Did Congress Really Nearly Fill the Mississippi River With Hippos? The 1910 Proposal Explained

A 1910 congressional proposal really did promote importing hippos to Louisiana for meat and water-hyacinth control. The House committee shelved it—long before the Mississippi River came close to becoming a hippo habitat.

Yes, a member of Congress really proposed importing hippopotamuses to the United States in 1910—but no, the Mississippi River was never on the verge of being stocked with them. Louisiana Representative Robert F. Broussard brought a hippo-ranching proposal to the House Committee on Agriculture on March 24, 1910. He and his allies presented the animals as a way to produce meat and consume water hyacinth choking southern waterways.

The committee shelved the proposal. No hippos were imported, no ranches were established, and no federal program came close to filling the Mississippi. The episode is nevertheless a revealing example of how a genuine food-and-environment problem can make an extraordinary biological solution sound plausible—especially when the ecological risks of introducing a large non-native animal are overlooked.

What Congress actually considered in 1910

The proposal was not a plan to release thousands of animals into the Mississippi River. It was an appropriation request and policy argument: import hippopotamuses from Africa, establish them in suitable parts of the United States, and develop them as a source of meat. Louisiana’s waterways were a particular focus because they were suffering from dense growth of water hyacinth.

At the time, the idea could be framed as practical rather than fantastical. The United States was debating meat availability and prices, while waterways in the South faced an aggressive aquatic plant that interfered with navigation and other uses. Broussard argued that one imported species could address both concerns. In the most favorable version of the argument, hippos would eat a troublesome plant and become livestock—or what supporters sometimes called “game”—for American consumers.

Robert F. Broussard’s role

Broussard, a representative from Louisiana, presented the proposal to the House Committee on Agriculture on March 24, 1910. The committee setting matters: the plan reached a congressional hearing, but it did not advance through the legislative process. A committee discussion and an appropriation request are not the same as an approved national project.

The proposed federal investment

Smithsonian Magazine’s account identifies a requested appropriation of $250,000. That was the amount advocates sought for the proposed effort as described in the 1910 proceedings. It was not money that Congress ultimately spent on importing hippos, and it should not be read as evidence that a ranching system had been designed, tested or funded.

Why hippos seemed to solve two problems at once

Meat during a period of concern

The Library of Congress places the proposal in the context of a 1910 meat crisis, when Americans were worried about the availability and cost of meat. The hippo campaign therefore arrived as a food-policy argument. If the animals could be raised or managed in the United States, supporters reasoned, they might broaden the nation’s meat supply.

The Library of Congress’s historical framing asks a deliberately provocative question: “If hippopotamus was put on the menu, would you try it?” That question captures the proposal’s cultural shock, but it should not be confused with proof that hippo meat had been evaluated by American consumers at scale. Claims about taste, ease of domestication and commercial success came from advocates promoting the idea.

Water hyacinth in southern waterways

Water hyacinth was the second half of the pitch. The floating plant could form thick mats in warm waterways, creating problems for movement and maintenance. A large animal that ate substantial quantities of vegetation appeared, at least in theory, to be a biological control tool that could reduce the burden of clearing it.

The proposal’s appeal came from combining those functions. A conventional weed-control project would cost money without producing food; a conventional livestock project would require feed. Hippos were presented as an animal that might turn a costly nuisance into edible biomass. That is the central logic of the plan, not evidence that the animals were actually suited to American farms or wetlands.

Who promoted the idea of hippo ranching?

Broussard was not the only person advocating the scheme. Frederick Russell Burnham and Fritz Joubert Duquesne testified in favor of importing hippos and argued for the value of their meat. Their statements helped give the proposal an air of practical experience and frontier confidence.

Burnham’s argument for importing game animals

Smithsonian reproduces this testimony from Burnham, a military scout:

“We brought into the country the horse, the cow, the ass, the sheep and the goat, and they have all gone wild and thrived. If those animals could be adopted into our Western country, I do not see why the game animals cannot be adopted, too.”

Burnham was making an advocacy case for importing additional animals. His comparison treated the successful establishment of familiar domesticated species as a reason to expect that a very large African wild animal could also be adopted. It did not demonstrate that hippos would behave like cattle, tolerate American conditions, remain contained or avoid damaging waterways.

Promotional claims versus established results

Accounts of the hearing include colorful assertions about hippos being tasty, manageable and likely to succeed. Those statements belong to the supporters’ case. The congressional record did not produce a nationwide experiment that could verify them, and the proposal never reached the stage at which American ranchers or ecologists could test the assumptions under controlled conditions.

What happened in Congress?

The House Committee on Agriculture shelved the proposal. That is the decisive outcome: the United States did not become a hippo-ranching nation, and the federal government did not authorize a Mississippi River stocking program.

Date or stage What happened What it means
1910, before the hearing Louisiana Representative Robert F. Broussard promoted importing African hippopotamuses. The idea was a legislative proposal, not an operating ranch or release program.
March 24, 1910 Broussard presented the proposal to the House Committee on Agriculture; Burnham and Duquesne supported the concept. Advocates testified before a committee, where the plan could be examined but was not yet law.
After committee consideration The committee shelved the proposal. No appropriation became an enacted hippo-importation program.
After 1910 The United States did not establish the proposed hippo-ranching system. The Mississippi River was never filled, or nearly filled, with hippos.

Did Congress really “almost fill” the Mississippi River?

Only in the playful sense used by the headline. “Almost” can suggest that animals were ordered, ships were waiting or a release was imminent. None of that happened. The proposal was considered in committee and then shelved.

The phrase survives because it compresses an unusual but real event into an image that is easy to remember: Congress discussing hippos for American waterways. A more precise description is that a representative sought federal support for importing hippos, partly to address meat concerns and partly to consume water hyacinth. The plan failed before implementation.

This distinction also prevents a common historical mistake: treating a hearing as if it were a law. Congressional committees receive proposals, hear testimony and decide whether measures should proceed. Most do not become statutes. In this case, the committee’s decision ended the federal initiative.

The ecological blind spot in the proposal

In hindsight, the strongest criticism is not simply that hippos would have been difficult to manage. It is that the proposal treated one non-native species as a solution to another non-native species without adequately considering what the new animal could do to the ecosystem.

Replacing one introduced species with another

Water hyacinth was the plant problem the promoters wanted to solve. Hippos would have been the proposed biological control. That creates a basic ecological contradiction: introducing a massive foreign herbivore to control an introduced plant can trade one invasion problem for a far larger and less predictable one.

The 1910 advocates did not address the full chain of consequences that modern ecological analysis would ask about: whether hippos could be confined, how many would be needed, what they would eat when hyacinth became scarce, and how their movements would affect riverbanks, wetlands and nearby farms.

Waste, nutrients and water quality

Smithsonian’s discussion of hippos in Colombia provides the later ecological context. Hippos can add large amounts of waste and nutrients to water. Those nutrients can encourage algae growth, muddy the water and damage conditions for native plants and fish. This is not evidence that the 1910 committee analyzed those effects; it is a retrospective warning about the biological costs the proposal left out.

A hippo introduced for weed control would not be a stationary lawn mower. It would enter the water, forage, defecate and move through connected habitats. Its effects could extend well beyond the patches of hyacinth that supporters wanted removed. Even if the animals consumed the target plant, the resulting changes in water chemistry and habitat could create new problems.

Lessons from later introductions

The Colombian example is useful because it illustrates how a small or localized introduction can become a continuing management issue. It should not be used to claim that the Mississippi would certainly have experienced an identical outcome. Climate, geography, population size and containment practices differ. The narrower point is that large introduced animals can reshape aquatic systems in ways that are not captured by a single benefit such as eating a weed.

Promise versus risk: what the proposal assumed

Supporters’ intended benefit Underlying assumption Ecological or practical question left open
More meat Hippos could be raised, managed or harvested reliably in the United States. Would they reproduce, remain contained and support a safe, economical supply chain?
Less water hyacinth Hippos would eat enough of the plant to control it. What would happen when food, water levels or plant availability changed?
Use of southern waterways Warm, wet Louisiana conditions would be suitable habitat. How would animals affect navigation, banks, farms, native wildlife and public safety?
A naturalized population Like horses, cattle, sheep or goats, imported animals might thrive if they escaped. “Thriving” for an introduced species can mean ecological damage rather than public benefit.

The table separates the proposal’s logic from conclusions that can be drawn today. The first column describes what advocates wanted; the later columns show why those aims required evidence the hearing did not supply.

What the story tells us about food and environmental policy

The hippo proposal is often remembered as comic, but its underlying policy pattern is familiar. A public problem—expensive food, a damaging weed or an expensive cleanup—creates pressure for a solution that promises several benefits at once. The more dramatic the animal or technology, the easier it is for the proposal to attract attention before basic questions about containment, unintended effects and long-term cost are answered.

It also shows why historical food debates need more than a question about whether something is edible. The Library of Congress uses the “hippopotamus steak” idea to open discussion of food bioethics. Accepting a new meat would involve animal welfare, public health, farming practices, environmental effects and cultural acceptance. A proposal can be technically imaginable without being ethically or ecologically acceptable.

Why the 1910 context matters

Judging the plan only by modern standards misses why it reached Congress. Meat concerns were real, water hyacinth was a visible nuisance, and the United States had already seen imported domestic animals become established. Those facts made the argument legible to its audience. They do not make the conclusion sound.

Conversely, judging the proposal only by its novelty misses the environmental lesson. The central failure was not that the idea sounded strange; it was that the promised benefits were discussed more readily than the consequences of introducing a powerful, mobile, non-native animal.

Common misconceptions, corrected

  • “Congress approved hippos for the Mississippi.” It did not. The House Committee on Agriculture shelved the proposal.
  • “Hippos were about to be released into the river.” No importation or release program followed the hearing.
  • “The plan was only about a joke food.” Meat was one of its two stated purposes; controlling water hyacinth was the other.
  • “The proposal proved hippo meat was a practical answer to shortages.” Supporters made that case, but the United States never conducted the proposed national experiment.
  • “The 1910 lawmakers evaluated modern invasive-species science.” Later ecological concerns about hippo waste, algae, native plants and fish are retrospective context, not findings from the committee hearing.

The answer in plain terms

Did Congress really almost fill the Mississippi River with hippos? Congress really did hear a 1910 proposal to import hippos, with Louisiana waterways in mind, because supporters believed the animals could provide meat and eat water hyacinth. But the proposal stopped in committee. The river was never on the brink of a hippo stocking, and the plan’s central ecological assumption—using one introduced species to control another—looks especially hazardous in light of what is now known about hippos’ effects on water quality and aquatic ecosystems.
