Cottesloe has not been shown to have adopted a roaming-cat ban. On 24 September 2024, the Town Council voted 5–2 to investigate cat-welfare and containment rules, a possible local law, community consultation and the resources it would require. A June 2025 agenda later included a motion to prepare a local law, but an agenda does not prove the motion passed. WA’s February 2026 announcement of proposed legislation could change what local governments may do, but it does not establish that the Bill became law.
What did Cottesloe Council decide?
The confirmed minutes for 24 September 2024 record a 5–2 vote to ask the Town’s administration to investigate existing cat-welfare and containment rules, the feasibility of a Cottesloe cat-management local law, community consultation, resource implications and related matters. It was a direction to investigate—not a new restriction on cat owners.

The motion’s rationale raised concerns about roaming cats and wildlife. Its minutes say: “Roaming domestic cats are a threat to themselves, our wildlife, our families and the community.” That sentence is the motion’s rationale, not a finding attributed to an independent scientific body. A 24 June 2025 council agenda included a councillor motion asking staff to prepare a local law for council consideration, with the Shire of Narrogin’s law cited as an example. The agenda establishes that the proposal was listed; it does not establish whether councillors passed it or whether any law was subsequently adopted. Check the June 2025 agenda and council records.

The Town’s published local-laws index, as returned in the available records, does not list a cat local law. An online directory can lag later decisions, so that listing alone is not a definitive statement of current legal status. The records available here do not confirm the result of the June 2025 motion, later consultation, or an adopted Cottesloe cat law.
Are cats allowed to roam in Cottesloe now?
The records cited here do not establish that Cottesloe has brought a new roaming restriction into force. A 2024 news report described the rules then in place as requiring microchipping, sterilisation and registration under Western Australia’s Cat Act 2011, without restricting cats’ movements. That is a description of the position reported in October 2024, not current legal advice. Check the Town’s latest notices and applicable state law before relying on it.

What kinds of containment rules could be considered?
Western Australia’s Cat Local Law Guidelines discuss possible local approaches. The options are not equivalent: they differ in where and when a cat could be outside, and what counts as secure containment.

The guidelines also discuss legal and transition considerations. If a proposal advances, the practical details that matter to residents include how “contained” is defined, whether existing cats receive a transition period, what exemptions apply, how complaints are handled, and what enforcement powers and resources the Town would have. These are questions for a proposed rule, not terms already selected by Cottesloe.

Could a new state law change what Cottesloe can do?
Yes, if proposed state legislation is passed and commences. In February 2026, the WA Government announced it would progress a Cat Amendment (Local Laws) Bill. The announcement said the Bill, if passed, would enable local governments to restrict cats to owners’ premises, prohibit cats from public areas or introduce curfews. The announcement describes proposed powers; it does not prove the Bill passed or commenced. Read the government announcement.
A 2025 Legislative Council debate discussed limits on local cat-confinement laws under the Act as it stood at that time and the need for legislative change. It is a dated account of debate, not a statement of the law after any later amendments. Read the parliamentary debate record. The current parliamentary status and commencement of the proposed Bill are not established by the announcement itself.

What should Cottesloe cat owners do while the outcome is unclear?
- Do not treat the 2024 investigation vote or the 2025 agenda motion as an enforceable containment rule.
- Look for a council decision, public consultation notice, gazetted local law or updated Town guidance before assuming a proposal has taken effect.
- If planning to contain a cat, an outdoor enclosure or catio is one possible arrangement to consider. No particular enclosure is established here as safe, suitable for every cat or compliant with any future Cottesloe rule.
- For any proposed law, check its definition of containment, effective date, transition arrangements, exemptions and enforcement process rather than relying on a general description such as “keep cats at home.”
