcement. The available sources do not provide a current audited operating report or an independent comparison with other shelters, so they cannot establish how the center performs today or whether the model consistently outperforms another approach.

How to evaluate whether the model is working

A community considering this approach should publish measures that connect services to outcomes. Useful questions include:

  • How many animals avoid surrender after receiving food, veterinary help, transport or temporary care?
  • How many foster homes are active, and how quickly can an animal be placed when a kennel is not appropriate?
  • What are adoption returns, length of stay, reunification rates and post-adoption support needs?
  • Who can access low-cost services, and are language, transportation or appointment barriers preventing use?
  • How many partner organizations contribute capacity, and are responsibilities documented?
  • Are safety, medical and welfare standards monitored across foster homes and partner sites?

Publishing definitions, dates and denominators is essential. A raw number of animals served can rise because more people received prevention help, because intake increased or because the organization changed how it counts cases.

A practical framework for communities adopting the idea

  1. Map the local causes of surrender. Use intake conversations, animal-control records and partner knowledge to identify housing, cost, medical, transport and safety barriers.
  2. Inventory existing capacity. List clinics, foster groups, food banks, domestic-violence services, housing providers, transport volunteers and municipal programs before creating a new facility.
  3. Design a referral pathway. Give staff and partners clear eligibility rules, contact points, emergency procedures and privacy protections so a person does not have to repeat a crisis story to several organizations.
  4. Build foster and veterinary capacity together. More foster recruitment without medical support can overload households; more clinic appointments without transport can leave services unused.
  5. Create a public-facing destination. Make adoption, volunteering, education and prevention services easy to find, with accessibility and welcoming design treated as operating requirements.
  6. Measure and publish outcomes. Report service use and animal outcomes by period, explain changes in definitions and invite independent review where feasible.

This sequence keeps the “community” part from becoming a slogan. Shared responsibility works only when roles, funding, safety standards and accountability are explicit.

Questions to ask before seeking help

  • Is the service currently offered, and what are its hours or appointment requirements?
  • Does assistance cover my type of need, or will I be referred elsewhere?
  • Are there fees, income rules, geographic limits or documentation requirements?
  • Who provides emergency help outside normal hours?
  • If my pet enters foster care, who makes medical decisions and how is reunification handled?
  • What information is kept private, particularly in domestic-violence situations?

These questions help a pet owner choose the right service and help a volunteer understand the commitment before agreeing to it.

What the concept does—and does not—prove

Community-supported sheltering offers a coherent way to connect adoption, prevention, foster care, veterinary access and public participation. The Bentonville project demonstrates how one organization intended to put that idea into a physical center. It does not, by itself, prove that every community can reproduce the design, that kennel-free housing is suitable for every animal or that the approach produces better outcomes than other shelters.

The strongest claim supported by the dated sources is narrower: animal welfare can be organized as a shared community service, with a shelter acting as a hub for people and pets rather than only as a place where animals wait for adoption. Whether that arrangement improves outcomes depends on the local partnerships, resources, safeguards and transparent measurements behind it.
