Concentrated Solar Power and Birds: Flux Injuries, Collision Risks, and Mitigation

Solar towers can injure birds in concentrated sunlight, yet Ivanpah’s limited evidence cannot provide a CSP-wide death rate. Here is how flux, collisions, monitoring and mitigation fit together.

Yes—power-tower concentrated solar power (CSP) can injure birds. The tower’s mirrors focus sunlight into an intense solar-flux zone; a bird entering that zone can be burned or singed. Birds can also collide with mirrors, fences, towers and overhead lines, or be electrocuted on poorly designed poles. Those risks are real, but the available evidence does not support a single, authoritative annual death rate for all CSP plants.

The clearest field evidence comes from the Ivanpah power-tower project in California. A 2014 USGS pilot using radar, video and insect traps found occasional birds in or near the flux, while most visibly smoking targets were insects or objects that could not be identified. Fewer than 15 birds were seen being impacted during more than 700 hours of video; the study was not a census and did not estimate total facility mortality.

What makes power-tower CSP hazardous to birds?

CSP plants use mirrors to concentrate sunlight for heat. In a power-tower design, many heliostats track the sun and aim reflected light at a receiver high on a central tower. The concentrated beam creates a three-dimensional region of extreme heat and brightness, commonly called the solar flux. A flying bird that crosses that region may suffer singed feathers, burns, disorientation or fatal injury.

That flux hazard is specific to facilities that concentrate light toward a tower. Collision hazards, by contrast, can occur at almost any large solar installation. The U.S. Fish and Wildlife Service (USFWS) identifies project infrastructure that birds may strike, including security fences, collector and generation tie lines, photovoltaic panels, and towers and mirrors at CSP facilities. Night lighting can attract or disorient migrants, glare and polarized reflections can alter flight behavior, and distribution lines can cause electrocution when birds perch on unsafe poles.

“Solar power” therefore describes several different risk profiles. A photovoltaic array has no concentrated hot-air or light zone, while a tower CSP plant adds a possible in-flight burn mechanism to the ordinary infrastructure risks. Parabolic-trough and dish systems concentrate sunlight differently and do not create the same tower-receiver flux geometry. Any comparison should identify the technology rather than treating every solar project as equivalent.

How a bird could be injured in the flux

  • Thermal injury: intense reflected light can heat feathers or exposed tissue quickly enough to singe or burn.
  • Loss of flight control: glare, heat and startled movement may cause a bird to veer into mirrors, towers, fences or lines.
  • Secondary mortality: a weakened or injured bird may fall inside the facility, where detection depends on search coverage and carcass persistence.

Reports of a “smoking bird” are not automatically proof of a bird fatality. Insects can burn brightly in the flux, and airborne debris or an unidentified object can look similar on video. Reliable estimates require species identification, repeated observations and systematic searches.

What happened at Ivanpah?

Ivanpah is a 370-megawatt power-tower CSP project in San Bernardino County, California. It is the best-known case for studying avian interactions with a solar tower, but its observations should not be presented as a current, plant-wide mortality total.

The USGS pilot study

USGS researchers monitored Ivanpah during May and September 2014 with three complementary tools:

  • Radar to detect flying targets and characterize movement;
  • Surveillance video to record entries into or near the flux and investigate visible impacts;
  • Insect trapping to determine how often small insects accounted for bright or smoking targets.

The video showed mostly small insects burning in the flux. Birds were detected occasionally, but species and object identities were often uncertain. A USGS news release reported that fewer than 15 birds were observed being impacted in more than 700 hours of video. The release expressly stated that the pilot did not quantify impacts. In other words, the figure is a count of observed events under a limited study design, not an estimate of all birds killed at Ivanpah or a rate that can be applied to other CSP plants.

The pilot’s purpose was methodological: to assess the benefits and limits of radar, video and trapping for future studies of flying animals at solar towers. Video blind spots, weather, target size, viewing angle, carcass removal and the difficulty of distinguishing birds from insects all affect what such a program can see.

Deterrence and management at the project

Interior Department and Bureau of Land Management documents describe avian mortality at Ivanpah and the deployment of several deterrence systems under a monitoring and management plan reviewed with a technical advisory committee. The agency cautioned that the systems had not operated long enough, on the cited page, to support a final determination of their effectiveness. That is why a deterrent should be treated as a trial requiring measurement, not as a guaranteed fix.

Ivanpah illustrates an adaptive-management model: monitoring results are reviewed by BLM, the USFWS, the California Energy Commission and the California Department of Fish and Wildlife, and mitigation can change as evidence and technology develop. The approach is more informative than announcing a single device as effective without a defined baseline, control condition or duration of testing.

How large is the bird-mortality problem?

There is no authoritative CSP-wide annual bird-mortality rate established for 2026. A plant’s result depends on tower layout, mirror field, line length, fence design, lighting, surrounding habitat, migration timing, search effort and the ability to correct for undetected carcasses. An old count from one Ivanpah pilot cannot serve as a current total for that facility or for the CSP industry.

Why raw carcass counts understate or overstate risk

Fatality monitoring is an estimation problem, not simply a matter of counting bodies. A carcass can be missed because it lands in dense vegetation, is removed by a scavenger, lies outside a search transect or is not recognizable by the next visit. Searchers also differ in their ability to detect small or cryptic remains. Conversely, a carcass found near a solar structure may have resulted from a collision, predation or another cause rather than solar flux.

USGS solar-monitoring guidance calls for study designs that account for imperfect detection, carcass persistence, spatial variation and conditions unique to solar facilities. Search intervals, observer trials and statistical corrections are therefore essential before comparing plants or years.

Can population effects reach beyond the plant?

Yes. A locally small number of fatalities can matter if a project repeatedly affects a species with low population growth, a restricted range or a migration route shared by many individuals. The relevant population may be hundreds of miles from the desert project where a carcass is found.

A 2022 study in Royal Society Open Science, using Bayesian hierarchical models for 23 California priority bird species killed at wind and solar facilities, estimated that 48% of those species were highly or moderately vulnerable to population-level effects from added renewable-energy fatalities. In that dataset, solar-associated vulnerability was greatest for nocturnal migrant populations, even though those migrants were not typically associated with the desert locations of the facilities studied.

The result does not mean that 48% of all birds, or 48% of all CSP projects, face population collapse. It means that a substantial share of the priority species analyzed could experience population-level consequences under additional mortality. Siting decisions must therefore consider migration networks, stopover habitat and distant source populations, not only the number of birds counted inside a project boundary.

Which risks should a project compare?

Comparison axis Questions to ask Why it matters
Technology and flux Is the project a power tower with a receiver flux zone, or a non-tower CSP design? Only tower configurations create the concentrated-light exposure documented at solar-tower facilities.
Infrastructure How many miles of overhead line, how much fencing, what mirror geometry and what lighting are planned? Collisions, attraction to lights and electrocution can dominate risk even where flux encounters are rare.
Bird use Are migration routes, wetlands, roosts, nesting areas or insect-rich prey concentrations nearby? Bird abundance and behavior vary sharply by season and habitat.
Monitoring quality What radar and video coverage, carcass-search interval, observer trials and scavenger-persistence corrections are specified? A low count is not reassuring if detection probability is unknown.
Adaptive response Are operational changes and deterrent trials tied to predefined thresholds and agency review? Management can respond to evidence instead of relying on an untested promise.

1. Choose a lower-conflict site

Avoid areas of concentrated bird use where practicable, including wetlands, major roosts, nesting colonies, migration corridors and locations with predictable prey concentrations. Baseline surveys should cover the seasons when migrants, breeding birds and wintering birds use the landscape. A desert site is not automatically low risk: nocturnal migrants may pass through unseen, and artificial lighting can draw them toward infrastructure.

2. Remove or mark overhead lines

USFWS recommends burying collector and generation-tie lines, or co-locating them with existing corridors, where feasible. Lines that cannot be buried should receive prominent markers or reflectors designed to improve visibility in flight. Where practicable, new tie lines should be limited to two miles or less. These steps reduce collision opportunity but do not eliminate it, particularly in fog, darkness or heavy migration.

3. Use avian-safe electrical hardware

Specify pole and conductor arrangements that keep birds from simultaneously contacting energized and grounded parts. Avian-safe designs, insulation and perch management address electrocution, a pathway unrelated to the solar flux itself. The design should be checked along the entire project connection, not only inside the mirror field.

4. Make fencing and lighting easier to detect

Mark unavoidable fences and other transparent or visually confusing structures where bird-use surveys show a collision concern. Use shielded, down-directed lighting and avoid unnecessary illumination, especially during nocturnal migration. Lighting controls should be operationally enforceable, with exceptions limited to safety requirements.

5. Control construction and vegetation work

Schedule vegetation clearing, grading and major line work outside the local nesting season when possible. Pre-work surveys and qualified biological monitors can identify active nests and trigger buffers or timing changes. Keeping vegetation management predictable also helps distinguish construction mortality from operational mortality.

6. Test deterrents as experiments

Visual, acoustic or operational deterrents may reduce entries into a flux zone, but effectiveness is site-specific and can decline as birds habituate. A defensible trial defines a baseline, records treatment and untreated periods or areas, measures bird behavior as well as carcasses, and sets a decision threshold for continuation, redesign or shutdown. Agency and technical-advisory review should occur before a device is described as successful.

What a credible monitoring plan includes

  1. Define the questions. Separate flux entries, collisions, electrocutions and unknown causes instead of combining every carcass into one category.
  2. Map coverage. Document which mirror blocks, towers, fences, substations and lines are visible to video or radar and which areas receive ground searches.
  3. Measure detection. Conduct searcher-efficiency and carcass-persistence trials using representative sizes, habitats and seasons.
  4. Set search intervals. Shorter intervals may be needed when scavengers remove remains quickly or when small birds are difficult to detect.
  5. Identify targets carefully. Use synchronized video, radar tracks, insect traps and recovered remains to distinguish birds, insects and unidentified objects.
  6. Analyze uncertainty. Report confidence intervals and the assumptions used to correct for missed carcasses, rather than publishing only a raw count.
  7. Apply thresholds. Predetermine what level or pattern of mortality triggers additional searches, operational changes, new deterrent tests or agency consultation.

Monitoring should continue long enough to capture changing bird use, weather and migration conditions. A few weeks of video can reveal mechanisms, as at Ivanpah, but cannot establish a stable annual rate without broader temporal and spatial coverage.

What residents, birders and planners should look for

  • A project description that identifies the CSP technology and says whether a tower-receiver flux zone exists.
  • Maps showing migration corridors, wetlands, roosts, nesting habitat and overhead line routes.
  • A mitigation plan that addresses fences, mirrors, towers, lines, poles and lighting separately.
  • Public monitoring reports that state search effort, detection corrections and the number of unidentified events.
  • Clear agency contacts and thresholds for changing operations when mortality patterns emerge.

People who find an injured or dead bird near energy infrastructure should avoid handling it unless local wildlife authorities advise otherwise. Record the location, date, nearby structure and a photograph from a safe distance, then report it to the relevant state wildlife agency or project contact. Consistent reporting can help investigators connect an individual event to a recurring design or seasonal pattern.

Bottom line for bird safety

Power-tower CSP can burn or singe birds that enter concentrated solar flux, while collisions, lighting and electrocution create additional risks shared with other energy infrastructure. Ivanpah’s USGS pilot demonstrated why those mechanisms require specialized observation: most smoking targets were insects or unidentified objects, fewer than 15 bird impacts were seen in over 700 hours of video, and the study did not estimate total mortality. The responsible standard is not to claim that towers are harmless or that every observed flash is a bird death. It is to site projects away from concentrated bird use, design lines and lighting for avian safety, test deterrents transparently and use monitoring that corrects for what observers fail to detect.
